Introduction
1.1. Malaysian Standard Method of Measurement (‘MySMM’, its acronym) of Building Works
(First Edition) for use in Malaysia has been written to provide a standard set of
measurement rules for the preparation of bill of quantities (BQ) and schedules of works
(quantified) for building works, and a framework that can be used to develop bespoke and
standard schedules of rates.
1.2. In keeping with the advancement in construction technologies in Malaysia, MySMM has
incorporated rules governing the measurement of such technologies, e.g. Industrialized
Building System (IBS), diaphragm walls, reinforced earth, etc.
1.3. In sync with the use of Building Information Modeling (BIM) technology in the construction
industry in Malaysia, MySMM has incorporated BIM-friendly features i.e. simplification of
measurements, reduction in measurable building components/items, simplification of
building components/items description and provision of guidelines as to the specific
information to be shown in 3D models by the respective consultants for ‘quantities’
extraction purposes from the 3D models.
1.4. MySMM also includes guidelines to the drafting of ‘Preliminaries’, ‘Specification’ and
‘Preambles’, all of which form parts of the procurement document for building works.
1.5. The main part of MySMM is in a tabulated form (‘the Tabulation’) divided into levels. The
main intention is that any building component/item description can easily be formed by
extracting the relevant parts of the description from each level in the Tabulation and filling
in any missing information and/or dimension as advised therein. Truly, the parts of the
description and the unit of measurement for each of the building components/items shown
in the Tabulation are the actual rules of measurement, which have to be read in
conjunction with ‘Specification’ and ‘Preambles’ as stated in Item 1.1.4 above. It also
serves as a template for the description of any components/items not found in MySMM.
1.6. There are specific rules of measurement that cannot be inferred or covered by the
component/item descriptions and ‘Preambles’. Such rules are dealt with in ‘Specific Rules
of Measurement’ section of MySMM
Items 1.1-1.6 above set-out the main objectives of MySMM, which, in essence, shall
propel the QS profession towards standardization of component/item descriptions,
Preliminaries items, Specification and Preambles in the production of procurement
document of building works as well as to be a member of the BIM team specializing in
extraction of ‘quantities’ from the 3D model.
1.7. MySMM embodies the essentials of good practice and is understandable by all the
stakeholders involved in a construction project e.g. the employer, the contractor, the
project/design team, etc. and is equally applicable to both proposed and executed works.
1.8. Rules of measurement adopted for work not covered by these rules shall be stated and
such rules shall as far as possible conform with those given in this MySMM for similar
work.

2.0. Tabulated rules of measurement for building works
2.1. Introduction
2.1.1. The rules comprise:
(1) the information and requirements for the main contractor’s preliminaries; and
(2) the rules of measurement for building components/items which are grouped
under 28 Work Sections.
2.2. Interpretation
2.2.1. The rules of measurement for building works are set out in tables. The tables are divided
into two categories, namely those dealing with:
• preliminaries; and
• measurement of building components/items
2.2.3. The symbol ‘/’ used between two or more units of measurement or within the text, means
‘or’.
2.2.4. Horizontal lines divide the tables and rules into zones to which different rules apply.
2.2.5. The use of broken lines (-------) between two different supporting information in these
tables means with different units of measurement but under the same level for the building
components/items.
2.2.6. The use of a hyphen (-) or the phrase ‘to’ between two dimensions in these tables or a bill
of quantities means a range of dimensions exceeding the first dimension stated but not
exceeding the second.
2.2.7. This bracket, ( ) contains an instruction as to the insertion of drawing nr., dimension,
width, length, diameter, etc. and shall be deleted upon such insertion while this bracket
{ } contains the additional supporting information e.g. ‘measured separately’.
‘consolidated thickness’, etc. and NOT to be deleted.
2.2.8. The ‘S.O.’ an acronym that stands for Superintendent Officer which can also mean the
Architect or the Engineer or Specialist Consultant as the case may be.

