AMAR SINGH THAKUR
MUI General Secretary Mr. Amar Singh Thakur took up the matter of detention of FIVE Indian
Seafarers in Korydallos prison, Athens, Greece on a Tanzania flag ship MV Andromeda, since 06.1.2018.
MUI General Secretary Mr. Amar Singh Thakur secured the release of these seafarers arranged their
air fare, accommodation at Mumbai on 25 April 2018.
Nine vessels that were detained by Indonesian Naval authorities on charges of illegal anchoring in
Indonesian water in February 2019: MUI General Secretary Mr. Amar Singh Thakur pursued the matter
for release of Indian Seafarers with various Government authorities, Consulate Officials, Ministries,
Indian Embassies etc.
Two Indian Seafarers were arrested since 09.2.2019. MUI's persistent efforts resulted in release of
Mr. Abhishek Ramanan, 3rd Officer and signed off from vessel as his father expired due to
heart attack and many other such cases where taken up and MUI continuously working for our
Seafarers to help them at difficult times under the leadership of Mr. Amar Singh Thakur.

UK flag chemical tanker was detained by Iranian authorities at Strait of Hormuz and arrested
Eighteen Indian seafarers on 19.7.2019. MUI General Secretary Mr. Amar Singh Thakur got them
released on 27th September 2019.
MV Wakashio - Ran aground off Mauritius on 25.7.2020. Captain Sunil Kumar Nandeshwar was
detained. MUI General Secretary Mr. Amar Singh Thakur visited New Delhi to communicate
with Government authorities and Consulate of Mauritius in New Delhi and Mumbai for release
of Capt. Sunil Kumar Nandeshwar.
Captain Dhaliwal was held in jail at Turkey and family was kept under Home Arrest in Turkey,
MUI General Secretary Mr. Amar Singh Thakur visited New Delhi to communicate with
Government authorities and met Shipping Minister, Ministry of External Affairs and Human
Right Commissions due to efforts of General Secretary Amar Singh Thakur, Captain Dhaliwal
was released from Turkish Jail and in short span was back in India along with his Family.
Captain Gill was released from China, Captain Gill wife approached the General Secretary
Amar Singh Thakur and he was instrumental in release from Chinese Authorities when ship
was going from Taiwan to Korea, that too when INDIA - CHINA Diplomatic Relations where not
Healthy.

In September 2019 ITF London informed MUI that one Indian Officer is held up in Nigeria since
four years as the company abandoned the vessel, with 20 holes in Engine Room. MUI General
Secretary Amar Singh Thakur discussed with Nigerian Maritime Authority and ITF London. Due to
efforts of General Secretary Amar Singh Thakur the Officer returned home in February 2020.
Three vessels were held up at various ports and crew were not paid their salaries for four
months due to legal issues with charterers. MUI advised them to invoke P & I Financial Security
clause from MLC 2006, got their salary and arranged their sign off at Kandla and Iran through
General Secretary Mr. Amar Singh Thakur.
MUI took up the issue of Indian seafarers held up for more than 18 months on ships at Anchor in
Chinese ports, which were coming from Australia. Chinese authorities did not allow crew
change. MUI General Secretary Amar Singh Thakur pursued the matter and due to efforts of
General Secretary Amar Singh Thakur got the seafarers released from Chinese Authorities to
return home.
Six Indian seafarers were detained by Batam Immigration authorities after signing off from
their vessels as their mode of travel to shore was not authorized. General Secretary Amar Singh
Thakur took up the matter with relevant authorities and all seafarers returned back home safely.

MUI through General Secretary Mr. Amar Singh Thakur has developed company specific web
links for their officers who can pay membership through company specific
MUI Portal / MUI Application.
MUI through General Secretary Mr. Amar Singh Thakur has requested Officers to send
petitions to Ministry of Shipping and DGS to introduce PF, Gratuity and Pension facility for all
Indian Seafarers.
One Vessel departed from Liverpool and sailing 100 NM from Amsterdam. One Officer collapsed
and expired. MUI assisted in repatriation of his mortal remains.
One Vessel at Manila Anchorage. An officer suffered heart attack. MUI assisted in repatriation
of his mortal remains.
At Port of Falmouth, UK one officer fatally injured due to steam observation tank glass giving
way. MUI coordinated with UK authorities in repatriation of his mortal remains.

MUI through General Secretary Mr. Amar Singh Thakur contributed medicines, stationery and
sports goods as flood relief to Sangli and Kolhapur districts of Maharashtra in 1st and 2nd week
of August 2019.
MUI through General Secretary Mr. Amar Singh Thakur contributed and donated generic
medicines to rural health hospitals and primary health centers during the floods at Chiplun,
Mahad and nearby villages in July 2021.
MUI through General Secretary Mr. Amar Singh Thakur was contacted by many officers for
updating of CDC details on DGS Websites as they were not done by RPSL Companies within 15
days of their signing off from vessels. MUI took initiative and resolved their issues of sign off
dates and the same was updated in DGS website.
MUI through General Secretary Mr. Amar Singh Thakur provided full support and assistance to
our Fellow Seafarer who was badly beaten up by goons and hospitalized at Chennai.
Seafarer was in serious condition at Hospital and family was requiring assistance where
General Secretary Mr. Amar Singh Thakur took initiative and helped the Family and Seafarers
was Hospitalized. Financial help was also provided and MUI Officials visited Chennai.

