A RESOLUTION URGING THE/(ALL) LOCAL CHIEF EXECUTIVE FOR THE


APPOINTMENT OF A MUNICIPAL VETERINARIAN OFFICER TO
ADDRESS THE PROLIFERATION OF CONTAGIOUS AND HARMFUL
ANIMAL DISEASES IN THE PROVINCE OF BUKIDNON —

WHEREAS, Section 444 of Republic Act (RA) No. 7160 provides the
powers and functions of the Municipal Mayor, as the Chief Executive of the
municipal government, to ensure the delivery of basic services and provision
of adequate facilities for efficient and economical governance the purpose of
which is the general welfare of the municipality and its inhabitants;

WHEREAS, Republic Act (RA) No. 9296 or the “Meat Inspection


Code of the Philippines”, declares that it is a policy of the State to prevent
the entry of disease-carrying animals into meat establishments and ensure
the safety and quality of meat and meat products and mandates the Local
Government Units, through the Local Chief Executives, to regulate the meat
Inspection, meat transportation, and post-abattoir control, following the national
policies, procedures, guidelines, rules and regulations, and quality and safety
standards as promulgated by the DA Secretary;

WHEREAS, House Bill No. 5297 entitled “An Act Providing for the
Mandatory Appointment of a Municipal Veterinarian Officer”, was
passed. The proposed Act is vital to the prevention, mitigation, and eradication
of the proliferation of contagious and harmful animal diseases in this Province
and the immediate delivery of public veterinary services to far-flung villages
where the raising and production of farm animals is concentrated;

WHEREAS, though the Province of Bukidnon is an Agricultural site in its


entirety, nevertheless, farmers in the Municipalities of Kitaotao, Kadingilan,
Dangcagan, Don Carlos, Kalilangan, Pangantucan, Sumilao, Malitbog, Baungon,
Lantapan, San Fernando, Maramag and Talakag have no public veterinarian
officers to handle and assist to their livestock programs and activities,
while the Municipalities of Damulog, Kibawe, Quezon, Impasug-ong, and Libona
only hired a technician for veterinary services. Accordingly, Public Veterinarian

Officers are present only in the City of Malaybalay and Valencia, likewise with the
Municipality of Manolo Fortich and Cabanglasan, respectively;

WHEREAS, House Bill No. 5297 proposes to amend Section 443 of


the Local Government Code of 1991 by including a municipal
veterinarian on the list of officials in the municipal government. The bill
also wants to expand the duties and functions of public veterinarians by tasking
them to render services to every barangay of the city or municipality where they
are designated;

WHEREAS, Section 489 of Republic Act (RA) No. 7160 defines the
power and duties of a Veterinarian, among others; (1) to be in the frontline of
veterinary-related activities, such as in the outbreak of highly-
contagious and deadly diseases; (2) to formulate measures for the
consideration of the Sanggunian and provide technical assistance and
support to the mayor, in carrying out measures to ensure the delivery of basic
service and provision of adequate facilities pursuant to Section 17 of the
abovementioned Code; and (3) recommend to the Sanggunian and advise
the mayor, on all other matters relative to veterinary services which
will increase the number and improve the quality of livestock, poultry
and other domestic animals used for work or human consumption;

NOW THEREFORE, on motion of Board Member Benito U. Baguio, and


with the unanimous accord of the Members present, assembled in session, be it:
