CHAPTER 3

PRESENTATION, ANALYSIS, AND INTERPRETATION OF DATA

This chapter presents the findings, analysis, and

interpretation of the data in evaluation of the awareness

and function of the Company Advisory Council and its

benefits as perceived by the Provincial Mobile Force

Company.

LEVEL OF AWARENESS ON THE FUNCTIONS OF THE COMPANY

ADVISORY COUNCIL AS PERCEIVED BY THE BENGUET MOBILE

FORCE COMPANY (BPMFC)PERSONNEL

Company Advisory Council functions has an effect as

perceived by the Provincial Mobile Force Company. The level

of awareness of the Provincial Mobile Force Company on the

functions gathered, interpreted are presented below.

As shown in table 1, the Existence of the Company

Advisory Group for the Police Transformation and development

is ranked number 1 with a weighted mean of 3.71 interpreted

as very much aware. This implies that the respondents are

very much aware of the Company Advisory Council's existence.

The Provincial Mobile Force Company works with the Company

Advisory Council for their highly capability, effectivity

and credibility police service working in partnership with a

responsive community towards the attainment of a safer to

live, work and do business.

To further support, the existence of National Advisory

Council in India was founded by the congress party on June

4, 2004, which works as a bridge between the Indian civil

society and the government and has worked on legislation

that ranges from securing minorities from communal attacks

to empowerment of lower castes (Wallechinsky, 2016).

Second is a tie between Advice and assist the PNP in

identifying key priorities and strategic issues in

accordance with the PNP (PATROL PLAN, 2030) and Advice on

the necessary amendment to the current and development of

the future programs, projects, and activities are ranked 2.5

company advisory council is ready to assist, support, and

Aklan First Provincial Mobile Force Company also assist and

advise the mobile force company in identifying key

priorities and strategic issues to generate resources for

the present and future plans, projects and activities

(Zabal, 2018).

Third and lastly is rank 4, Evaluate and revise the

strategies for the implementation of the PGS (Performance

Governance System) in accordance with the PNP thrusts,

programs, projects and activities, and advise on the

necessary amendment to the current and development of future

programs, projects and activities, with a weighted mean of

3.57. this implies that the respondents are very aware that

the PMFC is evaluated by the Company Advisory Council and

adjust the methods for implementing the PGS in line with the

PNP thrust, programs, projects, and activities, and provide

recommendations for changes to the organization's present

progress.

To elaborate further, unlike in the Pakistan-Britain

Advisory Group in Europe they do not evaluate and revise the

strategies but they act as an advocate for the British

Council’s work and advice on the development of the British

Council’s strategy ensure that the leadership teams of their

business areas are kept informed of major developments in

their respective sectors (Wikimedia Foundation, 2010).

Moreover, there are three last ranks within the

questionnaire’s checklist, the most least is the ranked 14,

to assist and advise the Force Commander on possible ways to

generate additional enabling resources in order to support

and sustain the PNP’s present and future plans and programs,

with a weighted mean of 3.29. This indicates that the CAC

advises the Force Commander on how to allocate the required

resources in order support and meet the objectives and to

fulfill the future plans and programs of the organization.

It is recommended that the CAC should ask the Force

Commander to provide more allocation and resources, such as

fundraising, to assist and accomplish the organization's

future plan objectives.

To strengthen, In contrast, to Police Advisory Council

(PAC) in Birmingham United Kingdom, they do not assist and

advise the Force Commander on possible ways to generate

resources in order to support and sustain the organizations

present and future plans and programs but they give more

attention on the volunteer representative members of the

University of Alabama (UAB) community which have been

invited to attend periodic, one-hour meetings for community

input to give their concerns, recommendations and

information provided by the members. The PAC will work from

a specific agenda and information given by members of the

department concerning issues relating to crime, safety, and

police operations on campus. PAC members can become involved

by understanding the issues surrounding campus law

enforcement, suggest improvements, or returning to their

respective areas well informed of the nature of our

business, current issues, our understanding and efforts to

meet the needs and also to support and sustain the present

and future plans and programs of the PAC for the University

of Alabama community (Holladay, 2020).

Next is ranked 13, Assess and evaluate the PNP’s

resources and align them with financial strategies and

taking into consideration the list of priorities, with a

weighted mean of 3.3. This implies that the CAC assess and

analyze the PNP's resources, ensuring that they are aligned

with budgetary goals and the priority list. This recommends

that the CAC assessing and evaluating the PMFC in order to

align with its financial objectives, however the assigned

money is insufficient to meet the CAC's budgetary goals and

priority list.

To support, the coordination theory that the company

advisory council in which has a big impact in one activity

that produces same resources used by another activity, also

Company Advisory Council coordinates their activities by

choosing the highest priority for their resources and

distribute their activities basing on the resources they

gather and used.

