OF AIR CONDITIONING EQUIPMENT

1. Chiller number 2.5 is currently in operation without testing and commissioning and without informing to the
Engineer. Further, precautions are to be taken for the safety of the equipment considering followings
 Temporary power is supplied. Voltage, frequency, and quality of power is to be confirmed.
 Impact of AC system and associated equipment as the generators are being switched off every 6hrs or less.
 Dusty environment (ex: Dusty environment is not suitable for VSDs in chiller, temporarily filters to be
installed for PAU and FCU).
 Lack of qualified and trained staff for the equipment operation - This is very important as the equipment
are being manually operated.

Below inspections are pending which may have an impact on safe operation of the equipment

 Chiller installation inspection is not approved.

 Chilled water pipe work flushing inspection was rejected.
 T&C of the equipment is not done.

2. Chilled water pump number 2.B1.6 is currently in operation without testing and commissioning and without
informing to the Engineer. Further followings were observed,
 Inertia block of the pump is supported by additional supports during pump operation. This has limited the
free motion of the vibration isolators and has an impact on safe operation of the pump.
 Guide rod nuts of the rubber expansion bellow should be evenly tightened.

Below inspections are pending which may have an impact on safe operation of the equipment

 Chilled water pump installation inspection is not approved.

 Chilled water pump alignment has not been witnessed by the engineer.
 T&C of the equipment is not done.

3. Condenser water pump number 2.B1.1 is currently in operation without testing and commissioning and without
informing to the Engineer.

Below inspections are pending which may have an impact on safe operation of the equipment

 Condenser water pump installation inspection is not approved.

 Condenser water pump alignment has not been witnessed by the engineer.
 T&C of the equipment is not done.

4. Cooling tower number 2.5 is currently in operation without testing and commissioning and without informing
to the Engineer. Further, Proper notices are not provided indicating the CT is in operation. This is a health and
safety hazard.

Below inspections are pending which may have an impact on safe operation of the equipment

 Cooling tower installation inspection is not approved.

 T&C of the equipment is not done.

5. Fan coil units in level 03 staff cafeteria is in operation without testing and commissioning and without informing
to the Engineer.

6. Fan coil units in 18 guest rooms in level 10 is in operation without testing and commissioning and without
informing to the Engineer.

7. Level 04 data center precision air conditioning units and associated exhaust fans are in operation without testing
and commissioning and without informing to the Engineer. Further followings were observed.
 Exhaust air fans and outdoor units of air condition units are operated in dusty environment inside level 4
plant room.

Below inspections are pending which may have an impact on safe operation of the equipment

 Air conditioning unit installation inspection is not done.

 Exhaust fan installation inspection is not done.
 T&C of the equipment is not done.

RECOMMENDATION

1. Quality of temporary power supply system is to be monitor to avoid any damage to the equipment.
2. Provide necessary arrangement to avoid intermittent power supply.
3. Obtain a recommendation from a competent third party acceptable to the Engineer after an inspection to the
said equipment before formal testing and commissioning for any damage occur due to unauthorized
operation.
4. Installation inspections of all equipment are to be done to make sure all the installations are complying to
relevant standards and specifications
5. Pump alignment checking is to be done by pump manufacture and along with the Engineer as witness.
6. Formal testing and commissioning of each equipment/system is to be carried out.
7. Appoint responsible personnel competent to operate equipment as per manufacturer’s instructions.
8. Dusty environment is not suitable for VSDs in chiller, Contractor is to propose suitable method to protect
those sensitive components from being exposed to dusty environment.
9. Temporarily filters to be installed for PAUs and FCUs.
