Please explain the five levels:

Level 3- Evaluating DepEd's utilization of resources


- In this level of assessment the Department of Education, thoroughly evaluates the
resources procured by the department whether it was utilized for the benefit of our learners and
its impact to the stakeholders and the institution. The Planning team also assess if the resources
were utilized well and gather evidences to monitor the utilization of resources.

Level 4- Evaluating management process


- In the evaluation of management process, it aims to assess the the planning and
budgeting process of a unit where it emphasizes the positive and negative points in planning and
budgeting to give attention to the areas that needs improvement. It also evaluates the organizing
and staffing process of the unit, the positive and negative points were being stated to further
improve the organizing and staffing process. In basic management process, the unit head and its
subordinates were also assessed, its positive and negative points to craft interventions to improve
the leading and directing process. Evaluation and monitoring process were also assessed, its
positive and negative points and put together best practices and ideas to improve evaluation and
monitoring process. Coordinating and functions, departments aannd sections for the purpose of
achieving a common goal. The controlling process of the subordinates and management of
behavior as well as wise utilization of expenses.

Level 5- Evaluating the four management functions: marketing, academic and students
services operations, human resource management, and finance.
- In the evaluation of four management factors: marketing , academic and students
services operations, human resource management, and finance, the planning team assess the
marketing process of the unit where they ask for best practices implemented to market their unit.
Academic and students services operations were assessed by conducting surveys of satisfaction
to the services rendered by the unit, it can also be seen in the learner’s achievement in school.
Human resource management were also assessed by conducting assessment among the unit’s
employees, the effeciency rate of the employeess as well as their motivation to work effectively.
Finance were assessed by gathering datas and evidences on budgeting and allocation of resources
in a unit.

Level 7- Evaluating physical facilities and set-up, working conditions and environmental
surroundings
- In the evaluation of physical facilities and set-up, working conditions and
environmental surroundings, the unit head collaborates with the planning team on the evaluation
of physical facilities, if it is or still may be conducive for learning, if not, what intervention can
be made to address the urgent need of the unit. In terms of working conditions, the unit head
conducts surveys and evaluation on the working conditions and environmental surroundings of
its personnel to better support positive working climate in a unit to achieve common goals.
Level 8- Evaluating DepEd's affiliations, alliances, and linkages
- In the evaluation of DepEd’s affiliations, alliances and linkages, the planning team
conducts continuos monitoring and evaluation to further assess the effectivity and efficiency of
the affiliations, alliances and linkages to the unit. This is supported by the programs and
activities supported by the alliances and linkages of the unit, datas and evidences were gathered
to further support the evaluation.
