Message of the Regional Director

“History and studies reveal that


Caraga Region is vulnerable to both
natural and human-induced hazards
causing tremendous impacts and
leaving trail of devastations to
population, social, economy,
environment, and other aspects.

The men and women of the Office of Civil Defense (OCD)


Caraga Region work around the clock to attain the agency’s overall
mission of administering comprehensive civil defense and Disaster Risk
Reduction and Management (DRRM) in the region. As such, the
regional office adheres to different national directives which mandate
all government offices, bureaus, services, units and instrumentalities to
develop their own Public Service Continuity Plan (PSCP).

Thus, I am truly honored that OCD Caraga has developed its own
PSCP which primarily ensures the resumption of government services
amidst any disasters, emergencies, and disruptions as well as the
performance of the agency’s Mission Essential Functions (MEFs). With
the completion of the new building of OCD Caraga cum Government
Command and Control Center (GCCC) located at Camp Romualdo
C. Ruby, Brgy. Bancasi, Butuan City, the development of this plan is
appropriate and timely in anticipation to and preparation for internal
and external risks.

It is also our fervent hope that OCD Caraga may inspire national
and regional line agencies and Local Government Units (LGUs) to
develop their respective PSCPs so we can collectively join our efforts in
ensuring continuity of government operations and provision of
government services to the public.

This PSCP of OCD Caraga, I must say, is one of our strong


mechanisms in the continued pursuit of safer, adaptive, and disaster
resilient Caraga Region.

Executive Summary

The Public Service Continuity Plan (PSCP) of OCD Caraga is an internal holistic
mechanism to maintain internal and external systems covering all aspects of
the organization from functions, operations, and processes. Hence, said plan
spells put the capability of OCD Caraga to continue the delivery of services at
acceptable predefined levels following a disruptive incident.

It was in 2019 when OCD Caraga commenced the development of the plan.
Its finalization was halted in 2020-2021 due to the occurrence of COVID-19
pandemic. The office through its Policy Development and Planning Section
(PDPS) made it sure that the plan will be finalized and approved through series
of workshops during the first semester of 2022.

The plan contains the following:

4) Alternate Transfer Site;
5) Succession Leadership;
6) Risk Assessment;

With these, OCD Caraga aspires continuity of performance of essential


functions, resumption of delivery of vital services to public, protection of
essential facilities and resources, guaranty of succession leadership, and
improvement of capabilities through test, training, and exercise program

Introduction

The recorded history of disaster in the Philippines confirms that the


country is vulnerable to both natural and human-induced hazards. When
emergencies or disasters occur, the Government has the prime duty of
ensuring the continued delivery of basic services to its citizenry. Hence, a DRRM
mechanism known as the Public Service Continuity Plan was developed.

The enactment of Republic Act No. 10121 otherwise known as the


“Philippine Disaster Risk Reduction and Management Act of 2010” provided for
the expanded functions of the Office of Civil Defense (OCD). The agency has
been given the mission of administering a comprehensive national civil
defense (CV) and Disaster Risk Reduction and Management (DRRM) program
that aims to reduce vulnerability and risks to hazards and manage
consequences of disasters. The OCD also serves as the implementing arm of
National Disaster Risk Reduction and Management Council (NDRRMC).

Under the OCD’s approved new Organizational Structure and Staffing


Pattern (OSSP), the functions of the OCD regional offices correspond to the
DRRM four (4) thematic areas: Disaster Prevention and Mitigation, Disaster
Preparedness, Disaster Response, and Disaster Rehabilitation and Recovery.

