VICTORIA SCHOLARSHIP PROGRAM FOR HIGHSCHOOL (SY 2020-2021)

REPORT ON SCREENING AND SELECTION

BACKGROUND

Ordinance No. 1, S 1998 established the Victoria Scholarship Program to provide access to high school
education for poor but deserving pupils. It is geared towards developing the youth into educated and
responsible citizens of the municipality. Said ordinance also provides for the creation of the Victoria
Scholarship Committee tasked to prepare the Implementing Guidelines and administer the Program.

The Scholarship Program for Highschool is open to twenty six (26) intellectually capable highschool
scholars whose families have limited resources to finance expenses for secondary education. Applicants
may come from all public elementary schools in Victoria. Those who qualify to the program will be given
a chance to finish highschool and avail of a yearly financial assistance in the amount of P2,000.00 given
at the start of the school year and a monthly allowance of P600.00 and P800.00 for junior and senior
students, respectively. Scholars avail of the benefits until they graduate from Senior highschool provided
that they do not get terminated or disqualified based on the following grounds:

1. Health deficiency problem;


2. Unmaintained grade of not less than 80% in any subject in any grading period;
3. Falsification of records and documents; and
4. Violation of rules and regulations of the school where he/she is enrolled as reported/certified by
school authorities.

The slots filled in by the twenty-six (26) scholars will be opened again for application of new batch of
potential scholars only after the same have been vacated as a result of graduation or disqualification of
the students availing the program. Five (5) slots were vacated for SY 2019-2020 as a result of graduation
of four (4) Grade 12 students and disqualification of one (1) Grade 11 student.

Discussed during the previous Scholarship Committee Meeting held last February 31, 2019 are the
following amendments to the guidelines which are proposed to be implemented starting SY2019-2010
and which are yet for approval of the Sangguniang Bayan:

1. Increase in allowance of senior highschool scholars, both for IPs and non-IPs from P800.00 per
month to P1,000.00 per month and for junior highschool scholars from P600.00 per month to
P800.00 per month; and
2. Increase in the number of highschool scholars from twenty six (26) to thirty (30).

The following selection criteria is the basis for evaluating scholarship applicants:

Qualifying Examination - 40.00%


Scholastic record - 30.00%
Standard of Living - 30.00%

Since the start of the program in SY 1999, a total of ninety three (93) highschool students have already
graduated as municipal scholars, some were accepted again as college scholars, others were provided
with educational assistance for college, while others pursued college education on their own through
the continued support of their parents.
SELECTION PROCESS FOR SY 2019-2020 SCHOLARSHIP

The Victoria Scholarship Committee, through its Secretariat prequalified the applicants based on the
following qualification requirements:

1. Residency requirement of at least five (5) years in the municipality before the date of the
examination ;
2. Coming from a family having a basic monthly gross income of not more than P15,000.00 for a family
of six;
3. Belonging to the top 20% of the graduating class;
4. Having a general average rating of not lower than 85%; and
5. With good moral character.

A qualifying examination was conducted by the DepEd on March 29 and May 23 at the Victoria Central
School and Legislative Building with forty (45) examinees from different schools of their district.
Attached as reference is a copy of the result of the qualifying examinations.

Those who were included in the top twelve (12) of the qualifying examinations were included in the list
of pre-qualified applicants for validation. Home visitation of these 12 pre-qualified applicants was
conducted to be able to rate the last criteria necessary to complete evaluation of these applicants to the
program. The Scholarship Committee authorized the VSC Secretary to conduct the home visitations
which were done on May 24.

Applicants and their parents or relatives, whoever may be available, were interviewed to assess their
standard of living. Basic consideration for the assessment is the number of dependent children, source
of income, family income and expenditures including education of children, electric bills, medical
expenses, etc., absence of relatives who are capable of providing assistance, absence of other
educational grant opportunities, accessibility to school, absence of durable housing materials and basic
appliances, among others.

Based on the result of the home visitation which evaluates the standard of living, the above applicants
were rated and ranked by the VSC Secretary using the criteria set by the Committee. Following is the
result of the evaluation and ranking after consideration of all of the criteria:

While all of the 12 applicants can be considered qualified for the program based on the criteria,
there will always be more and less qualified than the rest of the applicants. In this case, the
first nine applicants in the rank are considered more qualified among the rest, the first five
being priority for confirmation and the succeeding four names to follow upon approval of the
proposed increase in the number of highschool scholars from twenty six (26) to thirty (30). Thus
the applicants ranked 6th to 9th are considered wait-listed until the said proposal has been
approved by the Sangguniang Bayan.
