SECTION 1
1.1 This procedure describes the calibration of the Bird Electronic 4410-025, 4410-030, 4410-040, and TS4161P RF Test
Sets, and the 4410, 4410A and 4410A2 RF Wattmeters with 4410-3, 4410-4, 4410-5, 4410-6, 4410-7, 4410-8, 4410-12, 4410-13,
and 4410-14 Wattmeter Elements. See Appendix A for the list of items contained in the RF Test Sets. The instrument being
calibrated is referred to herein as the TI (Test Instrument).
1.2 All comments concerning this procedure should be directed to the Measurement Science Department, Corona Division,
Naval Surface Warfare Center, P.O. Box 5000, Corona, CA 92878-5000.
1.3 This procedure includes tests of essential performance parameters only. Any malfunction noticed during calibration,
whether specifically tested for or not, should be corrected.

SECTION 2
EQUIPMENT REQUIREMENTS
NOTES
Minimum use specifications are the principal parameters required for performance of the calibration, and are
included to assist in the selection of alternate equipment, which may be used at the discretion of the using
laboratory. Satisfactory performance of alternate items shall be verified prior to use. All applicable
equipment must bear evidence of current calibration.
The instruments utilized in this procedure were selected from those known to be available at Navy calibration
facilities and the listing by make or model number carries no implication of preference, recommendation, or
approval for use by other agencies. It is recognized that equivalent equipment produced by other
manufacturers may be capable of equally satisfactory performance in this procedure.

SECTION 3
PRELIMINARY OPERATIONS
3.1 Ensure that all power switches are set to off, and set all auxiliary equipment controls as necessary to avoid damage to the
equipment and so that dangerous voltages will not be present on output terminals when the power switches are turned on.
3.2 Connect the TI and all auxiliary equipment to the appropriate power source.
3.3 Ensure that the TI (RF wattmeter) indicates zero. If necessary, adjust the TI (RF wattmeter) mechanical zero.
3.4 Turn on all auxiliary power switches (except the RF power amplifier (item 2.1) and power meter (item 2.2)), and allow
sufficient warm-up time for the equipment (the TI requires 5 minutes warm-up time).
3.5 Preset the signal generator (item 2.3) to its default state.
3.6 Set the TI Range switch to BAT, and ensure that the TI indicates within the BATTERY TEST region. If necessary,
replace the TI battery, allow another 5 minute warm-up period for the TI, and then repeat this step.

SECTION 4
CALIBRATION PROCESS
NOTES
Unless otherwise specified, verify the results of each test and take corrective action whenever the test
requirement is not met, before proceeding.
If the TI is submitted with the 50 , 100 W load, perform steps 4.1.1 through 4.1.3; otherwise, skip to
Section 4.2.
WARNING
POWER LEVELS DANGEROUS TO HUMAN LIFE MAY BE PRESENT IN THIS PROCEDURE. TURN
OFF POWER TO THE TEST SETUP BEFORE CONNECTING OR DISCONNECTING ANY
EQUIPMENT.
4.1.1 Set the DMM (item 2.4) controls for autoranging resistance measurements.
4.1.2 Connect the DMM leads to the TI 50 load inner and outer conductors. Verify that the DMM indicates between
48 and 52 .
NOTE
If using a connector gage kit, other than the Maury Microwave A007A refer to Appendix B, for tolerances.
4.2.1 Zero the connector gage (item 2.5) using the gage block provided and measure the critical dimensions of the TI
connectors (TI RF wattmeter and load, as applicable).
4.2.2 Verify that the connector gage indication is between -0.023 and +0.003 inches for male connectors and between
-0.020 and 0.000 inches for female connectors, as applicable.

NOTE
If the TI is submitted with a load, perform step 4.3.1; otherwise, skip to step 4.3.2.
4.3.1 Perform the VSWR tests on the TI load input in accordance with NAVAIR 17-20GV-09 or 17-50GA-011 at test
frequencies of 10 MHz and 400 MHz. Verify that the VSWR measured is 1.10 maximum.
4.3.2 Terminate the TI RF wattmeter output port (port to the right when looking at TI from the front) with the termination
(item 2.6).
4.3.3 Install a TI element (any one of the TI elements included with the TI RF wattmeter) into the TI RF wattmeter, with the
arrow pointing towards the termination.
4.3.4 Perform the VSWR tests, in the following table, on the TI input port in accordance with NAVAIR 17-20GV-09
or 17-50GA-011 at the following lower test frequency (if applicable) listed for the TI element installed in the TI RF wattmeter.
Verify that the VSWR measured is 1.05 maximum for 4410, 4410A or 4410A2 RF wattmeter with -3, -4, -5, -6, -7, -8, -12, and
-13 elements, or the VSWR measured is 1.07 maximum for 4410P rack mount RF wattmeter with -3, -4, -5, -6, -7, -8, -12, and
-13 elements.

4.3.6 Repeat steps 4.3.3 through 4.3.5, as applicable, for any other TI wattmeter elements submitted with the TI
RF wattmeter.
4.3.7 Disconnect the termination from the TI, and remove the TI element installed in the TI RF wattmeter.

4.4.1.2.3 Set the DMM to measure resistance. Record the DMM indication as R (record to 2 decimal places) for use later.
4.4.1.3 Disconnect the DMM from the power meter and the power sensor cable.
4.4.2.1 Ensure that the signal generator output is set to minimum (and off, if possible).
4.4.2.2 Turn the power meter and RF power amplifier power to on. Ensure enough warm-up time.
NOTE
This procedure is written assuming the 4098F power standard assembly is being used. Adjust as needed if
using the 4098F2 power standard assembly.
4.4.2.3 Connect the equipment as shown in Figure 2. Use the following recommended low pass filter (item 2.7) for the lower
test frequency corresponding to the TI Wattmeter Element to be tested.

