1.0 TITLE

METHOD STATEMENT FOR WAER CHLORINATION

2.0 SCOPE OF WORK

2.1 General description

Main Contract is pleased to present essential procedures for disinfection of


Potable/Fire water network
The Procedures is in compliance to the Royal Commission Specification
requirements, Section-15145 and AWWA 651 standards using continuous feed
method for disinfection water mains before they are placed in service.

2.2 Plant and equipment

To execute the job, the listed below are Plant and Equipment that shall be utilized
but not limited to:

● Portable Chlorimeter
● Chemicals used: calcium hypochlorite and sodium metabisulphite
● Water Pump
● Hand Tools.

2.3 Material

● Water
● Calcium Hypochlorite
● Sterile Disposable plastic bag

The material used shall be in accordance with the specification and contract of
Calcium hypochlorite, sodium metabisulphite.
“Personal Protective Equipment required and awareness for handling Sodium
Hypochlorite and Tri Sodium Phosphate.
Contact lenses should not be worn while working with this substance. Avoid bodily
contact with material. Prevent skin/eye contact through the use of “impervious
gloves, clothing, boots, apron, and eye goggles or full-face shield”.

2.4 Site Planning & Preparation

Before starting the work, the area should be cleaned with water; required material
and equipment are available at work area.
Give all the instruction required for all the people assigned to the job.

2.5 Work Methodology:


● Estimate the Volume of Water in the distribution System
● Once the total volume of water is known, the amount of chlorine to be used in the
system shall be determined by the given ratio of 200 Parts per million (ppm) per 100
Gallons of water.
● Flushing operations shall continue until water discharges are clear free from turbidity
and extraneous materials.
● Introduction of Chlorination water into the system having minimum concentration of
50 mg/l free chlorine. The chlorine application shall continue until the entire main is
filled with heavily chlorinated water.
● Chlorination water shall remain in the pipe for at least 24 hours, during which time all
valves and facets in the treated section shall be operated (Opened and closed
several times) to ensure disinfection of the appurtenances, and pipe branches.
● At the end of 24 hours contact period, the treated water in all portions of the water
line shall have chlorine residual of not less than 10mg/l.
● After the application 24 hours retention period, the heavily chlorinated water should
not remain in prolonged contact with pipe and shall be flushed continuously until
chlorinated water is eliminated and the water is free of noticeable chlorine odor. The
heavily chlorinated water shall be flushed from the system until residual chlorine
measurement show the concentration in the water leaving the main is not higher
than generally prevailing in the system or is acceptable for domestic use (Less than
1.0 mg/l).
● The chlorinated water shall be disposed to a nearby storm water ditch when the final
concentration is less than 1.0 mg/l as an alternate, the chlorinated water shall be
discharged through the designated drainage system where any damage cause from
the disposal of chlorinated water is minimal and which is considered to be a safe
location.
● After completion of final flushing, the main shall again be filled with potable water
and shall remain for at least 16 hours prior to collect the samples for the
bacteriological testing.
● After completion of chlorination procedures, samples shall be collected from the
selected sampling points along the main pipeline and branches as well as that its
end. The sample shall be tested for bacteriological quality inn accordance with the
latest 20th edition *Standard Methods for the Examination of water and Waste
Water”.

2.6 Sampling and Testing for Chlorine and Bacteriological Quality:

● Sample shall be collected from the selected points at the jobsite and testing shall
be done on –site for chlorine and bacteriological in accordance with AWWA C-
651 (Revision of AWWA C-601) standard specifications.
● Al-Shalawi Company to provide an approved technician and equipment to
perform chemical testing on site during the chlorination of water lines. This will
include initial determination of chlorine concentration for the chlorinated water
introduced into the system and residual chlorine determination after specified
contact time duration and final flushing of the disinfection from the system to
verify compliance with the project specification requirements.
● Subsequent bacteriological tests shall be performed on water samples at our
laboratory to ascertain that the disinfection is successful and the water is free of
Coloform bacteria contaminations.
● Al-Shalawi Company will provide sterilized sampling bags for use in collecting
water samples for bacteriological analysis.

● A test report will be issued after satisfactory completion of chlorine disinfection


and bacteriological examination on water samples.

POTABLE AND FIRE WATER SYSTEM


Total length of the network is approximately 6 KM; see below for each diameter length and
materials used.

3.0 HEALTH & SAFETY

3.1 Refer to risk assessment

- Environmental health rules and regulation.


- At the project site office and or job site, adequate garbage / trash drums with
cover shall provided for the immediate disposal of trash by all employees, every
facility in office or jobsite shall be provided with these drums, and shall be empties
and disposed the garbage daily.
- Environmental and management response puts our safety policy is displayed in
reception areas to demonstrate management’s commitment to a zero injury
philosophy and best practice in providing a safe working environment.


3.2 Environmental Safety& Health Contractor

● Prior to mixing of water and calcium hypochlorite, the personnel who is involved in
doing this should wear the proper PPE’s (i.e., Hardhat, Goggles, Gloves, and
Long Sleeves shirt. Proper care to be taken to avoid the inhalation of the
chemical. Add the amount of calcium hypochlorite to the container or drum of
clean water. Avoid spilling the chemical. Avoid the chemical getting in contact with
skin or eyes.
● The Chemical is coming in its original container and only the amount needed is
taken, the original container will be closed and the remaining will be brought back
by the technician to be stored in their store room. Thus the chemical will not be
stored in the site. The water line being chlorinated is not yet tapped to the water
source so there is no danger to the chemical going into the water source line.
● Ensure all workers involve were competent and trained regarding chemical safety.
● Ensure all works are inducted regarding the task and pre-task briefing shall
conduct under the supervision of safety officers.
● Ensure all the chemicals are labeled.
● Clean water must be available in each working place for washing purpose during
break time and after working hours.
● Advise all workers to report any illness they experience during work, so that we
can identify if they are capable to work with those chemicals, or if they are allergic
with those chemicals, will not be allowed to continue.
● All necessary requirements shall be follows for Health and Safety to Comply with
all laws and regulations, standard, codes and best practice.

