In addition to the above sanctions, the Government have approved the proposals
under NAABARD vide Lr No 26021/1/NAABARD. SP/ 2017 dt 19-06-2017 and allocated an
amount of Rs 50.00 Crores. The DPRs were also submitted by the APREI Society to the
Finance Department for sanction of funds. The orders are awaited.

The Government has sanctioned Rs. 50.00 crores to 20 APRE Institutions under NABARD
RIDF-XXIII vide Go No 273. The details are as follows:

2.1.6.1 Buildings:
• Although land was available in respect of five schools, they were running in private
buildings due to non-release of funds for construction of buildings.
EXPLANATORY NOTES:
The Government has sanctioned each Rs. 600.00 lakhs to APR School Nutimadugu
& APR School Chilakaluripeta under NABARD RIDF XXIII towards Construction of full-
fledged buildings. The stages of works are as follows:

Construction of school building including dormitories, staff quarters for APRS, Atmakur

(SPS Nellore district) was sanctioned in 2012-13 at an estimated cost of 13 crores.
The works remained incomplete at slab level (June 2016) for want of funds after
incurring an amount of 5.23 crore.
EXPLANATORY NOTES:
Regarding construction of buildings at APR School Atmakur Nellore District, it is submitted
that the works are completed and handed over to the Principal. The buildings are put in
use by students and staff.
• Construction of dormitories and staff quarters for APRS, Vayalpadu (Chittoor district) was
sanctioned in 2012-13 at an estimated cost of 1.98 crore. The works remained
incomplete (June 2016) for want of funds after incurring 1 .25 crore.

EXPLANATORY NOTES:
i. It is submitted that regarding construction works at APR School Vayalpadu Chittoor
District, the construction of dormitory block was completed and construction of Principal
Quarters-1 and Teaching Quarters-4 are under progress (plastering, flooring and

painting works are in pending). The Executive Engineer APEWIDC Chittoor was
requested for early completion of works.

2.1.6.2 Classrooms, Laboratories and other rooms:

As per the formulation of the Engineering wing of APREIS, each residential school is
required to be provided with 27 rooms for accommodating classes, laboratories, library
etc. Audit scrutiny/ physical verification showed the following.
i) In 29 out of 34 residential schools in the State,
there was a shortage of 314 rooms (34 percent) against the requirement of 918
rooms intended for Classrooms, laboratory, library, etc. In 17 out of 36 schools,
the shortfall was more than 10 rooms.

ii) Although additional classrooms were taken up in Girls' schools at Venkatagiri (two
rooms at Rs. 7.29 lakh) and Ammanabrolu (four rooms at Rs. 12 lakh) in 2010-
11 with Rajiv Vidya Mission (RVM) funds, they remained incomplete due to devoid of
flooring, fitting of doors and windows and electrical works. The Principals stated
(February 2016) that works were not completed for want of funds. Shortages of
class rooms were noticed in both the schools.

EXPLANATORY NOTES:

i) Out of total required 779 Classrooms, Laboratories and other rooms 271 rooms are
proposed to construct for the year 2017-18 from the sanctioned funds by the
Government under various schemes.

Out of 271 classrooms, laboratories and other rooms, the Government have
sanctioned 141 classrooms, laboratories and other rooms from 2016-17. The status of
buildings is as detailed below:

ii) Regarding APR School Ammanabrolu Prakasham District, the APREI Society the
additional class rooms were completed and handed over to the Principal and they are
using.

2.1.6.3 Dormitories

Government instructions (2008) stipulated that all residential schools should be


provided with adequate dormitories, recreation hall, etc. fir the students.

As per the data furnished by the Engineering wing of APREIS, each residential school
is required to be provided with 10 dormitories to accommodate the children. Audit scrutiny/
physical verification showed the following:

i) Shortage of dormitories was noticed in all the 34 residential schools. There


was shortage of 257 dormitories (76 per cent) against the requirement of 340
dormitories to accommodate the children in the 34 schools.

ii) Dormitories were not at all provided in lives out of 34 schools, and in 29 schools
the shortage was more than five against 10 dormitories. As a result, the
existing classrooms were used as dormitories during night.

EXPLANATORY NOTES:

Out of total required 362 Dormitories 146 dormitories are proposed to construct for
the year 2017-18 from the sanctioned funds by the Government under various schemes.

