Topic Review Observation Memorandum

Condition: There is a SpEd Center in the District of Cabucgayan, Biliran Division where
there is only one SpEd teacher handling 41 students with different disabilities particularly
hearing impairment, intellectual disability, learning disability and ADHD. These students
are not all in central school so, she has to travel in the afternoon to attend the other
students in other barangay which is about 10 kilometers away from the central school.
She travels every day and spent from her own source. She even spends for the
instructional materials needed for her students since there is no SpEd Fund allocated for
them.

Criteria: DO 53, s. 2010 - Guidelines on the Strengthening of the Special Education


Program at the Elementary Level, Policies and Guidelines for Special Education

Cause: There are many special education graduate in Cabucgayan, however they are
not given an item because of many reasons some of which is political issues. An aspiring
teacher will not be given an item if your family are known supporter of the opposite
political party. The school supervisor and school principal are not well-oriented about the
Sped program.

Effect: The teacher is a SpEd graduate at Leyte Normal University as a Cum Laude and
a M.A SpEd completer she admits that though she is equipped with the methods and
strategies to handle children with special needs, she is not confident enough if her
students really learns from her. She is overwhelmed of the number of students she has
and most of the times, she is failure of the objectives and goal targeted on the curriculum.
Also, she added that she can’t even make special instructional material suited to unique
of the child because of many reports she needs to attend to as a EMIS coordinator the
school. She said that,” Instructional materials are very much needed to students with
special needs because of their unique needs however, the unavailability of these materials
in the classrooms hinder the success of teaching-learning process.”

Recommendations:

Department of Education must equally provide and subsidize fund and materials
to every school in need. Hiring of public teacher must be excluded in political decisions.
An intensive orientation and monitoring must be done to all administrators of the school
with SpEd program so that they can plan and solve certain problems parallel to Special
Education.

Dear Madam,

A great honor for me to write a letter proposal to a benevolent and brilliant secretary of
Department of Education where I am affiliated to. I am a special education implementer
and I understand and will uphold the ideals of education for all.

Parents do everything in their power to make sure their child receives all the benefits
they can in order to have an education and succeed in life. A child with special needs
should not be excluded from an excellent education or shut out from their peers. The
issue this proposal seeks to address is how to incorporate not only the recognized Special
Education Centers but also the school offering special education in Sped funding.
Throughout the years, the need for special education programs has increased while the
budget for them continues to be vague. The purpose of this proposal is to include the
school offering special education in SpEd Fund especially to school which is not financially
secured. Special education programs in our district are failing because of financial
concerns that we cannot afford. One major financial shortcoming is some of the students
were not diagnosed and evaluated by professionals since it is costly. Teachers are
accepting children with special as what a special-needs are for them. There are financial
support from school fund but not solely for special education. Still, parents and advocates
believe that they are not being afforded the extra help.

Special education students can only achieve success in a classroom setting if specialized
instructional materials are available that support to the goals and objectives. Benefits of
the special education funding will significantly compensate the developmental progress
and academic performance of the children with special needs. This financial problem
should be addressed and continually relooked upon so that every child with special needs
can live independently in the future through our positive support and intervention.

Effectiveness of Special Education teacher has been measured on their degree received,
it has been the issue even before the special education has its full blown here in the
Philippines. The issue is between a generalist special education teacher and a special
education teacher with specialization. Give your stand on which among the special
education teacher can perform well.

Answer:

As a special educator you will come in contact with and be responsible for the educational
needs of children with a wide range of disabilities. These children will also require a variety of
different services, modifications and accommodations in their educational experiences.
Knowledge of each type of disability and the specific needs of the children with that disability
are crucial if you plan to be or are already involved in the field of special education. The special
education teacher in today’s schools plays a very critical role in the proper education of
exceptional students. The teacher is unique in that he/she can fit many different roles in the
educational environment. However, each of these distinct roles involves a variety of
responsibilities and functions. Understanding these responsibilities can only help the special
educator become more familiar with the role and increase the chances for success. There is a
generalist special education teacher that accommodate all the categories of children with
disability and a special education teacher with specialization. These two type of special
educator are both enthusiast handling children with special needs. However, for me a special
education teacher with specialization performs better than a generalist special educator
because a special educator with specialization has specific disability that he/she studied that
whatever circumstances he/she encounters in a variety of situations there is always a positive
and comprehensive resolutions. A special education with specialization has a clear
understanding of symptoms, causality, evaluation, diagnosis, prescription and remediation as
well as communicating vital information to professionals, parents and students. Unlike a
generalist special educator who has no specific and focused disability which merely viewed
children with special needs as similar from each other.
