Chapter One

1.1 The Overview of the Study

The Philippine Islands are only recently being discovered as one of the perfect holiday getaways the

world has to offer – Providing high standards and excellent services. This archipelago of more than 7000 islands

has managed to stay under the world's radar as a travel destination – until recently. It offers what only few other

places in the world can offer: pristine, untouched beauty, and an escape from the chaos of the over-visited classic

vacation destinations.

A large portion of the Philippine islands remain untouched by human development, and herein lies the

powerful appeal in them. Some islands have vast tourist arrival but it is underdeveloped, or it is untouched by

the improvement tourism sectors have to do. Islands that have a powerful appeal and can be a good destination

for tourists. But it needs a good project to offer facilities, and accomodation that can satisfy and complete the

travel of the tourist. Last time, as we observe many people complain that it has no facilities, accomodation and

proper development that has been on the island. It is something that can't complete the journey which is intended

for relaxation.

Specifically, the Cabugao Gamay Island in Carles, Iloilo has what it takes to be a future destination that

can notch a top tourist attraction with its floating villas that surround the island. A cluster of islands boasting

infinite turquoise seas, cloudless skies, powdery white sands, crystal clear lagoons, virtually no phone signal, and

barely any other humans around. It’s the paradisiacal stuff of Photoshopped postcards.

With this, the destination itself offers a peaceful and serene waters that can calm and relax your mind

partnered by breathtaking horizons. Overwater Bungalows feature Cabugao Gamay Island design, with cool

hardwood floors, colourful indigenous fabrics and a traditional thatched roof. Wake up to views of the sparkling

lagoon from your overwater bungalow on the island. Spend blissful days lazing on your outdoor daybed, or dive

into the waters directly below, a natural coral bed home to brilliant schools of fish. A perfect site for floating

villas that can offer luxury amenities and facilities with excellent tourism services. A new floating villa that can

raise the name of panay as one of the top tourist destinations both local and international tourism.

1.2 Objectives of the Study

1. To identify the development that should be made in Cabugao Gamay Island, Carles, Iloilo,

Philippines.

2. To provide an establishment that can offer good facilities, activities and quality services with

unique accommodation that can cater the needs of the tourist.

1.3 Significance of the Study

The findings of this study will redound to the benefit of local tourism in Carles, Iloilo, Philippines

considering that attractions and destination plays a vital role in improving the field of tourism. Specifically this

research is significant to the following:

Locals of Carles – This will help them to create an opportunity for employment, making more revenues

and economic growth within the community. It will also safeguard and preserve islands that are part of the

municipality in which tourism revenue will be alloted for more improvement and restoration.

Municipality of Carles – This will help them create more infrastructures and projects with the help of the

tourism revenues and taxes. It will also enliven the economic growth which can open for new opportunities and

proposals.

Regional Tourism Department – This will help them determine the strengths and weaknesses of local

destinations in the region, which can help boost and uplift the tourism both local and international.

1.4 Scope and Limitation

This proposal was focused on the creation and improvement of the Cabugao Gamay Island, with its

Floating Villas as an attraction and making the island as one of the tourist destinations that offers unique setting

and excellent services. This resort does not only focus on giving tourist accomodation but also providing day

services that can provide them leisure activities and enjoyment. Also the operation of the resort will be 7 days a

week in season. With the establishment strongly constructed that can assure the safety of every guest. Added to

this, the establishment will have all necessary licenses and permits.

The proposal has one main point and that is to deeply understand the importance of creating and

proposing new attractions in a specific destination and to further explain its importance of making improvements

without exploiting the resources. The establishment will apply an integrated energy system, through solar panels.

The researchers of the project strongly believe that The Floating Villas in Cabugao Gamay Island is the

key to boost the tourism in the place. By making it a destination with quality, robust and excellent services.

1.5 Definition of Terms

The key terms in the study are given the following constitutive definition.

Amenities - means accommodation, catering facilities, retailing and other tourism related services:

something that helps to provide comfort, convenience, or enjoyment to the resort with modern amenities

providing residents with the basic amenities

Exploiting -exploit commonly means to selfishly take advantage of someone in order to profit from

them or otherwise benefit oneself. As a noun, exploit means a notable or heroic accomplishment.

Pristine- in its original condition; unspoiled. clean and fresh as if new; spotless.