2016-17 to 2020-21 and the status of progress is as follows:

2.1.6.4 Dining Hall

Government instructions (2008) stipulated that all residential schools should be


provided with adequate dining halls, kitchen, stores, etc.

As per the Engineering wing of APREIS, each residential school is required to be


provided with three halls and one kitchen.

Audit scrutiny/ physical verification showed that there were shortages of dining
halls were noticed in all the 34 schools. There was shortage of 69 dining halls (68 per
cent) against the requirement of 102 halls in the 34 schools. As a result, it was noticed
that the students were dining in open spaces available in the school premises.

EXPLANATORY NOTES:

Out of total required 109 Dining halls 36 dining halls are proposed to construct for
the year 2017-18 from the sanctioned funds by the Government under various schemes.

Out of 36 Dining halls, the Government have sanctioned 20 Dining halls from 2016-
17 to 2020-21 and the status of works is as follows:

2.1.6.5. WATER SUPPLY

Government instructions (2008) stipulated that all residual schools should be


provided with adequate water supply facilities.
It was seen in audit that Overhead tanks were not available in 25 out of 34
schools to ensure running water supply to toilets and other purposes.

In test checked APRS (Girls), Venkatagiri, it was observed that 'overhead tank'
was constructed during 2008-09 at a cost of Rs. 9.50 lakh. However, it was not put to
use for want of new bore well which would cost another Rs.1.50 lakh. Thus, due to the
failure in providing a bore well, the tank built at a cost of Rs. 9.50 lakh remained
unutilized.

EXPLANATORY NOTES: -

The Government in G.O. Rt. No. 281, Dt. 28-11-2016, School Education, (Trg.)
Dept. issued sanction orders for an amount of Rs. 25.04 Crores for maintenance/repairs
to the existing Toilet Block and providing Toilet Blocks and improving the water supply
facilities in APRE Institutions under “Capital Grants” head. Accordingly, administrative
sanction orders for the proposed works were issued by the Society. The works have
been entrusted to the Executive Engineer, SSA of the concerned District.

Further, it is submitted that at APRS (Girls), Venkatagiri a separate bore well was
dug and provided water supply to the Overhead tanks and is put in use.

2.1.6.5. Toilets and Bathrooms

Government stipulated that all residential schools should be provided with


adequate toilets and bathrooms, etc. for the students.
As per the Engineering wing of APREIS, each residential school is required to
be provided with 40 Toilets and bathrooms. Audit scrutiny/ physical verification showed
the following: -

i) In 32 of 34 residential schools, there was a shortage of 638 toilets and bathrooms


(47 percent) against the requirement of 1,360 toilets and bathrooms.

In 10 out 34 schools the shortfall was more than 20 (29 per cent) against 40 toilets
and bathrooms required. The shortfall was particularly high in five 9 residential schools,
where only less than five toilets were provided against the requirement of 40.

Out of total required 2880 Toilets & Bathrooms 1160 Toilets & Bathrooms are
proposed to construct for the year 2017-18 from the sanctioned funds by the Government
under various schemes.

Further it is submitted that 1120 Toilets & Bathrooms from 2016-17 to 2020-21
were sanctioned and the status of the works is as detailed:

2.1.6.6. Staff Quarters.

In the Residential school pattern, the children were to be supervised round the clock
by the teachers where they were treated as loco parents of the students. Hence, staff
quarters are very much essential. Government stipulated that all residential schools should
have adequate staff quarters for Principal, Vice-Principal, teaching and non-teaching
staff.

As per the formulation of Engineering wing of APREIS, each residential school is


required to be provided with a Principal's quarter along with 24 teaching and 16 non-
teaching staff quarters. Audit scrutiny showed that quarters were not at all provided to
Principals in 14 out of 34 residential schools. In four out of 20 schools where available
they were in dilapidated condition. The Principals of these schools were residing away from
the school premises. Further, there was shortage of quarters for teaching and non-teaching
staff in all the 34 schools.