MUI through General Secretary Mr. Amar Singh Thakur arranged E-Passes, during pendemic
through DGS, Mumbai for seafarers to travel by road to join the ships at Indian Ports, as there were
no trains and flights operating.
MUI through General Secretary Mr. Amar Singh Thakur arranged SOPs, through Ministry of Shipping
for Indian seafarers stranded overseas to arrive in India, by including seafarers in the circular issued
by Ministry of Home Affairs.
MUI through General Secretary Mr. Amar Singh Thakur arranged E-pass through DGS, to an
expecting wife of an Officer who was a sea, to travel from Telangana to Tamil Nadu by road.
MUI through General Secretary Mr. Amar Singh Thakur arranged repatriation of an officer from
Sri Lanka to India during lockdown by contacting Executive President of Sri Lanka and
High Commissioner of India to Sri Lanka, as his wife was due for delivery.
MUI through General Secretary Mr. Amar Singh Thakur arranged medical check up for an expecting
wife of an officer and repatriation to India during lockdown, as her Korean Visa expired at Incheon
Port, after discussion with President of Federation of Korean Seafarers Unions of Korea.

MUI - Support by our General Secretary Mr. Amar Singh Thakur
during difficult times of Our Seafarers.
MUI through General Secretary Mr. Amar Singh Thakur arranged repatriation of an officer from
Sri Lanka to India during lockdown by contacting the ITF Inspector, by one of the few flights out
of Colombo.
UK Government was not allowing Indian seafarers to board the flights with expired passports
during lockdown. MUI through General Secretary Mr. Amar Singh Thakur took up the matter
with DGS, Ministry of Shipping, Ministry of Home Affairs to follow the IMO Circular 4204 which
states that seafarers with expired passports should be given exemption for their repatriation.
Seafarers returned back to India safely.
MUI through General Secretary Mr. Amar Singh Thakur arranged repatriation of an officer who had
fractured of his forearm and admitted in hospital at Prapa Dang, Thailand, by approaching
Indian Embassy in Thailand.
MUI through General Secretary Mr. Amar Singh Thakur contacted Chief Minister of Goa and
resolved issue of forcing seafarers to undergo 14 days quarantine, while signing off even though
with out any symptoms. MUI arranged a Nodal Officer to regulate and monitor testing and other
procedures at Mormugao Port. MUI through General Secretary Mr. Amar Singh Thakur contacted
Chief Minster of West Bengal, Mamata Banerjee, to facilitate smooth crew change at various Ports
of West Bengal.

In Paradip Port crew change was not permitted for DCI vessels operating in port limits. Even after
Covid test report was negative, the were forcing for 14 days quarantine. After MUI through General
Secretary Mr. Amar Singh Thakur took up the matter with Port authorities, the rules were changed
accordingly.
At Deendayal Port, seafarers tested with covid positive were not allowed to get out of the ship. MUI
through General Secretary Mr. Amar Singh Thakur took up the issue with port authorities and
resolved the matter.
MUI through General Secretary Mr. Amar Singh Thakur made all out efforts to initiate vaccination of
seafarers of all age groups, by personally meeting Chief Minister of Maharashtra and communicated
with Chief Minister of Bihar, West Bengal and Goa.
MUI through General Secretary Mr. Amar Singh Thakur arranged masks to MUI Head Office and
Liaison offices for members visiting there. MUI through General Secretary Mr. Amar Singh Thakur
arranged Oxygen cylinders in Mumbai, Goa, Patna and Chandigarh.

MUI through General Secretary Mr. Amar Singh Thakur arranged virtual meetings regularly to
address grievances of seafarers by communicating with Shipping companies, Consulates, DGS,
Unions, ITF across the globe.
MUI through General Secretary Mr. Amar Singh Thakur had taken up the issue of forcing another
RTPCR test at port of embarkation, even though the seafarer has got COVID 19 Negative test report
taken from approved ICMR Lab at home town within 72 hours as per SOP of DGS. This issue was
resolved as it was another burden on seafarers and shipping company.
MUI through General Secretary Mr. Amar Singh Thakur approached Government of India for
granting shore leave to Indian Seafarers working at Indian Ports.
Seafarers have been designated as Key workers by Essential Services Maintenance Act 1968 and by
IMO as well.

COVID-19 RELATED ISSUES TAKEN UP BY MUI GENERAL SECRETARY
AMAR SINGH THAKUR.
During Medical emergency onboard a vessel at Vizag outer anchorage in November 2020, Chief
Engineer who joined vessel through Thailand owners, required medical treatment at shore
hospital. After discussions with local authorities by our General Secretary Mr. Amar Singh Thakur and
through our Branch Staff MUI took authority and Chief Engineer was sent to shore hospital for
treatment and signed off from the ship. Company tried to deduct his wages on false allegations.
MUI through General Secretary Mr. Amar Singh Thakur took action and got his full wages during
signing off from vessel.
MUI through General Secretary Mr. Amar Singh Thakur approached High Consulate of Georgia, in the
matter of a Chief Engineer with his wife and kid who were held up onboard vessel since one year.
As their Visas expired they were not allowed to sign off during lock down period.
MUI coordinated with Georgian Consul General, all three were signed off and returned home.
MUI under the leadership General Secretary Mr. Amar Singh Thakur had recovered more than
2 lakh USD and 1.5 crore INR till October 2021, as balance of wages of Indian officers not paid by
many companies.
It is evident from the above, under the dynamic leadership of Mr. Amar Singh Thakur,
General Secretary, MUI, many seafarers got timely help and assistance wherever and
whenever required across the globe.
