AN ORDINANCE INSTITUTIONALIZING THE BARANGAY ID SYSTEM OF BARANGAY


SAN CARLOS, VALENCIA CITY, BUKIDNON.

EXPLANATORY NOTE

WHEREAS, the 1991 Local Government Code mandates that the Barangay should create a
task force to monitor the compliance of component barangays in updating the
Registry of the Barangay Inhabitants (RBI) as per DILG MC no. 2005-69. With
this, the Barangay Government adhered to the advocacy in enforcing and
sustaining proper and effective programs in a systematic way.

WHEREAS, in the same manner, under the Local Government Code of 1991, the barangay
secretary shall keep custody of all records for the Sangguniang barangay and
the barangay assembly meeting and prepare a list of its members to be posted
in conspicuous places in the barangay. The record must include basic
information such as the person’s number, full name, address, date and place of
birth, gender, civil status, citizenship and occupation.

WHEREAS, it is important for a barangay to have an updated record of all its residents
because these statistics would prove to be useful in the planning and
formulation of projects and programs for the barangay. The ID system is one of
the medium to counter the presence of armed groups and criminal elements in
remote communities in the barangay. It is also a measure to secure the
community from the activities of the “dubious elements” in the barangay.

WHEREAS, it is also a mandate to the Local Government units to establish a data-based to


be the ultimate source of the information which is the Community-Based
Monitoring System (CBMS) which is an organized way of collecting household
level information at the local level. It seeks to integrate the use of data in local
level planning and program implementation, as well as promote evidence-based
decision-making.

WHEREAS, most of all, the ID system can be use and an effective tool in expanding the
services to the constituents, especially those in the remote areas since the
CBMS includes information like the livelihood status of the households, in which
it can easily be identified for prioritization in the inclusion for the socio-economic
programs.

WHEREAS, the ratification of this ordinance will intensify the barangay government in
promoting the general welfare of the people in response to this; the Sanggunian
therefore ratified this ordinance.

NOW, THEREFORE, on motion of Hon. Kennith Bert Q. Erazo duly seconded by all
Sangguniang barangay members present, Be…. It……

RESOLVED AS IT IS hereby resolved, to enact the An Ordinance Institutionalizing the


Barangay I.D. System of Barangay San Carlos, Valencia City, Bukidnon.

BE IT ORDAINED by the Sangguniang Barangay of San Carlos in regular session


assembled,
that;

SECTION I : TITLE
This ordinance shall be known “An Ordinance Institutionalizing the Barangay ID
system of Barangay San Carlos, Valencia City, Bukidnon”.

SECTION II : DECLARATION OF PURPOSE

It is the purpose of this ordinance to:

II.1. Established reliable and credible data base for the Registered
Barangay Inhabitants (RBI) and Community Based Monitoring System
(CBMS) which are essential in the formulation of plans and budget of
the barangay.

II.2. Draw the barangay map of inhabitants by household number, family


profile and population number in a continuous manner through a
clockwise movement.

II.3. To established profiles of family, economic, livelihood, agriculture,


profession, occupation and human resources of the barangay.

II.4. Account the growing population of every family, purok and the
barangay as a whole.

II.5. Draw the barangay map comprising all the elements inclusive within
the political and juridical territory of the barangay such as: barangay
roads, roads entrance and exits, land area as to the purpose whether
agricultural, residential, commercial and industrial based on the
comprehensive land use plan of the barangay, the demographic, the
economic and the ethnicity in the barangay.

II.6. Serves as an essential tool in the implementation of peace, order and


public safety in the barangay and to monitor the inhabitants in the
barangay now and then.

II.7. Strengthen the implementation in providing personal identity to the

inhabitants as the Identification card holder indicating and showing the
proof of residence, the vital information and the persons in reference
thereof.
II.8. Will be the basis of delivering the basic and social services to the
constituents being the vital tool in the formulation of the Development
plans, annual investment plan and annual budget.

SECTION III : DEFINITION OF TERMS

III.1. Registry of Barangay Inhabitants (RBI) – system use mandated by


the national government to register the barangay inhabitants
living/residing within the premise of the barangay.

III.2. Community Based Monitoring System (CBMS)- a system


mandated by the national government comprising all the data
gathered by family in the community containing vital information which
serves as an essential tool in plans and budget formulation also with
the programs and activities suitable for the inhabitants in a certain
community.

III.3. Inhabitant – refer to an individual person dueling and residing in the


barangay having its livelihood, social life and enjoying the rights and
privileges in a certain community.

III.4. Household- refers to a physical structure or shelter where the family


and inhabitant reside.

III.5. Family – the basic unit of the community composed of the head, the
wife and children living together, sharing the food and shelter.

III.6. Population- refers to the number of individuals living in the


community.

