Thank you for taking part in the Migration Management Digital Maturity survey.

In order to answer the questionnaire please read through the description of the digital governance
maturity phases and the ten pillars of digital governance as described in the introduction. That general digital
governance knowledge will help you answering the questions. The questionnaire can be filled in 3 easy steps as
described in ‘How to fill in the questionnaire?’

Your answers will help to assess Fiji’s digital maturity in the field of migration management – whether it
is emerging, developing, established, or advanced – in 10 categories important to digital governance in general.
The emphasis of the survey is on migration management and the results will provide useful suggestions for
future improvements, offering input for the following steps and future activities by IOM or other stakeholders.

The results from this survey combined with desk research will be used to an overview of the current digital
governance situation in Fiji with a special emphasis on characteristics important for migration management.
Therefore, your answers and insights are vital for evaluating the digital maturity of your country.

Answering the questionnaire will take approximately up to 1,5 hours.


If you are not able to evaluate the maturity of a specific subtopic or in your opinion the situation is below the
described Emerging level, please tick the “No answer” box. Please take breaks, if needed.

I. Introduction - Digital Governance Maturity Model
The digital maturity model is divided into 10 pillars important for digital governance with a special emphasis on
migration management. The 10 crucial digital governance categories and their subtopics are described on a 4-
phase development ladder (emerging, developing, established or advanced).

● Emerging: Most of the digital governance activities are in the inception phase. Although some progress
can be noted, areas of significant importance are still under development.
● Developing: Organizations implement digital governance activities based on the level of their internal
capacities. There is no clear strategy or coordination in place.
The activities are mostly sporadic, and processes are reactive in
nature.
● Established: A strategic framework for digital
governance is in place and a division of roles exists. Conditions
are created to be able to benefit from standardization,
coordination and the shared use of digital components and
resources, but there are certain shortcomings when it comes to
implementation.
● Advanced: Digital governance is a natural part of the
operation of the public sector and the society. The public sector
and the private sector jointly use digital components to reach the
strategic objectives of the country. Processes are controlled and
measured, with effective stakeholder involvement and a good
balance between the top-down and bottom-up approaches.

II. Ten pillars of digital governance


The assessment covers 10 pillars of digital governance. Each pillar includes subtopics, which offer more detailed
explanations for the context of the maturity phase. For each digital governance pillar the field of migration
management is described in greater detail.

1. Strategic planning (digitalization strategy, strategic oversight, legal framework) – helps with
evidence-based policies and creates strong institutions to ensure safer orderly regular migration and
efficient migration management.
2. Management and Coordination (organization & coordination, structure of the e-government,
IT managers’ cooperation) – helps create effective and functional digital services including
international and cross-organisational services relevant to migration and identity management.
3. Financing model (governmental funding, external and donor funding) – guarantees sustainable
long-term financing models for the effective use of funds to ensure the continuing development of e-
governance.
4. Cybersecurity (policy & strategy, legal framework, operational management) – ensures the
protection of individuals, organisations and the state in cyberspace. Adequate cybersecurity is crucial for
the healthy functioning of the digital society.
5. Data management, secure data exchange (digital data management, legal framework,
access to data, secure data exchange) – ensures cross-border and cross-organisational cooperation
that is necessary for migration management related services. Relevant to immigration and border
management.
6. Digital identity management (identity management, digital identification, and signatures) –
provides better and safer services based on strong identification services and the use of digital signatures.
Relevant to migrant integration, protection, assistance and readmission.
7. Access to public services (information on relevant public services, availability, and maturity of digital
services) – ensures that the necessary services are used by their target groups. Relevant to labour mobility
and migration integration.
8. Digital skills (digital skills of public officials, awareness raising and inclusion) – helps to provide
the crucial digital skills to be able to use services and participate in the digital society. Relevant to migrant
protection and assistance, labour mobility, migration health and social services and social and cultural
integration.
9. Digital infrastructure framework (digital architecture, digital infrastructure) – helps to provide
the necessary access to ICT. Without the digital tools the country will not achieve their digital governance
goals. Relevant to immigration and border management and services relevant to migrants.
10. International cooperation (international and regional cooperation) – helps to share knowledge
and best practices and lays the foundation for international cooperation. Relevant for policymaking and
organisational best practices.

