MR. CHAIRMAN:

The Committees on Agriculture and Cooperatives; and on Rules and Privileges to which
was referred Ordinance No. 04-2023, Series of 2023, enacted on January 24, 2023,
of the Sangguniang Bayan of Cabanglasan, Bukidnon, entitled:

“AN ORDINANCE AMENDING SECTION 2 OF ORDINANCE NO.

2015-09, AN ORDINANCE ESTABLISHING THE BIO INTENSIVE
VEGETABLE GARDEN AND SEED BANK THROUGH THE JOINT
COORDINATION OF THE MUNICIPAL AGRICULTURE OFFICE AND
THE BARANGAY AGRICULTURE COMMITTEE CHAIRMAN AND
FARMERS FEDERATION OF CABANGLASAN (BACCFFCC) -”

have considered the same and hereby submit their findings, comments, and
recommendations.

COMMENTS / FINDINGS:

The passage of Ordinance No. 04-2023 seeks to promote, propagate,

and implement the practice of organic agriculture that will cumulatively
condition and enrich the fertility of the soil, increase farm productivity and
farmers income, reduce pollution and destruction of the environment, and
protect the health of farmers, consumers, and the general public. Bio intensive
agriculture is a sustainable organic farming system based on working with the

 basic elements needed for life - soil, water, air and sun – to achieve maximum
yields, while increasing biodiversity and soil fertility.
In Addition, Section 447 of R.A No. 7160 or the Local Government
Code of 1991 provides that the Sangguniang Bayan, as the legislative body of
the Municipality, shall enact an ordinance, and adopt measures to protect life
and advance the rights of all citizens to food sufficiency, sovereignty and safety,
sustainable livelihood, and in the harmony of nature.
Therefore, the need to provide a new site for the purpose of establishing
a garden and seed bank in support of the nutrition program of Cabanglasan,
Bukidnon, is in accord with Republic Act No. 11511 which reaffirms the policy
of the State to promote, propagate, develop further and implement the practice
of organic agriculture in the Philippines.

RECOMMENDATIONS:

Considering the foregoing, the Committees, after careful review, hereby

recommends for the approval of Ordinance No. 04-2023, Series of 2023, enacted
on January 24, 2023, of the Sangguniang Bayan of Cabanglasan, Bukidnon, for being
proper, in order, and within the competence of the Sangguniang Bayan concerned to
pass.