During test check, it was observed in APRS (Girls), Venkatagiri that construction
of 16 staff quarters was taken up in 2006 at an estimated cost of Rs.1.15 crore. However,
construction remained incomplete at basement/ pillars/ slab level and works were
abandoned (January 2008) for want of funds after incurring Rs.33 lakh

EXPLANATORY NOTES:-

The Society vide proceeding Rc.No. Engg/A4/676/06-16 (18) DT: 26.09.2017 has
issued administrative Sanction for Rs. 50.00 lakhs towards Completion of incomplete
quarters and Repairs to existing school and dormitory buildings, but the Principal vide
letter Rc.no.03-2/B/2018 dt: 05.03.2019 has requested the Secretary APREI Society to
divert the funds for construction of 02 class rooms and 02 Laboratories. The work was not
started by Executive Engineer, SSA and the sanctioned funds are lapsed.

for the year 2017-18 and out of 17 only, 09 quarters were sanctioned from 2016-17 to
2020-21.

c) Non-Teaching Staff quarters:

2.1.6.7 Compound Wall

As per Government's stipulation, all residential schools should have a compound


wall all around the school.

Audit scrutiny/physical verification by Audit team showed that compound wall was
not provided in 10 out of 34 residential schools including four 1° girls' schools. In another
15 schools including six 11 girls' schools, compound wall was only partially available.

proposed to construct compound wall for the year 2017-18 from the sanctioned funds by
the Government under various schemes

2.1.6.8 INFRASTRUCTURE IN RESIDENTIAL DEGREE / JUNIOR COLLEGES.

Nine out of 11 Residential colleges (Degree College: 1, Junior Colleges: 10) were
functioning in own buildings. The remaining two 12 colleges were running in rented
buildings. Audit scrutiny of data/ details furnished by APREIS and physical verification
of five out of 11 colleges showed that adequate infrastructure facilities were not provided
in the colleges. There was shortage of classrooms (91 against 203 required), dormitories
(39 against 58 required), toilets & bathrooms (224 against 360 required).

In test-checked APRJC (Boys), Gyarampalli, nine staff quarters were constructed


(December 2008) at a cost Rs.25 lakh. However, only four out of the nine were
completed fully and occupied by staff. The remaining five quarters which remained
incomplete without amenities like toilets, water facility etc were being used as
dormitories as there was shortage of dormitories for boarders. Thus, the purpose of
constructions was not achieved and the students were forced to stay in accommodation
without basic amenities.

• Construction of school building including dormitories, staff quarters for APRS,


Atmakur (SPS Nellore district) was sanctioned in 2012-13 at an estimated cost
of 13 crores. The works remained incomplete at slab level (June 2016) for
want of funds after incurring an amount of 5.23 crore.
EXPLANATORY NOTES:
Regarding construction of buildings at APR School Atmakur Nellore District, it is
submitted that the works are completed and handed over to the Principal. The
school was shifted and the buildings are put in use by students and staff.
• Construction of dormitories and staff quarters for APRS, Vayalpadu (Chittoor
district) was sanctioned in 2012-13 at an estimated cost of 1.98 crore. The
works remained incomplete (June 2016) for want of funds after incurring 1 .25
crore.
EXPLANATORY NOTES:
i) It is submitted that regarding construction works at APR School Vayalpadu
Chittoor District, the construction of dormitory block was completed and
construction of Principal Quarters-1 and Teaching Quarters-4 are under
progress (plastering, flooring and painting works are in pending). The
Executive Engineer APEWIDC Chittoor was requested for early completion of
works.

2.1.6.2 Classrooms, Laboratories and other rooms:


As per the formulation of the Engineering wing of APREIS, each residential school
is required to be provided with 27 rooms for accommodating classes,
laboratories, library etc. Audit scrutiny/ physical verification showed the
following.
In 29 out of 34 residential schools in the State,
there was a shortage of 314 rooms (34 percent) against the requirement of 918
rooms intended for Classrooms, laboratory, library, etc. In 17 out of 36 schools,
the shortfall was more than 10 rooms.

i) Although additional classrooms were taken up in Girls' schools at


Venkatagiri (two rooms at Rs. 7.29 lakh) and Ammanabrolu (four rooms
at Rs. 12 lakh) in 2010-11 with Rajiv Vidya Mission (RVM) funds, they
remained incomplete due to devoid of flooring, fitting of doors and windows
and electrical works. The Principals stated (February 2016) that works were
not completed for want of funds. Shortages of class rooms were noticed in
both the schools.
EXPLANATORY NOTES:
i) Out of total required 779 Classrooms, Laboratories and other rooms, 271
rooms are proposed to construct for the year 2017-18 from the sanctioned
funds by the Government under various schemes.

ii) Regarding APR School Ammanabrolu Prakasham District, the APREI


Society the additional class rooms were completed and handed over to the
Principal and they are in use.
2.1.6.3 Dormitories
Government instructions (2008) stipulated that all residential schools should
be provided with adequate dormitories, recreation hall, etc. for the students.

As per the data furnished by the Engineering wing of APREIS, each residential
school is required to be provided with 10 dormitories to accommodate the children.
Audit scrutiny/ physical verification showed the following:
i) Shortage of dormitories was noticed in all the 34 residential schools.
There was shortage of 257 dormitories (76 per cent) against the

requirement of 340 dormitories to accommodate the children in the 34


schools.
ii) Dormitories were not at all provided in lives out of 34 schools, and in 29
schools the shortage was more than five against 10 dormitories. As a
result, the existing classrooms were used as dormitories during night.
EXPLANATORY NOTES:
Out of total required 340 Dormitories, 146 dormitories are proposed to
construct for the year 2017-18 from the sanctioned funds by the Government under
various schemes.

2.1.6.4 Dining Hall


Government instructions (2008) stipulated that all residential schools should
be provided with adequate dining halls, kitchen, stores, etc.

As per the Engineering wing of APREIS, each residential school is required


to be provided with three halls and one kitchen.

Audit scrutiny/ physical verification showed that there were shortages of


dining halls were noticed in all the 34 schools. There was shortage of 69 dining
halls (68 per cent) against the requirement of 102 halls in the 34 schools. As a
result, it was noticed that the students were dining in open spaces available in
the school premises.
EXPLANATORY NOTES:
Out of total required 109 Dining halls 36 dining halls are proposed to
construct for the year 2017-18 from the sanctioned funds by the Government under
various schemes.

2.1.6.5. WATER SUPPLY


Government instructions (2008) stipulated that all residual schools should
be provided with adequate water supply facilities.
It was seen in audit that Overhead tanks were not available in 25 out of
34 schools to ensure running water supply to toilets and other purposes.

In test checked APRS (Girls), Venkatagiri, it was observed that 'overhead


tank' was constructed during 2008-09 at a cost of Rs. 9.50 lakh. However, it
was not put to use for want of new bore well which would cost another Rs.1.50
lakh. Thus, due to the failure in providing a bore well, the tank built at a cost of
Rs. 9.50 lakh remained unutilized.
EXPLANATORY NOTES: -
The Government in G.O. Rt. No. 281, Dt. 28-11-2016, School Education,
(Trg.) Dept. issued sanction orders for an amount of Rs. 25.04 Crores for
maintenance/repairs to the existing Toilet Block and providing Toilet Blocks and
improving the water supply facilities in APRE Institutions under “Capital Grants”
head. Accordingly, administrative sanction orders for the proposed works were
issued by the Society. The works have been entrusted to the Executive Engineer,
SSA of the concerned District.
Further, it is submitted that at APRS (Girls), Venkatagiri a separate bore
well was dug and provided water supply to the Overhead tank and now it is being
used by the school.
2.1.6.5. Toilets and Bathrooms
Government stipulated that all residential schools should be provided with
adequate toilets and bathrooms, etc. for the students.
As per the Engineering wing of APREIS, each residential school is
required to be provided with 40 Toilets and bathrooms. Audit scrutiny/ physical
verification showed the following: -
i) In 32 of 34 residential schools, there was a shortage of 638 toilets and
bathrooms (47 percent) against the requirement of 1,360 toilets and
bathrooms.
In 10 out 34 schools the shortfall was more than 20 (29 per cent) against 40
toilets and bathrooms required. The shortfall was particularly high in five 9
residential schools, where only less than five toilets were provided against the
requirement of 40.
Out of total required 2880 Toilets & Bathrooms 1075 Toilets & Bathrooms are
proposed to construct for the year 2017-18 from the sanctioned funds by the
Government under various schemes.

Further it is submitted that 1475 Toilets & Bathrooms from 2016-17 to 2020-
21 were sanctioned by Government. The status of the works is as detailed:

2.1.6.6. Staff Quarters.


In the Residential school pattern, the children were to be supervised round
the clock by the teachers where they were treated as loco parents of the students.
Hence, staff quarters are very much essential. Government stipulated that all
residential schools should have adequate staff quarters for Principal, Vice-
Principal, teaching and non-teaching staff.
As per the formulation of Engineering wing of APREIS, each residential
school is required to be provided with a Principal's quarter along with 24 teaching
and 16 non-teaching staff quarters. Audit scrutiny showed that quarters were not
at all provided to Principals in 14 out of 34 residential schools. In four out of 20
schools where available they were in dilapidated condition. The Principals of these
schools were residing away from the school premises. Further, there was shortage
of quarters for teaching and non-teaching staff in all the 34 schools.

