“A RESOLUTION APPROPRIATING THE AMOUNT OF SEVENTY THOUSAND PESOS ONLY (₱

70,000.00) FOR THE EXPENDITURES IN THE SCHEDULED LAKBAY-ARAL / TEAM BUILDING (PHASE
2) CONDUCTED BY SANGGUNIANG BARANGAY OF MABAYUAN WITH THE PARTICIPATION OF BPAT
MEMBERS AS THE BENEFICIARY, IN RELATION TO THE DILG / DBM JOINT MEMORANDUM
CIRCULAR NO. 02 DATED SEPTEMBER 23, 2016, FUNDS FOR WHICH SHALL BE TAKEN FROM THE
2023 GENERAL FUND, SUBJECT TO APPLICABLE LAWS AND AUDITING RULES & PROCEDURES”.

WHEREAS, “Study Tour” or “Lakbay-Aral” refers to a learning journey, exposure visit, or experiential
training for enhancing local government capability.

WHEREAS, the Mabayuan Sangguniang Barangay and BPAT members contemplate to having a
Lakbay-Aral journey/Team Building with the mission of primarily encouraging unity, teamwork, camaraderie,
brotherhood and sense of solidarity by observing best practices, alternative solutions and trends in a particular
subject matter;

WHEREAS, the Barangay Tanod Brigade plays an important role in the development and progress of
the Barangay and it is one of the implementing mechanisms of the Barangay Peace and Order Committee
(BPOC) which has the primary task of ensuring that peace and order prevail in the Barangay.

WHEREAS, peace and order in local communities translates to a sense of shared feeling of security
among the citizen. People who have this sense of security are more likely to participate in community activities
that aim to improve the livelihood and well-being of all that in this sense, the maintenance of peace and order
is part of the foundation for genuine, community-based development.

On motion of Kagawad Earl L. Escusa duly seconded by Kagawad Mike R. Sagun and with the
unanimous accord of the Sangguniang Barangay members, be it:

RESOLVED, AS IT IS HEREBY RESOLVED BY THE SANGGUNIANG BARANGAY OF

MABAYUAN, OLONGAPO CITY, BY VIRTUE OF THE POWERS VESTED IN IT BY LAW, IN SESSION
ASSEMBLED, to appropriate the amount of seventy thousand pesos only (₱ 70,000.00) for the expenditures in
the scheduled Lakbay-Aral / Team Building (Phase 2) conducted by Sangguniang Barangay of Mabayuan with
the participation of BPAT members as the beneficiary, in relation to the DILG / DBM joint Memorandum
Circular No. 02 dated September 23, 2016, funds for which shall be taken from the 2023 general fund, subject
to applicable laws and auditing rules & procedures.

RESOLVED FINALLY, that a copy of this resolution is forwarded to the Office of the DILG and COA for
their information and guidance.