Villa – A villa can mean many things. During the Roman Empire, a villa was an elegant and spacious

vacation home that was used by wealthy Romans to escape the bustling city and used for relaxation. Today, a

villa can still be considered a luxurious and upscale vacation home, depending on the location.

Revenues - income, especially when of a company or organization and of a substantial nature. A state's

annual income from which public expenses are met.

Proposal - A proposal is a way to pitch an idea and state your requirements, so it’s important for

supervisors because they can get information in writing (not casually in the elevator), and be able to act knowing

the full implications of their decision.

Destination – A destination is a geographical area consisting of all the services and infrastructure

necessary for the stay of a specific tourist or tourism segment. Destinations are the competitive units of incoming

tourism. Destinations are therefore an important part of a tourism product.

Tourism Development Plan – A system of planning that is created to identify the development that will

be done on the place or site.

Tourist Development – Refer to the growth and maintenance of the tourism industry in a given locality.

Creating Strategies and plans to increase, develop, encourage tourism for the specific destination.

1.6 Conceptual Framework

This framework provides the relevant variables in the study and how it is dependent on every variable

being considered. For the gathering of data, the researchers use interviews, surveys and observation as primary

data. The secondary data that will be used comes from Case Studies. Thus, the objectives will be the prime

purpose to create the goal of the studied proposal.

Chapter Two

2.1 The Review of Related Literatures of the Study

This part consists of related studies that in relation to the Project Proposal that can help support major

breakthroughs to the study. It contains relevant information that the researchers considered while proposing a

project. Specifically, those that were included in this part helps in the familiarization of the information that are

relevant and similar to the present study.

Local Studies

The Philippines being part of the Coral Triangle (referring to a roughly triangular area of the tropical

marine waters, including that of Indonesia, Malaysia, Papua New Guinea, Solomon Island and Timor Leste),

Cabugao Gamay Island is home to some of the most biologically diverse and richest coastal and marine

resources, according to the Foundation for the Philippine Environment (FPE).

A second-class municipality with one of the highest tourism opportunities in the Visayas. Carles, 18

kilometers from Panay Island in the Visayan Sea, is developing a plan to promote sustainable tourism on

Gigantes, which has 10 islands and islets.

Around 13,000 people live in four barangays on its two major islands—Asluman and Granada on

Gigante Norte, and Lantangan and Gabi on Gigante Sur. Legend has it that the islands were once inhabited by

giants, thus, the name Islas de Gigantes with its islet including Cabugao Gamay Island. Before that, Gigantes

were used to be called Sabuluag, or Salauag, the name of endemic tree species abundantly found on the

islands.(EPE, 2017) The

Island is home to some endemic species of frogs and geckos, which make the island unique, several endemic

bird species have been recorded on some of the islands. These include the Philippine coucal, Philippine hawk

owl, Philippine nightjar, Pygmy swiftlet, Philippine pygmy woodpecker, Philippine bulbul and the pygmy

flowerpecker.

Some of the islands in Gigantes are unique. Forests grow over basically limestone karsts with a number

of karst caves. Some say there are 50 caves on Gigantes Island and its islet ( one of which is in Cabugao Gamay

Island), but less than half have been identified and explored.(Status Assessment of the Population and Habitat)

Known for its island resorts, the northern part of the province registered the most number of tourists,

who visited the entire province during the first quarter of this year – with 5, 262 local and foreign visitors, which

contributed 38 percent to the 16, 998 total tourists traffic in the province, according to the data of the provincial

tourism office. A suggestion from the DOT regional office in Western Visayas for the voluntary and temporary

closure of establishments in Gigantes island, Carles, Iloilo to improve their facilities and be well-prepared to

accommodate local and foreign tourists.

Foreign Studies

i. Tourism has become one of the major forces for economic growth in many developing and developed

countries. Tourism contributes to economic growth through various channels including foreign currency

earnings, attracting international investment, increasing tax revenues and creating additional employment

opportunities (Alam, 2016). Thus, to develop tourism is good for the development of the economy, and to

advocate ecological civilization construction, sustainable and green development are the basic contents. And it is

also advocated in the industry of tourism. Since the 1980s, the people of great vision have come out with the

connotation and the features of sustainable tourism (Tang, 2013), and it gradually developed and also became the

focus of the research. Meanwhile, tourism destinations are the spatial carrier of tourism, and also its evaluation

and development have become the research hot spots.