● Adjacent properties shall be free of waste materials, debris, rubbish and


windblown debris rusting from construction operations.
● Store volatile wastes in covered metal container and to be removed from
premises daily.
● Prevent accumulation of waste which creates hazardous conditions.
● Provide adequate ventilation during use of volatile or noxious substances.
● Proper closed shuts shall be used. Throwing materials from heights is not
allowed.
● Collect and remove waste materials, debris, and rubbish from site until execution
of final clearing and dispose off-site in lawful manner.
● Conduct cleaning and disposal operation to comply with local environmental laws.
● Prior to substantial completion, remove construction tools, equipment, and
machinery from the work place.

3.3 Protective and Safety Equipment


● All personnel at all the time when on the site have to wear a protective helmet. It
is essentials to be properly adjusted to the wearer’s head.
● Metals hazard hats are prohibited. “No holes in the Helmet and not to be painted.
● Safety shoes/boots shall be provided to all personnel on site. Safety shoes
complies with ANSI standards which should be oil, abrasion, and heat resistant
fully useful for the construction sites.
● Appropriate glasses and eye protection to be provided to workers as required,
goggles, face shield. Factors to be considered in selecting aye protection include
the degree required and the comfort provided as required by ANSI.
● In places where high slopes workers shall be equipped with a safety full body
harness with retrieval line securely anchored to the structure.
● All workers as requirement will use protective hand gloves to protect against
sharp or rough edges, chemical, and hot or cold surface accordingly.
3.4 Contractual Requirements.
● Safety measures should be supervised by the safety Manager before, during and
after the activities to be done at the project site.
● All safety and Health requirements to fulfill by AL-Shalawi Company will be taken
care in accordance with the ES & H Standards in conjunction with Royal
Commission Specification, Standards and Instructions.
● Rescue equipment/ambulance and true nurse will be readily available.
3.5 Information to Personnel:
● Introduce to the persons involve on the work regarding the possible hazard that
might happen during work, so that they will be aware of possible injuries that
might occur. Tell them that it is dangerous to work within confined areas so the
work should be well ventilated. Advise them to wear the appropriate protective
equipment to prevent individual injury.
● Safety and environment education and information to be disseminated to all the
employee in shape of seminars, safety tool box meetings and safety refreshers
courses prior to commence work.

● Prior to commencement of the work, instruct each worker about duties,


responsibilities and functions. Instructions should be clear enough and precise
accordingly to their respective job. Discuss about the procedure of the work in
logical sequence before starting the work.
3.6 Emergency Procedure:
● Although, injury to the person regarding chlorine solution is minimal, it is
necessary that medicine must be available at all times in the site and ambulance
is ready in the event of injuries to the workers.
● First-aid clinic is available at site in the hour of need. Emergency telephone
numbers are posted and displayed on site on appropriate locations.
● Rescue aids will be in place, with first aid.
● Standby vehicle are provided in site.
● In the event of heat stress and strokes a fully equipped ambulance is available to
transport the victim to the nearest hospital for treatment.
3.7 Permit Requirements:
● Contractor will check and Verify related works with this Method Statements, if
permit is required prior to the commencement of work.

4 ENVIRONMENTAL ISSUES :
4.1 Environmental Impact Assessment
⮚ There is a question about chlorine content in our drinking water, “ Is the
chlorine in our drinking water acting as a catalyst triggering tumor
development both in atherosclerosis and cancer?”
⮚ The addition of chlorine to our drinking water started in the late 1980’s and
had a wide acceptance around the world.
4.2 Environmental safety and Health Contractor Requirements
⮚ As a requirements, all Environmental and Health which are required to
fulfill by the Contractor will be taken care in accordance with the
International EH & S standards and Instructions.
4.3 Contractual Requirements
⮚ all Safety and Health which is required to fulfill by the Contractor will be
taken care in accordance with the International EH & S standards and
Instructions.
Store waste in a covered metal container and remove from the premises
daily. Prevent accumulation of waste which creates hazardous condition.

5 QUALITY ASSURANCE
5.1 Contractual Requirements
Contractor is bound to meet the requirement of Quality Assurance issues on the
Guide line specifications, Section 01450, Section 01330 and Section 01780.
5.2 Critical Works
No critical works have been identified to this procedure, except that care shall be
taken to prevent over mix of chlorine during chlorination process.
5.3 Inspection & Testing
Water sample shall be taken from a running water at the faucet and let it examine
in the laboratory to determine, if there is still a presence of any pathogenic
bacteria like coli form, e-coil and fecal parasites.

5.4 Follow-up & Evaluation


Retest the water distribution system every two or three months to be sure
contamination is not re-occurring. If the test results are negative, an annual water
supply continues to develop coli form, fecal or e-coil bacterial contamination
problems after being shock chlorinated, other options must be considered. Option
might repair the System.