4.4.2.4 Set the DMM controls to DC voltage, autorange, and high accuracy slow 6 digit resolution.
4.4.2.5 Set the power meter range switch to COARSE ZERO and zero the power meter.

Ensure that the DMM input leads are isolated from chassis ground.
4.4.2.7 Ensure that the DMM indication is 0.2 mV. If not, press and hold the power meter fine zero switch and adjust the
coarse zero control for a DMM indication of 0.2 mV.
4.4.2.8 Record the DMM indication as V0 (in Volts) for use in step 4.4.2.14. Set the power meter range switch to 10 mW.
4.4.2.9 Set the signal generator frequency to the lower test frequency listed in the table following step 4.4.2.3 corresponding
to the TI Wattmeter Element being tested.
4.4.2.10 Set the signal generator amplitude to -50 dBm, and ensure that the output is turned on.
4.4.2.11 Using the table following step 4.4.2.15, set the TI RF Wattmeter range switch to the following settings, according to
the TI Wattmeter Element being tested; at each setting, adjust the signal generator amplitude for the TI meter indication listed.
4.4.2.12 Record the DMM indication as V1 (in Volts) for use in step 4.4.2.14.
4.4.2.13 Set the DMM to measure and display the rear input terminals. Record the DMM indication as VCOMP (in Volts) for
use in step 4.4.2.14.
4.4.2.14 Calculate the power meter measurement using the following formula:

4.4.2.15 Compute the adjusted power measurement using the following process, and verify that the result is within the
tolerance limits listed in the following table corresponding to the nominal power level being tested.
NOTE
Compute the adjusted power measurement by dividing the power meter measurement obtained in step 4.4.2.14
by the cal factor from the Report of Calibration for the power standard assembly (item 2.8), which consists of
a directional coupler, attenuator (if applicable), and thermistor mount. Use the appropriate calibration factor
(CF) assigned to the power standard assembly corresponding to the current test frequency.

NOTE
If the insertion loss of the RF coaxial cables and low pass filter used in the test setup are too large there is a
chance the 80 Watt test level may not be obtainable, especially if the RF power amplifier is not able to
generate more than 100 Watts at the output. If this occurs, try using shorter cables in the test setup, or - if
possible – try using no cables and direct connect the items as much as possible.
4.4.2.17 Reduce the signal generator amplitude to minimum (and off, if possible), but do not disconnect the test
configuration.
4.4.3.1 Connect the equipment as shown in Figure 2. Use the following recommended filter for the upper test frequency
corresponding to the TI Wattmeter Element to be tested.

4.4.3.2 Set the signal generator frequency to the lowest test frequency listed in the table following step 4.4.3.1 corresponding
to the TI Wattmeter Element being tested.
4.4.3.3 Repeat steps 4.4.2.5 through 4.4.2.17 for the upper test frequency.
4.4.3.4 Reduce the signal generator amplitude to minimum (and off, if possible).
4.4.3.5 Repeat steps 4.4.2.1 through 4.4.3.4, as applicable, for any other TI Wattmeter Elements to be tested.
4.4.3.6 Unless other measurements are to be performed, turn all power switches to off or standby, and then disconnect the
equipment from the TI.
4.4.3.7 Affix a SPECIAL CALIBRATION label to the TI RF Wattmeter and list the TI Wattmeter Elements, by model
number and serial number (or other appropriate identifier of the Wattmeter Elements). State on the label that the Wattmeter
Elements were only calibrated to 80 watts (applicable to the 4410-3, 4410-4, 4410-5, 4410-6, 4410-7, and 4410-8 elements), and
for the 4410-7, 4410-8, and 4410-13 elements (if applicable) state that the highest frequency tested was 400 MHz. Also, include
the 4410 RF Wattmeter, 50 load, and RF signal sampler serial numbers on the tag if they are received as part of the set.

The RF test sets may not have all components included with them when submitted for calibration. The above
listings are the components that are supposed to be in the set. The only elements that may be used are those it
is directly calibrated with as part of the Wattmeter Element Tests.

APPENDIX B
Verification of the critical dimensions of Type N connectors for compliance to the MIL-C-39012 composite , Rev A
specification can be carried out with any of the Maury Microwave A-007 series connector gage kits.
The A-007 contains the master gage block manufactured to the MIL-C-71B specification. The dimensions
of this gage block are 0.197 inches for female connectors and 0.223 inches for male connectors.
The A-007A contains the master gage block manufactured to the MIL-C-39012B specification. The
dimensions of this gage block are 0.207 inches for female connectors and 0.210 inches for male connectors.
The master gage block calibrated to the MIL-C-71B specification is labeled with an “N”. The master gage block calibrated to
the MIL-C-39012B specification is labeled with “N-2”.
B.1.1 After zeroing the gage using the “M” end of the master gage block, a TI measurement should result in a gage indication
between -0.010 and +0.016 inches for male connectors (0.207 to 0.233 inches).
B.1.2 After zeroing the gage using the “F” end of the master gage block, a TI measurement should result in a gage indication
between -0.010 and +0.010 inches for female connectors (0.187 to 0.207 inches).
B.2.1 After zeroing the gage using the “M” end of the master gage block, a TI measurement should result in a gage indication
between -0.023 and +0.003 inches for male connectors (0.207 to 0.233 inches).
B.2.2 After zeroing the gage using the “F” end of the master gage block, a TI measurement should result in a gage indication
between -0.020 and 0.000 inches for female connectors (0.187 to 0.207 inches).