Furthermore, in reference to Section 9 of RA 10121, this regional officer


adheres to its powers and functions as follows:

• Advise the National Council on matters relating to disaster risk


reduction and management consistent with the policies and scope
as defined in this Act;

• Formulate and implement the NDRRMP and ensure that the physical
framework, social, economic and environmental plans of
communities, cities, municipalities and provinces are consistent with
such plan. The National Council shall approve the NDRRMP;

• Identify, assess and prioritize hazards and risks in consultation with key
stakeholders;

• Develop and ensure the implementation of national standards in


carrying out disaster risk reduction programs including preparedness,
mitigation, prevention, response and rehabilitation works, from data
collection and analysis, planning, implementation, monitoring and
evaluation;

• Review and evaluate the Local Disaster Risk Reduction and


Management Plans (LDRRMPs) to facilitate the integration of disaster

risk reduction measures into the local Comprehensive Development
Plan (CDP) and Comprehensive Land-Use Plan (CLUP);

• Ensure that the LGUs, through the Local Disaster Risk Reduction and
Management Offices (LDRRMOs) are properly informed and adhere
to the national standards and programs;

• Formulate standard operating procedures for the deployment of


rapid assessment teams, information sharing among different
government agencies, and coordination before and after disasters
at all levels;

• Establish standard operating procedures on the communication


system among provincial, city, municipal, and barangay disaster risk
reduction and management councils, for purposes of warning and
alerting them and for gathering information on disaster areas before,
during and after disasters;

• Establish Disaster Risk Reduction and Management Training Institutes


in such suitable location as may be deemed appropriate to train
public and private individuals, both local and national, in such
subject as disaster risk reduction and management among others.
The Institute shall consolidate and prepare training materials and
publications of disaster risk reduction and management books and
manuals to assist disaster risk reduction and management workers in
the planning and implementation of this program and projects. The
Institute shall conduct research programs to upgrade knowledge
and skills and document best practices on disaster risk reduction and
management. The Institute is also mandated to conduct periodic
awareness and education programs to accommodate new elective
officials and members of the LDRRMCs;

• Ensure that all disaster risk reduction programs, projects and activities
requiring regional and international support shall be in accordance
with duly established national policies and aligned with international
agreements;

• Ensure that government agencies and LGUs give top priority and take
adequate and appropriate measures in disaster risk reduction and
management;

• Create an enabling environment for substantial and sustainable


participation of CSOs, private groups, volunteers and communities,
and recognize their contributions in the government’s disaster risk
reduction efforts;

• Conduct early recovery and post-disaster needs assessment
institutionalizing gender analysis as part of it;

• Establish an operating facility to be known as the National Disaster


Risk Reduction and Management Operations Center (NDRRMOC)
that shall be operated and staffed on a twenty-four (24) hour basis;

• Prepare the criteria and procedure for the enlistment of accredited


community disaster volunteers (ACDVs). It shall include a manual of
operations for the volunteers which shall be developed by the OCD
in consultation with various stakeholders;

• Provide advice and technical assistance and assist in mobilizing


necessary resources to increase the overall capacity of LGUs,
specifically the low income and in high-risk areas;

• Provisions of responsible, efficient and effective services relating to


research, planning, programming, budgeting, project development,
and policy formulation of civil defense and disaster risk and
management/climate change adaptation;

• Formulation, coordination, implementation, monitoring and


evaluation of the National DRRM training and advocacy, plans and
programs;

• Formulation, implementation and monitoring of operational plans


and ensuring operational readiness in terms of information and
communication technology, logistics, interoperability and force
management, and functional management of NDRRMC Operation
Center;

• Provisions of responsible, efficient and effective services relating to


formulation of standards for rehabilitation and recovery programs,
projects and plans;

• Provisions of economical and efficient services relating to human


resource management and development, financial management
and general administration services to support OCD and DRR
operations and functions; and

• Administration of regional civil defense and DRRM program.

Again, this plan was developed to ensure the continuity of operations and
minimal disruption of essential functions during an emergency or disaster in line
with this regional office’s mission and functions. This plan also identifies internal
capacities, recovery requirements and continuity strategies.

succession leadership, and improvement of capabilities through test, training,
and exercise program

Policy Statements

OCD Caraga commits to uphold a culture of excellence,


professionalism, integrity, and commitment, comply with legal and applicable
requirements, and ensure continual improvement of its quality management
system to meet the highest level of stakeholder satisfaction in the
administration of the country's comprehensive civil defense and disaster risk
reduction and management program for a safer, adaptive, and resilient
Filipino community.