III.7. Profession- a state or a degree of a certain individual having reached


a certain level of education. Sometimes can be address as a work or
affiliation of an individual based on the expertise and skill.

III.8. Occupation- refers to the work or labor that generates income. A task
or a routine.

III.9. ID- refers to the card that contains vital information of the holder that
represents the identity as a person and as a proof of personality.

SECTION IV : SCOPE AND COVERAGE OF THE ORDINANCE

The Ordinance shall cover the entire inhabitants of the barangay living within its
jurisdiction and territories through the following:

IV.1. SINGLE/SOLO PERSONALITY

IV.1.a. The inhabitant must be a registered regular member of any of


the eleven (11) Puroks and IP community in a minimum
period of six (6) months.

IV.1.b. The inhabitant must be a registered regular member of the


General Assembly in which actively participated and involved.

IV.1.c. The inhabitant is profiled by the barangay in which details will
be entered electronically and hard copy.

IV.1.d. Will be an ID card holder at the age of fifteen (15) years old
and above.

IV.2. IN A FAMILY

IV.2.a. The Family must be a registered regular member of any of the


eleven (11) Puroks and IP community in a minimum period of
six (6) months. Less than six (6) months, the inhabitant/s is
not yet entitled to be profiled in the system and is consider as
a temporary member of the purok which is under observation
and monitoring.

IV.2.b. Family members ages fifteen (15) years old and above must
be a registered regular member of the General assembly or
has been represented by the head of the family.

IV.2.c. The family is profiled according to the rank of members in a


family composition in which details will be entered
electronically and hard copy.

IV.2.b. All family members ages fifteen (15) years old and above will
be an ID card holder while those fourteen (14) years old and
below will already have the assigned numbers of the identity
in the system and will hold an ID Card upon reaching the age
of fifteen (15) years old.

IV.3. TRANSITORY INHABITANTS

IV.3.a. Those inhabitants (solo/in a family) who is a registered regular


member of any of the eleven (11) Puroks and IP community,
has been profiled in the system, an ID card Holder and will be
going in and out in the barangay. The following are the
conditions:

IV.3.b. The inhabitant/s is no longer active on the membership in the


Purok where the inhabitant/s is a member for a minimum
period of Six (6) months, the Punong Barangay will issue an
order to surrender the said ID card and the profile will be
locked for a period of one (1) year. After a year the profile will
be totally deleted.

IV.3.c. If the inhabitant/s will transfer the residence outside the


barangay or to the neighboring barangays, city/municipality,
the ID card upon filing a certificate/clearance to transfer, must
be surrendered in the office of the Punong Barangay and the
profile will be active upon the renewal of the barangay census
and updating of the RBI which took place every January and
July of every year and will be locked for a period of one (1)
year after such the profile will be totally deleted.

IV.3.d. If the inhabitant/s will reside again in the barangay within the
period prior to the renewal and the updating of the barangay
census which is within the six months cut off period, the
inhabitants can still regain their membership but if it is after

one (1) year locked up period, the inhabitant/s will be treated
as new member and the status is temporary in the purok
where to reside and will follow again the coverage of new
member.

IV.3.e. No ID card will be issued to anybody who is not a resident of


the barangay or in any special cases therein unless upon
complying the basic requirement which is the tenure of
residence.

SECTION V : RULES AND REGULATION OF THE ACT

The following are the rules and regulations of this ordinance:

V.1. GENERAL PROVISION:

V.1.a. All inhabitants living within the jurisdiction of the barangay in


age of 5 years old and above should be (not mandatory) a
Barangay San Carlos I.D.

V.1.b. All inhabitants of the eleven (11) respective Puroks and


members of the IP community must be a compliant of the
coverage minimum period of residency in the respective Puroks
and IP community with the active participation and attendance
of the head of the family or any representation of the members
of the general assembly.

V.2. PERSONS IN CHARGED:

V.2.a. The Puroks headed by the purok leaders and the IPMR must
double check the purok census and IP members master list in
the Office of the Barangay Secretary for validation and
finalization of the records.

V.2.b. The Purok leaders and the IPMR will then certify the numbers
of household, family, and individuals in their respective Puroks
that will qualify based on the scope and coverage of this
ordinance for the ID system.

V.2.c. The purok leader and the IPMR will then notify the purok
members of the start of the process.

V.3. PRODUCTION IN CHARGED:

V.3.a. The Local Government Unit of San Carlos is the only agency
responsible for the reproduction of the Barangay San Carlos ID
and there is no other agency nor is private business entity
allowed for the reproduction of the said ID.

V.3.b. The Barangay ID has a minimum cost of Fifty pesos (Php


50.00) Philippine currency to be utilized for the production
materials, equipment, processing and the labor components in
producing the ID.

V.3.c. The ID card is fully finished and is laminated upon release to


the ID card holder with the following:

V.3.c.1. Payment in the amount of fifty pesos (Php 50.00)

shall be made to the barangay treasurer with the
issuance of the Barangay Official Receipt and will be
deposited as thrust to the barangay accounts.

