Introduction
This guideline is established based on safe work procedure of the Samsung OHSMS: 2015.
Projects shall comply with this guideline when installing and making plans for safety
facilities or equipment

In the event of a conflict between the provisions of this guideline and local & client
regulations, projects shall make adjustments in accordance to projects’ specific situation

This guideline will be periodically reviewed based on the latest development in safety
technology and result of benchmarking or best practices.

[SEF-FP-04] Guardrail and Toe board of Scaffolds


 The edge of slab, platform, access, steel construction
Application  Any area have hazard of fall
- Install stand of guardrail, (Top & Mid) guard-rail, toe board
 Install the guard rail
1) Install guardrail at both outside and inside of platform
2) Post shall be consisted of steel pipe
3) Distance between posts (< 1.8m)
Installation & 4) Post shall be able to withstand at 100kg of weight force applied at any point
Maintenance of it
 Install the Toe board
1) Install the toe board at top of B/T scaffold, window of stair, edge of slab and
so on.
2) Toe board shall be installed above 10cm

[SEF-FP-05] Temporary Stair

Application  Temporary access for work platform

 Guardrail should be > 120 ㎝ high > 90 ㎝ from edge of toe-board.


 Guardrail and rail shall be able to withstand at 100kg of weight applied at any

[SEF-FP-06] Opening fall protection(1)

Application  Holes, openings has potential of fall of person, equipment and material

 Material : Iron Plate, Metal Mesh, Safety Net, Wooden Board


 Holes and openings in roofs, side walls and other structures shall be protected
Installation & immediately as they noticed.
Maintenance  The size of covers shall be bigger above 10cm than holes.
 All covers are required to be securely fixed and a reflecting warning sign
“Danger Fall Hazard” shall be placed.

Application  Erection of structural steel for buildings

 Wearing PPE (safety helmet, safety guardrail, safety shoes)


 Install the Safety guardrail
 The gap for each level of elevation trap shall not exceed 30cm and the elevation
Installation & trap shall be securely fixed to the steel members (Above: 16mm steel)
Maintenance  Safety net for fall protection shall be installed on every 10m high. However the
bottom safety net shall be installed 3m or lower in consideration of the working
height.
 Provision of fall protection like placing safety net for fall from height and lifeline.

[SEF-FP-11] Steel erection fall protection (4)

Application  Erection of structural steel for buildings

 While erecting column, install guy wire to prevents steel columns from tipping
over
Installation &  Use the tag lines (above: 6 inch)
Maintenance  Signal man shall be deployed.
 The vertical lifeline shall be installed while the load is still on the ground.

[SEF-WP-01] Scaffolds safety protection


 Temporary work platforms for building, structures
Application  Anywhere where a worker has to work at height and has potential to fall
 Guardrail: Top rail (90 ~ 120cm) / Mid rail (Centre from the top and bottom)
 Toe board (Above 10 cm)
Installation &
 Distance between posts (< 1.5 ~ 1.8 m)
Maintenance  Over than 20cm of gap between scaffold and wall, safety net or guardrail should
be installed

[SEF-WP-02] Independent Scaffolds safety protection

 For form work at height


Application  Temporary platform to protect worker from fall.

 Erection as per the structure calculation


Height shall not be more than 3 times of vertical width.
Installation &  Thickness of base plate is < 600mm and protruding part shall be >150mm.
Maintenance  A yoke shall be located on center of U-head and fasten with nail.
 If the scaffolds need to be installed on the incline surface, adjustable jack shall
be provided to align with surface.

[SEF-WP-03] Mobile Scaffolds safety protection

Application  Anywhere where temporary platform is required to protect fall

 Mobile Scaffolds are composed of working platform, ladder, safety guard etc.
 The gap between working platforms shall be below 3 cm
Installation &
 The total horizontal height shall be less than 4 times of vertical width.
Maintenance  Install outrigger
 No personnel allowed being on platform while moving from one place to other.

[SEF-WP-04] Scissor(Table) Lift safety protection

Application  Scissor(Table) Lift

 Carry out inspection for safety guards prior starting operating equipment
 Carry out housekeeping and provide safe access prior starting work
 It shall be operated on only leveled and firm ground

 Only competent and authorized personnel shall be allowed to operate or use
Maintenance  For maneuvering, use the banksman
 Check all safety device

[SEF-WP-06] Portable Ladder safety installation


 Portable Ladder
Application  Straight Ladder
 Rungs : The gap between rungs should be 25~30cm
 For placing the ladder angle from base should be 70°- or distance from the wall
should be 1:4 (if the height at top edge is 4m then distance from wall is 1m)
Installation &
 Make sure that the ladder extends at least 1m(minimum 3 rungs after top edge)
Maintenance  Don’t use more than 6m in length ladder
 Make sure that bottom of ladder has anti-skid shoes
 Make sure that width of rungs should be minimum 30cm

[SEF-WP-07] A-type ladder safety installation

Application  A – Ladder

 The ladder shall be fixed and fasten on the firm ground.