III. How to fill in the questionnaire?


Step 1 Please read the description of the digital governance pillar.

Step 2 Please read the description of each maturity phase (emerging, developing, established, advanced) and
tick the maturity phase that best describes the country. If you are not able to evaluate the maturity of a specific
subtopic or in your opinion the situation is below the described Emerging level, please tick the “No answer” box.

Step 3 Please provide additional information to relevant projects and/or documents that help to confirm the
maturity level and name relevant stakeholders. For some subtopics there are some additional questions as well
to get a deeper understanding on the topic. After that assess the digital maturity of each subtopic on a scale of
1 (very low) to 10 (very high).

Please repeat the process for each of the 10 digital governance pillars.

At the end of the questionnaire, you find a few questions about you that will help further research and an annex
for questions about migration specific services that relates to the “Access to public services” pillar.
1. Strategic planning
Strategic planning (digitalization strategy, strategic oversight, legal framework) – helps with evidence-based policies and creates strong
institutions to ensure safer orderly regular migration and efficient migration management.

For migration management this means for example having specific digital transformation goals and strategic oversight for the digitalization of
migration management. The legal framework should also support the digitalization of migration management.

High-level political leadership paves the way to the adoption and implementation of relevant policies and agendas. The introduction of digital concepts and tools
should be a political priority and agreed between all political forces. Political will must be declared at the highest possible level, for example, by the head of the
state or the legislative body of the government. For this to have proper effect on digital transformation, it is important to identify roles and determine responsibilities
for coordination and implementation, also encouraging public-private partnership in the field and cooperation with academic institutions. Political will should be
affirmed in a political document, such as a digital agenda or a digital transformation strategy, which would be a guarantee of such will.

The government and its leaders must understand that the digital agenda is not a free-standing topic but part of every policy, service, and industry in the country.
They should also be able to influence the mindset of officials at all levels through strategic communication, by setting up an appropriate legal framework,
reengineering existing public services and related operations, and guaranteeing the enforcement of the strategies and legislation by setting up relevant authorities
and review mechanisms. Political leaders need to stay engaged and commit time, budget, and even political capital to the cause of digital transformation.

2. Management & Coordination

For migration management this would show as clear oversight of digitalization of migration management, the digital government architecture

The coordination component of digital transformation includes designating an institution that will have the mandate to take decisions on digital governance for the
entire administration. It is also possible to have regional solutions, but in any event, coordination will be needed. This does not necessarily mean centralizing the
management for digital transformation but ensuring that relevant decisions are properly coordinated.

The coordinating institution is responsible for the strategic planning that is necessary for building digital governance in the country and, more generally, establishing
an information society. The higher in the public sector hierarchy the appointed unit is, the better the chances of directing other involved ministries and agencies
are. The power and competences of the coordinating institution should be determined by legislation.

In addition to the authority responsible for the general coordination of digital government principles, architecture, and interoperability framework, a separate
authority responsible for the implementation of the central technology components and digital infrastructure should be established.

Within ministries and larger authorities, responsible persons digital transformation should be put in place to strategically develop and implement digital
transformation within their organization. The cooperation of these persons should be facilitated, to have maximum effect horizontally across the government as
well as vertically inside their organizations.

3. Financing model
Financing model (governmental funding, external and donor funding) – guarantees sustainable long-term financing models for the effective use
of funds to ensure the continuing development of e-governance. This applies also to digital services aimed at migrants.

For migration management that means that ICT and digital developments are sustainably financed with a coordinating body in place.