The world tourism organization took tourism as the center, and started the studies of the tourism index

system around tourism activities and conducted experiments in some developed countries, meanwhile Eber

(1992) put forward the guiding principles for the sustainable development of tourism (Holden, 2003). After the

year of 2001, The researchers in British, Canada, Hungary constructed the indexes suitable for their own tourism

sustainable development based on local features (Chen, 2008).

According to UNWTO (2015), tourism has become one of the “key drivers for socio– economic

progress”. Its contribution for the growth of the national economy is significant as well as its contribution for the

global economy. Destination marketing is now acknowledged as a pillar of the future growth and sustainability

of tourism destinations in an increasingly globalised and competitive market.At a more holistic level, tourist

attractions play an increasingly vital role in triggering opportunities for regional employment and economic

growth (Lansangan, 2013)

Tourism is the world's largest industry, responsible for more than one in ten jobs globally. In many

developing and transition economies, tourism has emerged as the dominant tool for economic growth. There will

be 700 million international travellers by the year 2000 and one billion by 2010, according to the World Tourism

Organization. The industry is expected to generate over US$ 5 trillion in economic activity and 245 million

direct and indirect jobs worldwide by the year 2000.

ii. The overwater bungalow concept originated in Tahiti in the mid-’60s, when a group of American

expats bought and rebuilt a decrepit Raiatea hotel and creatively repositioned its lack of a beach as a boon, using

traditional Tahitian fishing huts as a model to construct stilted bungalows over the calm waters of the reef. The

overwater bungalow—of which there are now more than 7,000 worldwide—has since become a symbol of

extreme luxury, with price tags to match.

Chapter Three

3.1 METHODOLOGY

This chapter includes the research methodology of the proposal. It is concerned with data presentation,

of the findings obtained through studying the proposed project. The findings are presented in a tabular form after

being analyzed, and carefully understood.

3.2 Research Design

The researchers will use descriptive research to gather data information that will exemplify the current

situation of Cabugao Gamay Island, Carles, Iloilo, Philippines.

This will also describe the state of the island that will be considered by the researchers. Also, the descriptive

study will provide answers on what the researchers need to know, that will be vital for the objectives and goal of

the proposal. With this, the data gathered will be used as the preferences of the study to implement solutions and

create development to the project

Data gathering will be vital, as it provides information to the researchers. And here, the researchers

conduct a survey with 50 respondents as they answer relevant questions that can direct the preferences of the

proposal. Also, Likert Scale will be the basis of the survey as it provides a concise response to the survey.

3.3 Sources of Data

In order to accomplish the desired goal, the researchers will gather all relevant information. This

information will come from the survey and observations. Data will be collected primarily by getting responses to

different respondents. The researchers also use observation by conducting online reading of related articles,

study and websites. Thus, to support the data secondary information will also be collected to provide factuality

and conciseness to the study.

3.4 Data Analysis

Thorough analysis of the data and information that has been gathered is conducted. It is widely accepted

and the most frequently employed technique for data analysis in research methodology. It can be used to analyze

the documented information from text, images, and sometimes from the physical items. It depends on the

research questions to predict when and where to use this method.

“Analysis of data is as important as any other component of the research process” says Guy (1976). To

provide interpretable results, the data gathered must be organized and examined carefully. The planning of the

research must include definite direction for the treatment of the data, since much of the success of data analysis

tests on the ability in the choice of appropriate method for the analysis.

3.5 Ethical Considerations

It is important the identity of participants is kept confidential or anonymous and the assurances extend

beyond protecting their names to also include the avoidance of using self-identifying statements and information.

Anonymity and confidentiality is an important step in protecting the participants from potential harm. Thus,

participants in the proposal are free to withdraw and information stated was given voluntarily. No harm or threat

was in the atmosphere during the process of the studied proposal.

3.6 Demographic Characteristic

The instrumentation of the proposal which is through survey was set in Carles, Iloilo, Philippines. Thus,

participants being interviewed and surveyed are locals of the municipality to provide more accuracy and

consistency to the study. The table below shows the demographic characteristics of the respondents.

Cabugao Gamay Island that would accommodate more tourists, it would make their experience more fun,
convenient, and unforgettable, and would make them want to go back for more.

Findings: The respondents answered part II of the study based on their choices or preferences about the Services

and Activities that could cater the tourist. Based on the above table the researchers only determine the services

and activities who are above 90% in data. This activities and services are as follows : Restaurant Dining – 100%,

Beach Volleyball Activities – 100%, Island Hopping – 98% , Tent Camping in the shore – 98%, Snorkeling –

96%, Massage – 94% , Kayaking – 92% , and Spa – 90%.

