Overview
Workshop Description
Requirements in crafting a reorganization plan:

In the course of crafting your respective units and offices


Reorganization Plan, an organizational assessment should be
conducted using the SWOT/TOWS analysis in order to
identify major trends and issues affecting the ability of the PNP
units and offices in carrying out its mission and address its
current challenges. Likewise, in order to facilitate organizational
change management, a Force Field analysis should be used
to visually map and analyze the driving and resisting forces
behind your respective Reorganization Plan. These strategic
planning frameworks and assessment models should used to aid
in decision making of what courses of action should be
undertaken to ensure the successful attainment of your
respective organizational goals and objectives embodied in the
your Reorganization Plan.

Objectives
General Objective:

The PNP Reorganization Plan aims to effect


necessary and appropriate organizational
changes, starting from calendar year 2022.
These changes shall be responsive to the
challenges of the “New Normal”
environment and aligned to the different PNP
development programs such as the S.M.A.R.T.
Policing to further sustain the enhanced
efficiency and effectiveness in the delivery of
frontline policing services.
Objectives
Specific Objectives:

To develop and implement organizational


structures and staffing patterns (OSSPs) of all PNP
Offices and Units which shall be responsive to the
challenges of the “New Normal” environment and it
should be implementable starting CY 2023;

To maximize the utilization of core


competencies of the PNP personnel and rationalize
the distribution and utilization of inadequate
resources of the PNP (such as personnel, logistics,
and financial) through the adoption of updated SPs
by the PNP Offices and Units starting CY 2023; and

To ascertain the adaptability and alignment of


the OSSPs of the PNP Offices/Units to the “New
Normal” workplace and processes, operational
goals or environment, innovative systems and
strategies such as the PNP Digital Transformation
Plan (or S.M.A.R.T. Policing) and Capability
Enhancement Program.
Statutory Requirement
Section 13 of Republic Act No. 8551, to wit:

“SEC. 13. Authority of the Commission to Reorganize the


PNP. Notwithstanding the provisions of Republic Act No. 6975 on the
organizational structure and rank classification of the PNP, the
Commission shall conduct a management audit, and prepare and
submit to Congress a proposed reorganization plan of the PNP not
later than December 31, 1998, subject to the limitations provided
under this Act and based on the following criteria: a) increased
police visibility through dispersal of personnel from the
headquarters to the field offices and by the appointment and
assignment of non-uniformed personnel to positions which are
purely administrative, technical, clerical or menial in nature
and other positions which are not actually and directly related
to police operations; and b) efficient and optimized delivery of
police services to the communities.
