AS ED Region 13 (Caraga) MEMORANDUM CIRCULAR No. 2021- O01 TO : ALL DILG PROVINCIAL/CITY DIRECTORS, CITY/MUNICIPAL LOCAL GOVERNMENT OPERATIONS OFFICERS AND OTHER CONCENCERNED SUBJECT : SUBMISSION OF CY 2022 GAD PLAN AND BUDGET (GPB) AND CY 2020 GAD ACCOMPLISHMENT REPORT (AR) VIA ONLINE GAD PLAN AND BUDGET MONITORING SYSTEM (GPBMS) DATE February 16, 2021 This has reference to the PCW-DBM-NEDA-DILG Joint Memorandum Circular (IMC) No. 2016-01 entitled: "Guidelines on the Localization of the Magna Carta of Women’ and its amendments in JMC No. 2016-01, Memorandum dated June 2, 2014 from Undersecretary for Local Government Austere A. Panadero and Regional Memorandum Circular No. 2014-14 date July 2, 2014. In view of the foregoing, the DILG as one of the oversight agencies shall consolidate, review and endorse the LGU GAD Plan and Budget as well as prepare consolidated reports on LGU’s compliance in the implementation of JMC 2013-01 and its amendments in JMC 2016-01. With this, please be reminded of the following timelines: Month GAD Planning and Budgeting Activities JANUARY The Local Chief Executive (LCE) shall issue directive (ie. | | memo or executive order) to all LGU departments/offices (@ year before budget | for the preparation of their annual GDP and annual GAD AR year) (eg. LGU FY 2022 GPB and FY 2020 GAD AR) [All LGU departments/offices including barangays shall formulate their GAD AR of the preceding year. Within 90 days from the receipt of the submitted Annual or Supplemental Budgets, the DBM Regional Office shall review OCTOBER the annual or supplemental budgets of the HUCs, ICCs and provinces, The Sangguniang Panlalawigan shall review the Municipal Annual/Supplemental Budgets. The Sangguniang Bayan/Panglungsod shall review the — Barangay Annual/Supplemental Budgets. The DBM Regional Offices /Provincial/City/Municipal Sanggunian shall ensure that GAD PPAs have the required resource allocation in the Annual Budget Please note that the review of GAD Plan and Budget shall be based on the gender- responsiveness of their content eg. relevance of the GAD PPAs to the identified gender issues and their cause as well as correctness and alignment of the entries in the GPB form.