These activities and services were sorted according to the line requirements which is 90% above by the

total of 50 respondents.

5.1 Summary, Conclusion and Recommendation

This part presents the summary,conclusion, and recommendation of the study.

Summary

The following statements were drawn from the methodology.

The methodology gathered all needed relevant information by the means of survey and graphing it by

using likert scale as a level of agreement. The researcher of the study was able to identify the needs and

preferences of the respondents which is the local citizen of the proposed destination. The gathered data and

information will be used as an instrument to systematized actions that could make the study successful. As it

aims to determine the development that should be made in Cabugao Gamay Island, Carles, Iloilo, Philippines

hence to provide an establishment that can offer good facilities, activities and quality service with unique

accommodation that can cater the needs of the tourist.

This proposed tourism planning project that will take place at Cabugao Gamay Island in Carles, Iloilo,

Philippines will dive into a high-standard establishment with its unique floating villa as accommodation, many

activities and facilities and providing tourists a good facility where they can feel the satisfaction in their journey.

Sobre El Agua Paradise Resort will make a significant impact to the economy of Carles, Iloilo,

Philippines. By employing locals by giving them job priority at the resort. The researchers aim to make Sobre El

Agua Paradise Resort an attractive place for tourists around the country. Enriching the socio-cultural aspect in

the lives of local people. As the proposed tourism planning project will rise, more tourists will gather its

attention to Carles, Iloilo Philippines bringing opportunities and investment to the municipality.

Specifically, the data, and information collected from the conducted surveys will be a vital step for the

researcher to meet its goal and objectives.

5.2 Conclusion

The purpose of this tourism planning project proposal was to identify the possible development that

should be done in the Cabugao Gamay Island in Carles, Iloilo, Philippines and aims to determine the different

aspects of tourism that could cater the needs of the tourist. Based on the analysis of methodology, it can be

concluded that the chosen destination in Carles, Iloilo,Philippines can be a good site for development. In regards

to providing locals jobs and more opportunities, and enhancing the socio-cultural aspect of the destination while

considering sustainable tourism. Studying in a tourist destination to determine the development that should be

done and using survey as an instrumentation was vital as it provides directions to the study.

Therefore, concluded that all development on possible tourism destinations will remain focused on

providing accommodation, facilities and services to the tourist by focusing on sustainability.

5.3 Recommendation

Based on the findings and conclusions drawn from the study, it is recommended;

Department of Tourism Region VI – Must create or seek more areas or destinations to be

improved and rebuild its potential as a harbinger of the tourism industry in the region. Especially that the

demands of tourists are coping with the trends and uniqueness same as international tourism attraction has to

offer.

Local Government Unit of Carles – Should support more sustainable business enthusiasts to

make improvements on the potential places to help contribute to the growth in both economic and the field of

tourism.

Tourism Management Student – This was recommended to future researchers who are taking

Bachelor of Science in Tourism Management on purpose to conduct another proposal study with regards to these

papers made, and it can be their guiding instrument for future tourism planning.

Introduction

Isla Gigantes and Cabugao Island as one of its islets is just one of the many underrated but sublime

paradise in the Philippines, from islands to islands there is no shortage of the warm beach sand, relaxing ocean

water, delicious native dishes, and unique local charms in Isla Cabugao Gamay here in Carles, Iloilo. Islas

General Manager

A general manager of a business or hotel is responsible for overseeing all administrative functions in a

business or hotel. A major part of their duties involves leading and directing employees, personnel, or

subordinates. He or she delegates administrative tasks such as accounting, paper works, payroll, and such, while

giving its subordinates the freedom to deal with other issues and concerns regarding the business, in doing so, he

or she ensures administrative efficiency, proper procedures, implementation of policies, employee’s morale, and

the overall welfare of the hotel, its employees, and the guests. They also set employees’ work hours and shifts,

formulate and administer policies on topics such as employee conduct and discipline, use of company property,

Hotel Manager

The hotel manager leads and directs after the general manager, but their duties are not as broad and wide

scoped as the general managers. Their duties include planning maintenance work, events, and room bookings,

promoting and marketing the business, managing budgets, maintaining statistical and financial records, training,

queries. They also take part in making sure that unnecessary delays in the performance of employees or

equipment are prevented or better yet avoided.

