While coordination at the national level is significantly good, there have been challenges in
coordination at the district level. This is mainly attributed to the absence of the cluster system, a
factor which has put pressure on the Assistant Disaster Risk Management Officer (DODMA
district staff) to handle sectoral issues in addition to general coordination. Cluster levels have
struggled to obtain timely information from partners on the ground presenting an incomplete
picture of the response which feeds up into national response. In addition, the DRM Officer may
not always have the IT capacity or equipment to collate information and report up to the National
level.
DODMA as the lead coordination agency, manages all information on disasters and provides
regular reports to international agreements where Malawi is part to. Managing, analyzing and
packaging credible information depends on how strong the source of information is and how the
information is accessible to stakeholders in usable products.
Against this background and increasing shocks in Malawi, the Department of Disaster
Management Affairs has started decentralizing its functions and strengthening local level
disaster risk management. The DODMA is also working on a Disaster information management
System (DMIS) which is being piloted in Phalombe, Mangochi, Chikwawa and Balaka districts for
a start, which is aimed at automating disaster information for easier flow of information and
quicker analysis for decision making. With the system being rolled out with a scope of
expanding countrywide, the demand for managing all the different pieces of data and
information is imminent necessitating strengthening the current capacity at DODMA to manage
the demand.
As a first step to strengthen the capacity, an information management unit is being set up at
DODMA, which will manage disaster information to facilitate timely decision making and
Malawi’s reporting requirements to global agreement through generation, analysis and
development of different products including maps, infographics / analytical reports, charts /
graphs and regular communication flow with the EOC, District and Cluster stakeholders and
DRM activities developed. Services of a Chief Information Management Officer are being sought
at government scale to be part of the information management unit.

the overall
supervision of the Programme Analyst – Disaster Risk Management, the CIMO
will work closely with Deputy Directors – DoDMA to ensure that data of humanitarian and
development interest will lead the advancement of DoDMA’s practice in data science and
analytics helping to serve as a bridge between Response and the Resilience teams to provide
strategic leadership and technical project management for new initiatives and hands on
engagement within the current and future portfolios of work.
This position will map and develop frameworks to measure Information and Data analysis by
creating and managing large data sets comprised of individual-level and aggregated data from
multiple data sources. Successful candidates will have proven track record in harnessing and
working with data generated through Global Goods such as District Health Information System
(DHIS2), Integrated Household Survey (HIS) and others alongside platforms in use by
government and donor supported initiatives. To do so, the CIMO will:
Lead the integration of Information to create and leverage data sets in all development,
resilience and response sector programs with a focus on delivery of outcomes and value for
money;
Develop an Information Strategy for DoDMA to enhance the awareness, understanding, and
knowledge of key stakeholders in the government, private sector, civil society, etc. at the
regional, national and local levels on Disaster Management, and help achieve overall
DoDMA Programme objectives.
Integrate innovative data frameworks and analytical solutions to leverage data from
humanitarian and development delivery, data collection, management, visualization and
analysis initiatives with support from Junior Staff;
Provide strategic support in the application of the Principles for Digital Development in the
development, adoption, integration, and effective use of data science and analytics related
to Global Goods and other open source software platforms used in DoDMA projects and
initiatives, including DHIS2, Malawi Vulnerability Assessment Committee (MVAC), DMIS
(Malawi) and community information systems as they are applied to response and
resilience initiatives;
Supervise and reinforce the capacity of staff in the Information Management Unit and at
the Districts linked to the DoDMA Information Management Strategy.
Identify short courses for IM capacity development of relevant stakeholders at national and
local levels
Facilitate capacity development of district staff to use the district Disaster Management
Information System
Perform any other duties assigned by management from time to time