It is the primary policy of the OCD, as the implementing arm of the


NDRRMC pursuant to RA 10121, to maintain and ensure continuous, effective
and efficient delivery of essential services consistent with its mandate of
administering a comprehensive national civil defense DRRM programs for its
citizenry amidst any disaster or disruptive event that may affect its normal
operations.

It is thus the policy of this regional office ensure organizational resilience


by establishing, implementing, and maintaining appropriate procedures for
managing disruptive incidents with due regard to the welfare of employees
and clients, data confidentiality, prevention of further loss or unavailability of
prioritized activities, and recovery and resumption of mission essential
functions.

Scope

This PSCP shall apply to all OCD Caraga’s personnel holding permanent,
Contract of Service (CoS), and Job Order employment status as well as to all
clients and partner stakeholders in the region.

Definition of Terms

• Alternate Site – a location where the organization can relocate following a


disaster and/or disruptive event. A back-up or alternate site can be another
data center location operated by the organization or contracted via a
company that specializes in disaster recovery services. In the OCD’s PSCP,
the alternate site is considered as the Emergency Operation Center;

• Assembly Area – identified and known area where personnel should


immediately proceed to in case of a disruptive event or disaster for
purposes of accounting and safety;

• Call Tree – a structured cascade process that enables a list of persons, roles
and/or organization to be contacted as a part of information exchange or
plan invocation procedure;

• Continuity of Operations – the capability to continue essential program


functions and preserve essential facilities, equipment, and records across a
broad range of potential emergencies;

• Continuity of Government – the coordinated effort within each branch of


government to ensure that national essential functions continue to be
implemented;

• Core Working Hours – the period of time wherein personnel are required to
render services at the office;

• Critical Personnel – those who are performing the identified Mission Essential
Function (MEFs);

• Disaster – a serious disruption of the functioning of a community or a society


involving widespread human, material, economic or environmental losses
and impacts, which exceeds the ability of the affected community or
society to cope using its own resources. Disasters are often described as a
result of the combination of exposure to hazard; the conditions of
vulnerability that are present; and insufficient capacity or measures to
reduce or cope with potential negative consequences;

• Disaster Control Group (DCG) – an established organization that is in charge


of ensuring safety and security within its jurisdiction;

• Disruptive Event – also referred to as a disruption, an event that interrupts


normal business, functions, operations, or process, whether anticipated
(e.g., hurricane, political unrest) or unanticipated (e.g., a blackout, terrorist
attack, technology failure or earthquake);

• Emergency Alert and Warning Messages (EAWM) – message from the
Warning Agencies that is hazard specific, area focused and time bound,
intended to the subscribers of telecommunication companies;

• Evacuation Site – an identified site where OCD personnel proceed after


accounting / headcount from the assembly area, and which also provides
the basic sustainability need such as food, water and temporary shelter;

• Mission Essential Functions (MEFs) – the limited set or organization-level


government functions that must be continued throughout or resumed
rapidly after, a disruption of normal activities;

• Non-Essential Activities – activities of the office or agency which are


incidental to primary mandate under the law and these are also activities
under non-Mission Essential Functions;

• Primary Facility – the facility for the performance of the MEFs and in the
case of OCD Caraga, said facility is the new OCD Caraga building cum
Government Command and Control Center (GCCC);

• Recovery Time Objectives – the period of time following an incident within


which product or service and activities must be resumed and resources
must be recovered;

• Situational Report – a progressive report of a specific hazard, disaster or


incident consisting of current situation, effects of the disaster/incidents, and
the actions taken by national, regional, and local offices/agencies;

• Telecommunications Company (TELCO) – any person, firm, partnership or


corporation, whether government or private, granted with a legislative
franchise by Congress to provide cellular mobile telephone services to the
general public, and issued with a certificate of public convenience and
necessity (CPON) by the National Telecommunications Commission (RA
10639)

The OCD Disaster Control Group

The OCD Caraga has established a DCG composed of one (1) Service
Team and (1) Support Team in charge of ensuring the safety and security of
each personnel in times of disruptive event or a disaster.

Here, the DCG Chair supervises the emergency management


procedures and the operating teams. Heads and members of above cited
teams were assigned based on their skills/competencies.