2.3. Work Sections
2.3.1. Work Section 01 tabulates the common preliminaries items encountered in a main
contract together with the rules for describing the information and requirements related to
each of such items therewith in the form of tables structured as follows:
(1) There are nine group headings under which these preliminaries items are
grouped, namely,
(i) Generally;
(ii) Bills and Pricing/Pricing;
(iii) Materials and Samples;
(iv) Form of Contract;
(v) Statutory Obligations;
(vi) Contract Administration;
(vii) Site Control;
(viii) Temporary Works; and
(ix) On Completion
(2) Each of the above group headings has a table whereby the information and
requirements related thereto are specified ( ‘the Table’)
(3) The left-hand column (sub-heading) of the Table lists the common preliminaries
items to be provided under the heading;
(4) The second column (information and requirements) lists the information and
requirements which shall be included within the preliminaries descriptions.
(5) ‘Preliminaries’ prices are to cover the cost of administering a project and
providing plant, site staff, facilities, site-based services, and other items not
included for in the rates for measured work. Therefore, the ‘information and
requirements’ given therein ONLY serve as a guide as to the drafting of Work
Section 01: ‘Preliminaries’ commonly encountered and are by no means
exhaustive.

2.3.3. A table is created for each Work Sections 02-29 and is structured as follows:
(1) At the beginning of each Work Section there is a list of group headings under
which the building components/items are categorized.
(2) The first four rows of the tables set out in the following order:
(d) ‘Works and materials deemed included’ which are collectively referred to
as the ‘Preambles’
• This row gives the Preambles related to each of the Work Sections.
• If any building component/item under any Work Section appears in
other Work Section/s, then the relevant ‘Preambles’ related to that
building component/item shall similarly be applied to the same.

• Its main intention is that in the preparation of BQ, it can be stated that
the BQ shall be read in conjunction with the Preambles in MySMM
instead of repeating them in the BQ document. As such, it serves as
a universal standard for ‘Preambles’ in Malaysia. However, if
additional Preambles are required, it can be added to the BQ
document accordingly.
(3) The first column from the left (‘Item or work to be measured’) , lists the headings
of the building components/items descriptions numerically (‘the Heading’) ;
(4) The second column (‘Unit’) lists the unit of measurement for building
components/items;
(5) The third column (Level One) lists the information numerically, including any
dimension requirements, that shall be included in the description of the building
components/items;
(6) The fourth column (level Two) lists the supporting information numerically,
including any additional dimension requirements, which shall be included in the
description of the building components/items.
(7) The fifth column (level Three) lists the further supporting information
numerically, including any additional dimension requirements, which shall be
included in the description of the building components/items;
(8) The sixth column (notes, comments, and glossary) deals with the following:
(a) definitions of some generic terms and phrases used in connection with
the building components/items;
(b) additional information to be added into the Heading or the specific level
to complete the descriptions of some of the building components/items;
(9) It is to be noted:
(a) that any descriptions of building components/items with the same ‘Heading’
should have the same number of ‘Level’ of information and/or supporting
information. In the event that any one of them is short of one such Level,
then ‘generally’ will be used in its place;
(b) that the first letter of the word for all levels except the last level is to be
‘capital-letter’;
(c) that the number of Headings, the different situations and the supporting
information appear in the respective columns are NOT exhaustive, but they
represent the ones commonly encountered in building works; and
(d) that in principle, the table give a standard template for the descriptions of
any building components/items.

2.4. Coding
2.4.1. For codification, each level of the table is numbered. An example as to how an building
component/item can be created and coded is given below:
(2) The parts of the components/item description in ‘italics’ as shown above are
extracted from the table created in accordance with Item 2.3.3 (3)-(9) above to
form a full description for a component/item which will have the following code
number :

(3) Coding for any component/item description shall have six (6) facets. The above
shows how the first five facets are obtained from the respective numberings from
the table while the six facet is ‘00’ because this component/item description has
no Level Three.
(4) It shall also be noted that it is a good practice in the preparation of BQ that the
component/item description is created with an indent for each part of the
description as shown above.
3.1. Quantities
3.1.1. The general rules for quantifying building components/items are as follows:
(a) Measure the work net as fixed in position unless otherwise stated.
(b) Net quantity measured shall be deemed to include all additional material
required for laps, joints, seams and the like, as well as any waste material.
(c) Curved profile shall be of any radius that is shown on the relevant drawing.

