System Administrator To Support MoWSA In Development And Implementation of Case


Management System

Background

In Ethiopia, as in other countries, child protection has been approached historically through an
issue-based lens, with specific practices, actions or situations being targeted, for example,
female genital mutilation, sexual abuse, or children living on the street. While this focus on
specific protection issues has resulted in awareness, specialized bodies of knowledge, and laws,
policies and programs, such as the frameworks cited above – this approach has also resulted in
fragmented programming and service delivery, gaps in care, poor coordination between service
providers, duplication of services, and poor geographic coverage.

In 2015, in recognition of the need to address the fragmentation within the system, MoWSA
began a dialogue with UNICEF and other development partners to develop a comprehensive
and coordinated approach to the protection of children across sectors and regions. The decision
was made to develop a National Case Management System (NCMS) for child protection. The
case management approach brings together and coordinates all actors involved with a child
protection concern. The multi-sectored approach requires the involvement and support of all
levels within the system, from national to community, with structures in place for coordinating
the views, priorities, approaches and interventions of all stakeholders.

With the purpose of developing the National Case Management System under the leadership of
MoWSA, a multi-sectoral technical working group (TWG) was formed early in 2017. The
TWG is comprised of concerned government sectors, UN agencies, NGOs and other key
actors. The TWG gave technical support in the development of the National Case Management
Framework for child protection.

To this end, with the request of MoWSA, UNICEF would like to hire a System Administrator
who will be stationed at MoWSA to perform the task listed below.

Objective

The overall objective is to ensure the implementation of NCMS and smooth operation of the
system and its functionality at Regional level.

Specifically:

 Support the design, development and deployment of a full-fledged NCMS system as


per the requirements
 Ensure Smooth running of NCMS;
 Provide technical and administrative support for consulting firm personnel to enable
them effectively and efficiently deliver expected outputs.
 Manage the system availability and performance, including incident and problem
management
 Ensure the system is fully functional and operational at Federal & Regional level.
 conduct training programs to caseworkers and new users on system usage and
administration

Scope of Work and Responsibilities

The System Administrator will:

 Provide technical oversight to NCMS implementation activities to ensure delivery of


high-quality products in accordance with specifications
 Assist the Establishment of an information management system on child protection and
work with other sectors to monitor and analyse data related to child protection and case
management;
 Monitoring databases for performance issues
 Oversee the data management system and monitor data received from regions on a
monthly basis.
 Provide technical oversight to workforce development for the NCMS

 Implement data backup and disaster recovery strategies
 Ensure all NCMS software documentation including System Architecture and Database
Structure are developed and handed to MoWSA officials.
 Oversee the data management system and monitor data received from regions on a

 Coordinate with other ministries to ensure that roles and mandates are integrated into the
NCMS
 will monitor, coordinate and report on ongoing business projects;

Deliverable

 Submit monthly progress report on the implementation of NCMS.

Minimum qualification & experience required for consulting firm and team experience

 The System Administrator must have BSc/MSc in Computer Science, Software


Engineering, or Information Technology.
 Must have a minimum of 10/8 years’ of experience in complex and scalable
environment.
 Knowledge of selected programming languages (e.g. Java, Php, Python, C++) and the
Java/J2EE platform.
 Knowledge of Ubuntu/Linux OS Environment
 In-depth knowledge of relational databases (e.g. Oracle, Microsoft SQL Server,
PostgreSQ, MySQL) and No SQL databases (e.g. MongoDB).

Supervision

The System Administrator will work under the direct supervision of MoWSA. The System
Administrator will also work closely with existing support service providers, by establishing a
smooth and functional communication channel.
