Unfollowed Minimum Health Protocol, Whom to Blame?

The Incident Management Team has granted permission for the Bislig City Centennial
Celebration (IMT). Its main activities include Bike for a Cause and a Fireworks Display,
both of which lead to a high number of COVID-19 active cases.

The day after the incident, Bislig's local government announces 55 new active cases,
bringing the total number of current cases to 264 on September 21, 2021. Who should
be held responsible? The people, the officials from the local government, or the officials
from the IMT.

If the IMT officials had not allowed the Bike for a Cause and Fireworks Activity to be
exposed to the public, the large number of active cases could have been prevented.
Public gatherings are prohibited under Executive Order No. 45. Bislig City could
nevertheless commemorate its centennial without holding any public events. To prevent
putting the City of Bislig at risk, online celebrations are preferable.

Officials from the IMT must not take any steps that will put the entire city of Bislig in
jeopardy. They should make it clear that public gatherings are prohibited since the entire
city is in danger. Bisliganon's, on the other hand, should adhere to the bare minimum of
health regulations. They should protect themselves by staying at home.
