Message of the Regional Director
Thus, I am truly honored that OCD Caraga has developed its own
PSCP which primarily ensures the resumption of government services
amidst any disasters, emergencies, and disruptions as well as the
performance of the agency’s Mission Essential Functions (MEFs). With
the completion of the new building of OCD Caraga cum Government
Command and Control Center (GCCC) located at Camp Romualdo
C. Ruby, Brgy. Bancasi, Butuan City, the development of this plan is
appropriate and timely in anticipation to and preparation for internal
and external risks.
It is also our fervent hope that OCD Caraga may inspire national
and regional line agencies and Local Government Units (LGUs) to
develop their respective PSCPs so we can collectively join our efforts in
ensuring continuity of government operations and provision of
government services to the public.

Executive Summary
The Public Service Continuity Plan (PSCP) of OCD Caraga is an internal holistic
mechanism to maintain internal and external systems covering all aspects of
the organization from functions, operations, and processes. Hence, said plan
spells put the capability of OCD Caraga to continue the delivery of services at
acceptable predefined levels following a disruptive incident.
It was in 2019 when OCD Caraga commenced the development of the plan.
Its finalization was halted in 2020-2021 due to the occurrence of COVID-19
pandemic. The office through its Policy Development and Planning Section
(PDPS) made it sure that the plan will be finalized and approved through series
of workshops during the first semester of 2022.

Introduction
• Formulate and implement the NDRRMP and ensure that the physical
framework, social, economic and environmental plans of
communities, cities, municipalities and provinces are consistent with
such plan. The National Council shall approve the NDRRMP;
• Identify, assess and prioritize hazards and risks in consultation with key
stakeholders;

risk reduction measures into the local Comprehensive Development
Plan (CDP) and Comprehensive Land-Use Plan (CLUP);
• Ensure that the LGUs, through the Local Disaster Risk Reduction and
Management Offices (LDRRMOs) are properly informed and adhere
to the national standards and programs;
• Ensure that all disaster risk reduction programs, projects and activities
requiring regional and international support shall be in accordance
with duly established national policies and aligned with international
agreements;
• Ensure that government agencies and LGUs give top priority and take
adequate and appropriate measures in disaster risk reduction and
management;

• Conduct early recovery and post-disaster needs assessment
institutionalizing gender analysis as part of it;
Again, this plan was developed to ensure the continuity of operations and
minimal disruption of essential functions during an emergency or disaster in line
with this regional office’s mission and functions. This plan also identifies internal
capacities, recovery requirements and continuity strategies.

Purpose
Policy Statements
Scope
This PSCP shall apply to all OCD Caraga’s personnel holding permanent,
Contract of Service (CoS), and Job Order employment status as well as to all
clients and partner stakeholders in the region.

Definition of Terms
• Call Tree – a structured cascade process that enables a list of persons, roles
and/or organization to be contacted as a part of information exchange or
plan invocation procedure;
• Core Working Hours – the period of time wherein personnel are required to
render services at the office;
• Critical Personnel – those who are performing the identified Mission Essential
Function (MEFs);
• Primary Facility – the facility for the performance of the MEFs and in the
case of OCD Caraga, said facility is the new OCD Caraga building cum
Government Command and Control Center (GCCC);

The Public Service Continuity Core Team of OCD Caraga
Hence, the members Continuity Core Team shall perform the following
functions, roles and responsibilities:

meetings, workshops, and simulation exercises.

The OCD Disaster Control Group
The OCD Caraga has established a DCG composed of one (1) Service
Team and (1) Support Team in charge of ensuring the safety and security of
each personnel in times of disruptive event or a disaster.

This regional office has a ready fleet of three (3) vehicles for mobility /

building.

The Mission Essential Functions (MEFs) of this regional officer are primarily
based on its thirty (3) internal processes that are identified under the ongoing
implementation of OCD Caraga’s Total Quality Management System (TQMS).

level of operations to downtime) while the Y-axis reflects the time or period of
disruption.
Upon determination of the extent of impact and once the DCG has
determined that vital processes have been affected or when the facility has
been deemed inaccessible (therefore affecting the delivery of services), then
a declaration of a continuity event is done by the Head of Agency/Regional
Director. Upon declaration of the continuity event, the regional office
activates the Public Service Continuity Plan (PSCP).