Front Office Department

The Front office personnel are one of the most important staffs of the hotel, they were considered as the

face of the business, their duties include greeting the guests, taking reservations and bookings, handling and

maintaining up to date records of guest information, and they also handle guest queries and questions, and that is

because they are the first point of contact between with the clients of the hotel or the guests.

Housekeeping Department

The housekeeping department or the housekeepers are the hotel staff that are responsible for taking care

and maintaining the hotel’s general cleanliness, their existence in hotels keeps the areas, especially the rooms

and villas, clean, tidy, sanitary, and habitable, making guests feel comfortable and safe. Their job requires them

to clean all the rooms by making the beds, cleaning and sanitizing the equipment, toilets, and furniture, and as

well as keeping fixtures clean and in place.

Kitchen and F&B Department

The F&B and the kitchen department is involved in the preparation of food and beverages in the hotel.

Kitchen staff works at the front line of restaurants, cafeterias, bars, and catering kitchens, these are the cooks,

chefs, waiters, bartenders, and other kitchen staff. Some of their duties are serving food and beverages to guests

at the dining halls or room services, answering guests' questions about the food and menus, taking orders from

Safety and Security Department

The safety and security department is the team responsible for keeping safety and order inside and

within the perimeters of the hotel. They are in charge of ensuring that the guests and the employees of the hotel

are both safe and secured while they stay and maneuver in the area. Some of their responsibilities include

responsible, hardworking, rational, fair, honest, quick-witted, and more. It is also expected from them to have

excellent communication skills, management skills, decision making skills, and time-management skills, he or

she must also have a mindset of a leader and a determined mind to take on any challenges and issues. For the

position of general manager and hotel manager, the business would require at least college education and

extensive experience in management from them, this is to ensure that we have people behind our desk that are

certified, trained, experienced, and educated.

Front Office Personnel

Front office staff or the front desk personnel are considered to be the face and representatives of the

hotel, they are the first point of interaction between the hotel and the guests, so their contact and approach to the

guests sets their impression of the management and the hotel itself. How they interact with the guests impacts the

experience and overall thoughts of the guests about the hotel. In order for FO personnel to be effective and

efficient in their job, they must have a remarkable interpersonal skill, excellent communication abilities, good

English-speaking skills, amazing interpersonal skills, and a great organizational skill. They also need to be good

situations. A housekeeping personnel is expected to be excellent at cleaning appliances, furniture, fixtures, and

Kitchen & F&B Personnel

The position for the Executive Chef and Sous Chef would require professionals with associate degrees in

culinary and an experience working in the field, other than that anyone with creativity in menu planning and

recipe creation, experience in the professional kitchen, physical strength and stamina to work in a busy kitchen,

and dependability would be needed to fulfill tasks and responsibilities inside the kitchen and the F&B

department. This position also requires its personnel to be well groomed, sanitary, and well ordered, this is to

floating villas will soon rise in the waters of this island, the resort will go by the name SOBRE EL AGUA

PARADISE. To make SOBRE EL AGUA PARADISE resort known to the public, a series of promotional

activities and marketing campaigns will be pushed through, streamers and banners will be produced and will be

stationed all over town and in the neighboring cities and provinces, they contain information about the resort and

ways on how to contact for queries. For more physical advertising, flyers and business cards will be distributed

to populated areas such as town squares or plazas, stores, markets, and even outside schools and working

To manage the harmful effect to the environment and reduce the human interventions in the beach resort,

Sobre El Agua Paradise Resort has an Eco-label concept whose main purpose is meeting the quality standards

relating to water quality, safety, environment management and environmental education. In terms of water

quality, the beach resort meets water quality standards for microbiological and physical, chemical parameters.

Sobre El Agua Paradise Resort has a management committee that conducts regular environmental audits of

beach facilities to help and ensure that the paradise resort meets environmental management criteria. The resort

also applies the coastal zone management principle in which operations of the beach and its surroundings

comply with local and regional land use plans including parking areas and regulations regarding environmental

health. Waste disposal bins/receptacles are available on the beach in adequate numbers, regularly maintained or

emptied. The resort management ensures that the trash containers have covers as well as functionality. The

amount of maintenance and emptying of containers varies week to week depending on the volume of people on

the beach. The resort also encourages the community in recycling the waste where there are separate containers

for glass, cans, plastic and paper. Adequate and clean sanitary facilities with controlled sewage disposal are done