During test check, it was observed in APRS (Girls), Venkatagiri that


construction of 16 staff quarters was taken up in 2006 at an estimated cost of
Rs.1.15 crore. However, construction remained incomplete at basement/ pillars/
slab level and works were abandoned (January 2008) for want of funds after
incurring Rs.33 lakh
EXPLANATORY NOTES:
The Society vide proceeding Rc.No. Engg/A4/676/06-16 (18) DT: 26.09.2017
has issued administrative Sanction for Rs. 50.00 lakhs towards Completion of
incomplete quarters and Repairs to existing school and dormitory buildings, but the
Principal vide letter Rc.no.03-2/B/2018 dt: 05.03.2019 has requested the
Secretary APREI Society to divert the funds for construction of 02 class rooms and
02 Laboratories. The work was not started by Executive Engineer, SSA and the
sanctioned funds are lapsed.
a) Principal Quarters:
Out of total required 40 Principal Quarters 17 Quarters were proposed to
construct for the year 2017-18 and out of 17 only, 07 quarters were sanctioned
from 2016-17 to 2020-21.

2.1.6.7 Compound Wall
As per Government's stipulation, all residential schools should have a
compound wall all around the school.
Audit scrutiny/physical verification by Audit team showed that compound wall
was not provided in 10 out of 34 residential schools including four 1° girls' schools.
In another 15 schools including six girls' schools, compound wall was only
partially available.
EXPLANATORY NOTES: -
Out of total required 28 Schools (78427 Mts) 04 Institutions (3100 Mts) are
proposed to construct compound wall for the year 2017-18 from the sanctioned
funds by the Government under various schemes.

2.1.6.8 INFRASTRUCTURE IN RESIDENTIAL DEGREE / JUNIOR COLLEGES.
Nine out of 11 Residential colleges (Degree College: 1, Junior Colleges:
10) were functioning in own buildings. The remaining two 12 colleges were
running in rented buildings. Audit scrutiny of data/ details furnished by APREIS
and physical verification of five out of 11 colleges showed that adequate
infrastructure facilities were not provided in the colleges. There was shortage of
classrooms (91 against 203 required), dormitories (39 against 58 required),
toilets & bathrooms (224 against 360 required).
In test-checked APRJC (Boys), Gyarampalli, nine staff quarters were
constructed (December 2008) at a cost Rs.25 lakh. However, only four out of
the nine were completed fully and occupied by staff. The remaining five quarters
which remained incomplete without amenities like toilets, water facility etc were
being used as dormitories as there was shortage of dormitories for boarders.
Thus, the purpose of constructions was not achieved and the students were forced
to stay in accommodation without basic amenities.

SANCTIONS UNDER NAADU NEDU PHASE-I & PHASI-II PROJECTS:

APR SCHOOLS:
The Government have included 43 APR Schools under NAADU NEDU
Phase-I project towards maintenance of existing buildings & providing
additional infrastructure facilities. In this project the works are taken up like
repairs to main school block, electrification, paintings, providing of green
chalk boards and construction of new toilet block works are taken up and
completed.

Further, the Government again included these 43 APR Schools under


NAADU NEDU Phase-II project. In this project it is proposed to maintenance
& providing additional infrastructure facilities in the hostel buildings will be
taken up and completed.

APR JUNIOR COLLEGES:


The Government have included all 07 Junior Colleges under NAADU
NEDU Phase-II project. In this project maintenance of existing buildings and
providing additional infrastructure facilities i.e., construction of toilet block,
providing electrification to existing buildings, paintings and providing of
green chalk boards will be taken up in this project.

APR DEGREE COLLEGE NAGARJUNA SAGAR, GUNTUR DIST:


➢ The Government have sanctioned 190.00 lakhs towards construction
of additional dormitories and dining hall under NABARD funds. These
works are under progress.
➢ The Government have included this College under NAADU NEDU
Phase-II project. In this project maintenance of existing buildings and
providing additional infrastructure facilities i.e., construction of toilet
block, providing electrification to existing buildings, paintings and
providing of green chalk bords will be taken up in this project.
➢ RUSA has sanctioned an amount of Rs. 200.00 lakhs for improvement
of infrastructure facilities and renovation of existing buildings including
construction of additional class rooms – Tenders were finalized and
works will be started very soon.
