Subject: Delay of progress due to unavailability of Land Clearance for the Job of
“Laying of Approach Road from SH 10 to Talabira Mines (Talabira II & III) OCP in
Talabira of Odisha”

Dear Sir,

With due respect we refer to the trailing mail, and regretfully inform
you that, the NLC technical team has provided the C/Line along with coordinates (from
Ch 00 to CH 1147) for this Road Job (cited by Ref. above) on dated 22.07.2020 & Cross
section of Drg. (released for construction) on dated 16.07.2020. Still dated as per
mentioned above only 1147 RM from SH 10 (from CH 00) had been provided to us to
execute the work.

However, in this period to current dated we are already executed activities along
with site hindrance (Land Payment Related & Other Local issues), Front Clearance
(Land acquisition) & Heavy rain fall impacts (as per recorded in site hindrance
register) & Limitations related to Covid 19 (Pandemic situation). The site
activities are mentioned in below:-

1. From CH 100 to 850, Embankment filling is going on according to site condition


wise. After Ch 850 to Ch 1147 embankment are not reqd. Due to hard rock
surface found at existing profile & as per directed to NLC personnel only GSB will
be laid on over on it.
2. From CH 200 to CH 1050 both side (850 RM) GSB filling & compaction both are
completed on dated 10.10.2020.
3. From CH 380 to CH 670 both side WMM (300 RM approx.) WMM filling &
compaction both are completed on dated 02.10.2020.
4. Culvert 05 Nos of 1200 mm dia NP 4 grade & 01 No of 1800 mm dia NP 4 grade
(total 06 nos are done out of 07 nos) has been already completed as well as
handed over to NLC team on dated 10.10.2020. Only 01 no of Hume Pipe culvert
is not started yet due to Land clearance problem.
5. Cleaning & Grubbing had been completed from CH 00 to Ch 1147 (1147 RM
approx.) on dated 15.08.2020.
6. As per site hindrances register approx. minimum 35 working days has been
mentioned to stop the site activity due to Heavy Rainfall from last month to
10.10.2020
7. Apart from that, the major obstacles or hindrances of this mentioned Road Job is
Local Villagers strike problems on site daily basis (start from the very beginning
of the Job), which drag out the Project ongoing progress into very dramatically
lagged behind from schedule time frame.

Henceforth, we are almost completed 95% job of this said area (from Ch 00 to Ch
1147), which has been provide by NLC personnel only.

Thus, in the view of the above we request your kind intervention with final decisive
resolution to the above points enabling us to execute the balance job within stipulated
time frame and avoid idle resources losses being incurred by us. Once again, we can
assure you to render dedicated & best efforts to complete the project with emphasis on
quality adherence and progress within the stipulated time frame.