The financing model contributes to the sustainability of digital governance in general. For example, when developing digital services. For every digital governance
solution, the total cost of ownership of the solution must be planned. The introduction of digital governance will have a cost, even if it will soon lead to savings in
other respects. Therefore, it is essential that there is adequate provision for the necessary funds in a sustainable manner. The provision can be made centrally at
the government level but also at the level of specific institutions. In any case, sufficient financing should be provided on a medium- to long-term basis, preferably
through multi-annual budgeting. The authorities must be able to manage the risks arising from cyclical planning of the state budget. For example, in the state
financial forecast a separate budget line is allocated for the development of digital governance. To support that allocation, clear procedures for planning the digital
governance budget and managing the use of budgetary resources must be established. The transparency and accountability of the financial model also need to be
ensured.

4. Cybersecurity
Cybersecurity (policy & strategy, legal framework, operational management) – ensures the protection of individuals (such as migrants),
organisations and the state in cyberspace. Adequate cybersecurity is crucial for the healthy functioning of the digital society and that the migrant
population is not excluded from it.

For migration management this means that the institutions are capable of handling cyber risks, they follow cybersecurity standards and issues
are resolved proactively.

The growing cyber threats in the world require public administrations to focus on the security measures in digital governance. It is important to be aware of the
threats posed to digital governance. A coordinating institution is required to organise the development, monitoring and supervision of relevant information security
rules and measures. A designated organisation in the form of a CERT/CIRT (computer emergency response team / computer incident response team) should be
established. Also, proper audit processes should be established, and all ministries and authorities should be aware of and use adequate ICT security measures. The
cybersecurity framework and the system of ICT security measures should be established by legislation.

5. Data management, secure data exchange

For migration management this means having an overview of information assets and that data management is part of the normal processes for
institutions dealing with migration management. Migration management data should be digitalized and shared between relevant stakeholders
according to data and privacy rules.

A data management strategy (mapping the information assets and the level of digitalization of data) is one of the enablers for digital governance. Data management
is supported by the legal framework so that digital data can be exchanged, and electronic records kept. The digitalization of public services means that ministries
and government agencies capture and process data in a machine-readable form.

It is important for a citizen-centred and service-oriented state to make sure that different organizations and information systems can work together and exchange
information following principles like digital first1 and once only2. Authorities need to take advantage of the data that the state has already collected from the citizens
and businesses and not burden them with asking for the same information several times or have citizens request information from one public authority simply to
hand it over to another public authority. Hence, digital databases and secure data exchange between those are needed. The modern digital governance model is
a component-based service model, allowing the setting up of public services by reusing, as much as possible, existing service components. Public administrations
should agree on a common scheme to interconnect loosely coupled components and put in place the necessary infrastructure.

Digital identity management (identity management, digital identification, and signatures) – provides better and safer services based on strong
identification services and the use of digital signatures. This is relevant to migrant integration, protection, assistance and readmission.

For migration management this means that migrants have a safe digital option accessing services that are meant for them and regulations,

7. Access to public services
Access to public services (information on relevant public services, availability, and maturity of digital services) – ensures that the necessary
services are used by their target groups such as the migrants. This is relevant to the labour mobility of migrants and migration integration in
general.

For migration management this means that migrants have easy access to services and information that is meant for them. Migration related
digital services should personalized and widely used and accessible on different devices (laptops, tablets, mobile etc).

To be able to benefit from the advantages that a digital society brings, residents and businesses should be able to access public services online. These should not
simply be available, but also easily accessed on different devices and platforms, inclusive and user-friendly.

To communicate with the public, the administration should establish a device and technology neutral digital information channel, such as a government portal,
operating on different devices and providing online payment options. This information channel should provide both information services and procedural services. A
well-functioning and managed digital information channel will transform government services into a single entity and improve the availability of public services.

The rapid development of digital technologies requires both public officials and citizens to acquire the skills needed to use the new tools and enjoy the possibilities
of a digital society. In addition to equipping all citizens and public officials with the basic digital skills, authorities need ICT specialists with advanced IT and project
management skills to implement business process reengineering, design citizen-centric services, ensure data quality, maintain ICT architecture and user support,