(d) Dimensions shall be measured to the nearest 10mm. 5mm and over shall
be regarded as 10mm and dimensions less than 5mm shall be disregarded.
(e) Except for quantities measured in tonnes (t), quantities shall be given to
the nearest whole number. Quantities of less than one unit shall be given
as one unit. Quantities measured in tonnes (t) shall be given to two decimal
places.

3.2. Descriptions
3.2.1. Each Work Section of a BQ shall begin with the name of the Work Section as a top
heading.
3.2.2. The building components/items under each of Work Sections 02-29 shall be
grouped,listed and coded as described in Item 2.3.3 above.
3.2.3. Unless specifically stated otherwise in the BQ or any part of the MySMM, descriptions for
building components/items shall generally include the:
(1) stated in the sequence: length, width, and height. Where ambiguity could arise,
the dimensions shall be identified in the description; and
(2) the finished lengths, widths, and heights specified or shown on the drawings
with no allowance made for overlaps, scarcements and the like.
3.2.5. Any thickness given as part of the description shall be the finished thickness of the
material after compaction and shall exclude the thicknesses of adhesives and or bedding
materials unless otherwise stated.

3.2.6. The use of a hyphen (-) or the phrase ‘to’ between two dimensions in a description shall
mean a range of dimensions exceeding the first dimension stated but not exceeding the
second.
3.2.7. Work with a curve, concave, convex, conical, spherical and the like shape shall be so
stated without the necessity of stating the radius/radii, but such information may be given
by a precise and unique cross-reference to another document e.g. to a specification, a
catalogue or a drawing.
3.2.8. The standard template for the descriptions of building components/items as described in
Item 2.3.3 above is to facilitate both the traditional ways of measurements and for
renovation works though in a simplified manner but its main aim is to reduce the number
of measureable BQ items and the simplification of the measurement of the same to
facilitate the ease of auto-production of ‘usable raw quantities’ from a 3D model in BIM
application. Therefore, to achieve this aim of making MySMM BIM-friendly , the following
methods are adopted in so far that they are possible in drafting the standard template:
(2) the use of generic terms to group several related building components/items
for measurement as one item e.g. portal frames comprising stanchions, rafters,
struts, chords, etc., narrow width comprising skirting, risers, treads, edges of
slabs, kerbs, etc.,
(3) the use of total depth in stages for excavation work e.g. for foundation
excavation, as ‘not exceeding 2.00m total depth’, ‘not exceeding 4.00m total
depth’ and thereafter in 2.00m stages;
(4) the use of only two stages of strutting based on total height e.g. for formwork to
soffits of slabs and beams, as ‘strutting not exceeding 3.5m total height’,and
‘strutting exceeding strutting 3.5 total height’;
(5) the measurement in ‘m3’ without stating the thickness e.g. concrete to walls,
blinding, slabs, etc, measured in ‘m3’ without stating the thickness, formwork
to sides of foundations, edges of slabs, etc. measured in ‘m2’ without stating
the height, etc.
(6) voids within or the boundaries of the measured work irrespective of size to be
deducted
(7) any curved profile to be stated without the need to state the radius