 Fixed with four extended outriggers
Installation &
 Working on the top step of the ladder is prohibited.
Maintenance  Don’t carry the materials ascending and descending the ladder.
 Work in pair and secure harness at the top

[SEF-XP-01] Trench safety protection

Application  Shoring trenches or excavation

 If the depth of excavation is > 1.5m and the soil condition is weak shoring shall be
provided to protect it from collapse.
 If there is a wet ground condition, accumulated water, and a traffic road nearby
having risk of collapsing trench, a timber shoring shall be installed.
 If safe slopping is impossible timber shoring shall be provided to protect the

excavation to collapse. However, if the trench is deeper than 2.5m, a competent
Maintenance engineer should design the shoring.
 If boards are used for shoring, the width the boards shall be 1/3 or more of its
total length.
 Trenches shall be regularly inspected by the competent person for their stability.

 For staircase, don’t install a steep slop

[SEF-HP-01] Hazardous substances storage

Application  Oxygen, LPG, Acetylene, and other gas cylinders

 Basic Storage requirement


- inspect storage area at least quarterly
- Keep access clear to the cylinders
- Maintain the temperature, appropriately 40℃ or below
- Storage cabinets should attach label indicating person of charge
 Oxygen storage requirement
Installation & - Combustible materials are not be stored in the same area with oxygen
- It shall be well ventilated
Maintenance - Smoking and all other sources of ignition are prohibited, place signs
 LPG and Acetylene
- Never store in occupied buildings, confined spaces, underground rooms or in the
areas it might be accessible to the public
- Store cylinders away from heat and ignition sources or flammable materials
- Keep cylinders upright and place cylinder cap and secure with chain
- Check the hoses and accessories periodically to prevent leak

[SEF-HP-02] Cylinder Trolleys

 Keep cylinder upright and chained to secure


 Do not perform welding work on containers contain combustible materials, and
install the fireproof covering

 Wear clothing and suitable eyewear to protect skin and eyes during work

[SEF-EP-01] Portable extension wire, cord and outlet

Application  All activities and jobs that use electric wire

 Check your extension cords and plugs and test all circuits before works start
 Use the extension cables that have a three-core cable and to be connected
Installation & with the earth conductor
Maintenance  Use the wire hanger (Do not place power cords and extension cords exposed
to traffic)
 Use the water proof and non-conduction Covers for the socket

[SEF-EP-02] Earthing

Application  All activities and jobs required temporary or permanent electrical supply

 Check portable machines and hand-used power tools’ grounding.


 Use the extension cables that have a three-core cable and to be connected
Installation & with the earth conductor
Maintenance  Regularly check and test ELCB and make sure that distribution panel has
cover which is locked other than inspection or maintenance work.
 Check the grounding of distribution panel.

[SEF-EP-03] Arc Welding

Application  All arc welding jobs

 Before starting any arc welding operation, you should inspect all equipment
 Keep electrode holder and cable insulation in good condition
Installation &  Keep a fire extinguisher in the welding area
Maintenance  If it is raining, stop the welding work which has no other protection method
available to keep the rain away and to remove the smoke.
 Welding machine should have cover.

[SEF-EP-04] Safety protection near overhead power lines

Application  While vehicle and equipment crossing the overhead lines.

 A proper plan shall be prepared and approved by the electricity


providing authority prior vehicle or equipment crosses the
overhead power lines
Installation &
 A goal post for the height restriction shall be installed at the both
Maintenance sides of the road crossing the overhead power lines, the distance
will be decided by the electricity providing authority based on
their internal standards.

[SEF-SF-01] Site entrance

Application  Controlling movement of vehicles and pedestrians entering site.

 Prepare a traffic plan for the vehicles and pedestrian movement in the project
 Entry gate shall be adequately controlled
 All traffic signs shall be suitable for the purpose
Installation &
 Site entry rules shall be followed by all project personnel, third party vehicles
Maintenance and visitors
 Traffic plan shall be periodically reviewed for its effectiveness as per the site
conditions changes

[SEF-SF-02] Traffic Signs

Application  Various location in site to control the traffic and pedestrian’s movement

 Road and traffic signs shall be installed based on the risk assessment
Installation &  Provide standard road signs to warn, guide and instruct drivers on site.
Maintenance  Traffic signs not only protect workers and vehicles but also present overall
impression of the project which enhances the reputation of company.

[SEF-SF-03] Pedestrian Access way

Application  Segregating pedestrian from the work and from the traffic

 Carry out risk assessment and find out where the pedestrian are most
likely affected by the work activities and traffic

 Install high visible barricades keeping safe distance from the traffic and
Maintenance work equipment, also provide lights for the night shift operation
 Include the pedestrian route in the project traffic plan

[SEF-SF-04] Temporary office

Application  Temporary building, Site offices

 Install 2 automatic water sprinkler (fixed firefighting) in each room


 Ventilator is interlocked with lighting switch
 Suitable electrical connections
 Install the ELB(Earth Leakage Breaker) and grounding connection
Installation &
 Finishing materials of office shall be made of fire-proof material
Maintenance  Use steel waste bins
 Keep sufficient fire extinguishers in each room
 After inspection by electrician and approval by your manager, can use heater
 Install smoke detectors