The DCG organizational chart is shown as follows:

The DCG Chair shall be responsible in making recommendation to the


Head of Agency for the activation/deactivation of the PSCP and who shall
perform. overall supervision on the Service and Support Teams. Furthermore,
the DCG Chair shall consolidate recommendations of the various Service and
Support Teams and coordinates the activities of the DCG with the established
Continuity Core Team.

Meanwhile, the duties and responsibilities of the Service Team and
Support Teams of the DCG are as follows:

This regional office has a total of thirty-five (35) personnel consisting of


twenty-one (21) organic/regular employees, four (4) Contract of Service (CoS)
personnel, and ten (10) personnel under Job Order (JO) works status. As to
personnel readiness for the 1st quarter of 2022, OCD Caraga achieved a
79.31% fill-up rate based on the approved OSSP which excludes the non-
organic personnel.

On Critical Resources, Equipment, and Facilities

Back-up communication for the voice and data (VSAT, Broadband


Global Area Network (BGAN) Satellite Phone, and laptops) are available and
being maintained by the Operations Section. As such, in the event of power

outage, power and water sources are available and will be provided by the
AFMS. Potable drinking water and other supplies/materials are available.

On Response Equipment

This regional office has a ready fleet of three (3) vehicles for mobility /
transportation needs. Also, fire extinguishers-Dry Chemical Red (Mono
Ammonium Phosphate) are strategically located in identified locations in the
building.

The OCD Caraga PSCP is drawn up with under five (5) assumptions as

The alternate Emergency Operations Center of OCD Caraga personnel


is identified in two different sites, namely: Warm and Cold site which are the
Commercial Facility and the Open Space at the GCCC Grounds accordingly.

On Activation Criteria, Procedures, and Authority

The following are triggers in the activation of OCD Caraga Regional


Office PSCP:

• Damage or inaccessibility of the primary facility (RDRRMOC);


• Disruption of Mission Essential Functions (MEFs) relevant to
preparedness and response to disaster and other critical functions
based on identified recovery time objective;
• Absence of Head of Agency and/or critical function holder;
• Result of damage assessment of the regional office

On Timeline of Activation

The diagram shows the incident or disaster event timeline. The X-axis
shows the level of impact in terms of disruption to processes (i.e., from normal
level of operations to downtime) while the Y-axis reflects the time or period of
disruption.

The progression along the incident or disaster timeline illustrates how an


event requires specific incident management measures. The timeline also
shows how continuity activation differs from the immediate life-saving
measures required for emergency events. Upon the impact of any event (e.g.,
fire occurrence in the building, earthquake event affecting the facility),
assessment occurs to determine the gravity of the situation. As life safety is a
priority, emergency procedures or protocols are normally activated first as part
of the organization’s effort to respond to life-saving needs. Once emergency
response measures have been implemented and once the emergency
response team (ERT) or the Disaster Control Group (DCG) have accounted for
the safety status of employees and guests within the office or facility, incident
management starts where impact on facility and vital processes are assessed
through damage assessment.

Upon determination of the extent of impact and once the DCG has
determined that vital processes have been affected or when the facility has
been deemed inaccessible (therefore affecting the delivery of services), then
a declaration of a continuity event is done by the Head of Agency/Regional
Director. Upon declaration of the continuity event, the regional office
activates the Public Service Continuity Plan (PSCP).

If critical IT applications and systems have been affected, then the


regional office will need to activate its IT-disaster recovery (IT-DR) plan). The
start of the activation of the PSCP or IT-DR also reflects the period during which
mission essential functions (MEFs) are restored based on the agreed recovery
time objective (RTO). Further progression along the incident or disaster timeline
illustrates the regional office’s measures to move toward recovery of identified
mission essential functions according to the level of prioritization (e.g., Tier 1
MEF, Tier 2 MEF, Tier 3 MEF) until complete restoration of operations have been
achieved. Once operations have been stabilized, the Regional Director, upon
the recommendation of the DCG, can already declare the reconstitution of
operations or the deactivation of the PSCP and resumption of normal
operations. A post-incident evaluation is done to ensure that measures are
assessed for continual improvement.