V.3.c.2. The Barangay Secretary will then release the ID card


to the holder by letting the later to sign the received
logbook containing the ID Card number, holder name,
the OR number and the date of the release.

V.4. RESPONSIBILITIES AND OBLIGATION PROVISION:

ID Card Holder has the following responsibilities and obligation:

V.4.a. In cases wherein the ID card has been LOST by the holder in
any manner or ways how it has been lost: by negligence,
stolen, left anywhere, hold up, and pickpocketed the holder
must report to the Purok Leader/district Kagawad and the latter
will endorse the holder to the Punong barangay for justification
and validation with the recommendation to request for the
issuance of the new ID upon executing a statement of LOSS by
the ID holder and by paying the same amount in the provision.

V.4.b. In cases where in the ID has been BURNT by an accident in


which the entire house was burnt, the holder must report to the
Punong Barangay Directly and will be issued a new ID in which
payment is depending on the description of the Punong
Barangay.

V.4.c. In cases wherein the ID has been partially damaged and details
are no longer readable, the holder will surrender the damaged
ID to the Punong Barangay and the holder can request a new
ID upon payment of the same amount in the provision.

V.4.d. In cases wherein the ID card has been used or been found in
any criminal and illegal act, the cardholder is the main
responsible and the Local Government Unit of Barangay San
Carlos holds no obligations and responsibilities for the crime or
illegal act but is obliged to surrender the holder of the ID card
and cooperate with the proper authority for any legal action.

V.5. EXPIRATION:

The ID card will expire upon the end of the term of the barangay officials in
consideration to the signatories and persons in reference that can be found
in the components of the ID card. In many cases, changes in the
components of the ID card and the expiration will be decided by the ongoing
barangay officials by amending this ordinance on the ID system if necessary.

SECTION VI: COMPONENTS OF THE IDENTIFICATION CARD

VI.1. Front Page - all information found in the front page will be as follows:

VI.1.a. Barangay Logo - The Identification card contains a logo which is


the Official Seal of the Barangay San Carlos
and placed in the upper-right portion of the
Barangay I.D.

VI.1.b. Heading - the format/details of the heading are the
following:

City of Valencia
Barangay San Carlos

VI.1.c. Picture - the picture of the Card Holder was taken during
profiling using the Barangay Information
Management System and place in the middle-
right portion of the Barangay I.D.

VI.1.d. I.D. Card Number - the basis of the I.D. will be the numbering base
on the Barangay Information Management
System.

VI.1.e. Complete Name - Shows the Complete Name (Given Name,


Middle Name and Last Name) of the Card
Holder.

VI.1.f. Address - Shows the Purok where the card holder staying.

VI.1.g. Name and Signature - the name and signature of the Punong
of the Punong Barangay Barangay will affix in the Lower-Left Portion of
the Barangay I.D. testifying that the card holder
is a bona fide resident of Barangay San Carlos
and all of the mentioned information are true
and correct.

VI.1.h. QR Code -QR Code will generate upon printing the


Barangay I.D. through Barangay Information
Management System.

SECTION VIII: APPROPRIATION

The Local Government of San Carlos will appropriate a certain amount for the
operation of the ID system ordinance. Operation includes production, data gathering, IEC,
and the equipment and materials to be used. Labor components of the expert personnel will
simply depend upon the discretion of the Punong Barangay.

The Identification card is amounting to fifty pesos (Php. 50.00) which includes a picture
and lamination that will be paid by the holder to the barangay treasurer in the issuance of the
official receipt which income generated will be deposited to the barangay account as trust
funds. The official receipt will be the basis for the release of the Identification Card.

SECTION IX: SEPARABILITY CLAUSE

If for any reason, any section or provision of the ordinance shall be held to be
unconstitutional or invalid by the competent authority, such judgment or action shall not affect
or impair the other section or provision thereof.

SECTION X: APPEALABILITY CLAUSE

All other matters relating to the imposition in this ordinance shall be governed by the
pertinent provision or existing laws and other ordinances.

SECTION XI: REPEALING CLAUSE.

All ordinances’ rules and regulations or part thereof, in conflict with or inconsistent with
any provision of this ordinance are hereby repealed or modified accordingly.

SECTION XII: EFFECTIVITY CLAUSE

This ordinance shall take effect upon approval of the Sangguniang Barangay and after
Thirty (30) calendar days upon review of the Sangguniang Panlungsod.

RESOLVED FINALLY, that a copy of this ordinance be transmitted to the Sangguniang


Panglungsod of Valencia City, Bukidnon for review and appropriate action and be furnished
the office of the Honorable Mayor Azucena P. Huervas for information.

ENACTED:

UNANIMOUSLY APPROVED.