3.2.9. Unless specifically stated otherwise in the BQ or any part of the MySMM, each building
component/item shall be deemed to include the following:
3.3.1. Work of each of the following special types shall be separately identified:
(1) Work to existing buildings: such work is defined as work on, in or immediately
under buildings or structures existing before the current building project.
(2) Work carried out and subsequently removed;
(3) Work outside the curtilage of the site;
(4) Work carried out in extraordinary conditions, including:
(a) in, on or under water, stating whether river, canal, lake or sea and,
where applicable, stating the mean spring levels of high and low water;
(b) in tidal conditions;
(c) underground, stating mean depth;
(d) in compressed air, stating the pressure and means of entry and exit;
and
(e) in other types of extraordinary conditions.
Specific details pertaining to work carried out in each condition shall be given
at the start of each applicable work section.
3.3.2. The additional rules for special types of work shall be read in conjunction with the rules in
the appropriate Work Sections.
3.3.3. Details of the additional preliminaries that are pertinent to the special types of work shall
be given in the description, drawing attention to any specific requirements due to the
nature of the work.

3.4. Measurable work not covered by the tabulated rules:
3.4.1. Building components/items not covered by the tabulated rules shall, if possible, be
measured by rules for similar types of work. Rules of measurement adopted for such
building components/items shall be clearly stated and fully defined in either the
preliminaries or in the BQ (against the building components/items or items to which the
rule relates). Such rules shall, as far as possible, conform to those given in the tabulated
rules of measurement for similar building components/items.
3.4.2. Where it is not possible to derive the method of measurement from the tabulated rules,
the rules chosen may be bespoke. In such cases, the rule or rules derived shall be
reiterated in full in either the preliminaries or in the BQ (above the building
components/items or items to which the rule relates i.e. under “Notes’ preceding the
Heading of the building components/items concerned).
3.5.1. For the rules relating to work that cannot be quantified and described in accordance with
the tabulated rules of measurement as they cannot entirely be foreseen, defined, or
detailed at the time the tender documents are issued, they shall be given a sum called
‘provisional sum’.
3.6.1. Where the exact type of product or component cannot be specified, an estimated price
for the product or component shall be given in the description as a prime cost unit rate
(P.C. unit rates). State, for example, ‘* at P.C. unit rate of RM * per m for the supply only
by a firm to be selected by the Architect; ……….’,
3.6.2. Unless specifically stated otherwise in the bill of quantities or these rules, the contractor
shall be deemed to have allowed for all items listed in paragraph 1.4.2.11 plus, his
overheads and profit in his period rate for each building component/item incorporating a
PC price with the breakdown of such items given therein.

3.7. Procedure where the quantity of work cannot be accurately
determined:
3.7.1. Where work can be described and given in items in accordance with the tabulated rules
of measurement, but the quantity of work cannot be accurately determined, an estimate
of the quantity shall be given and identified as a ‘provisional quantity’
3.7.2. Work items identified as a ‘provisional quantity’ shall be subject to remeasurement when
they have been completed. The ‘approximate quantity’ shall be substituted by the ‘firm
quantity’ measured, and the total price for that item adjusted to reflect the change in
quantity. Where the variance between the ‘provisional quantity’ and the ‘firm quantity’
measured is less than 20 per cent, the rate tendered by the contractor shall not be subject
to review. Where the variance is significant (i.e. 20 per cent or more), the rate can be
reviewed to ensure that the rate is fair and reasonable to both the employer and
contractor.
3.8.1. A ‘prime cost sum’ shall be provided for such work or services or materials or goods. Such
sum shall be deemed to be exclusive of any profit required and/or attendance to be
provided by the main contractor and provision shall be made for the addition thereof where
applicable.

Specific rules of measurement 1. The measurement for excavation and disposal shall be those before excavation i.e. measured nett. No allowance

2. The measurement of filling shall be those after consolidation. All extra fill materials required due to consolidation
and penetration into the subsoil shall be deemed included.
3. Unless otherwise stated, depths of excavation are measured from the general formation levels to the bottom of the
excavations.
4. Definition of 'rock' and hard material shall be based on that defined in the 'Specification'.

2. Foundation Excavation
a. Excavating in whatever type of material met with excluding rock and hard material as defined in the Specification

3. For bored cast in place concrete piles
a. General

(ii) Suitable type of construction to suit dry, wet or cased depending on soil conditions shall be deemed included.