Lastly is the ranked 12, Advise the Force Commander

through submission of formal reports on all matters

connected with the continuous updating, upgrading and

execution of the PNP ITP-PGS (PNP PATROL Plan 2030), with an

average weighted mean of 3.36. It indicates that all matters

such as reports and records relates to the updates, upgrades

and execute of the PNP-PGS must be submitted and

disseminated to the PMFC personnel in order that they are

being updated and aware. This means that the CAC have direct

communication with the Force Commander at each quarterly

meeting regarding all matters relating to the updating,

upgrading, and execution of the PNP-PGS.

In North Central Florida, the Police Advisory Council

Objectives is tasked to foster understanding and

communication between the citizens of Gainesville and the

Gainesville Police Department and to review and advise the

chief community relations between Gainesville Police and all

segments, to increase involvement by the citizens and police

in community programs, work to strengthen and ensure,

throughout the community, to assist in crime prevention

through the distribution of material on crime deterrence, to

generate community interest and involvement in crime

prevention, to include community-oriented policing and other

areas of community relations; and, its review and make

recommendations concerning such other and further matters

may be referred to the PAC from time to time by the City

Manager or Chief of Police (Police Advisory Council for the

Gainesville Department By-Laws, 2010)

Table 2 First, is the rank 1, the Enhance

organization's credibility was evaluated as very satisfied,

with a weighted mean of 3.62. This indicates that the

respondents are very satisfied with the level of value

supplied by the company advisory council, which helps to

improve the organization's reputation.

To further elaborate, in Australia the Multicultural

Advisory Council (MAC) meets monthly with police staff to

discuss topics important to their communities. The meetings

are an opportunity for two-way communication and a way to

enhance mutual understanding between police and the

community. The MAC works with the Joint Community Police

Partnership (JCPP), whose mission is to enhance

communication and understanding between law enforcement and

multicultural residents of their cities (Mutasa, 2021).

Second is the rank 2, improvement/renovation of

existing infrastructures has a weighted mean of 3.56,

indicating that the CAC is willing to assist the First PMFC

in the refurbishing of the company's current

infrastructures.

To support the study, in Leyte one of their Advisory

Council’s accomplishments is the facilitation for the

construction of police stations in several towns in Palo,

Leyte (Abella, 2018).

Third is ranked 4 is tied between the three, donations

of supplies/ equipment, and additional transportation unit,

active participation in other activities of the PNP relevant

to the implementation of the organizational strategy and

of the PNP in achieving its vision of becoming highly

capable, effective and credible policemen (Abella, 2018).

perceived for it to become successful. This implies that the

Company Advisory Council advises or guides the Provincial

Mobile Force Company on the policies, strategies, and

programs that has in place to address the organization's

requirements. The CAC's mission is to assist the

organization develop its requirements.

To corroborate more, in South Jordan, the

implementation of a Community Advisory Board/council

provides opportunities for community input on services,

programs, policies and issues important to the community.

The purpose of this policy is to provide guidelines for

creating a CAC, describe its functions, responsibilities and

limitations within the South Jordan Police Department (South

Jordan Police Department, 2021).

Furthermore, in Leyte, PNP received donations in the

form of equipment, training, and other capacity actions from

the council members around the country. The council members

are noted for their honesty, great leadership, openness and

good governance model, human rights and transformation

champion, and source of synergy (Abella, 2018).

Next is the ranked 10, Construction of new

building/facilities with an average weighted mean of 3.48

and is interpreted as very satisfied. It implies that the

PMFC personnel appreciate with the CAC's privileges for a

new building and amenities. This means that the CAC should

identify additional resources, such as soliciting, obtaining

other volunteers to provide or fundraising, to offer

equipment and financial assistance for the construction of

new facilities. As stated in Legislative-Executive

Development Advisory Council (LEDAC), under Section 3.

Functions of the Council, letter a) determine and recommend

socioeconomic development goals in pursuance of established

policies which shall guide the formulation and

implementation of the national development plan.

The summary of the study reveals that, the Provincial

Mobile Force Company is very much aware on the functions of

the Company Advisory Council. The following are the top 3

functions that are mostly perceived by the Provincial Mobile

Force Company: Ranked 1, the Existence of the Company

Advisory Group for the Police Transformation. Ranked 2,

Advice and assist the PNP in identifying key priorities and

The Benguet Provincial Mobile Force Company is very

satisfied from the benefits that the Company Advisory

Council extended the following are the provided benefits:

First, the Enhance organization's credibility was evaluated

as very satisfied. Second, improvement/renovation of

existing infrastructures. Third, donations of supplies/

equipment, and additional transportation unit, active

participation in other activities of the PNP relevant to the

implementation of the organizational strategy and
