INTRODUCTION

Education is the foundation of any Nation. So, every person in the world
should be educated. This will be beneficial for both nation and people. As per
said by Nelson Mandela, “Education is the most powerful weapon which can be
used to change the world.” One can bring changes through Education in the
society. There were many challenges and problems, the moment India achieved
freedom. To bring change in Indian Education system was one of the
foundational aspects, to bring solutions of many challenges faced by
government of India.
The education system in Finland is ranked as the best education system of the
world. Finland has placed 1st for this category for 5 times now. The central
authority of devising and implementing education policies, supervising schools
and representing Finland in international educational contacts is the Ministry of
Education and Culture.
Finland did not do it overnight; neither did we. But if Finland could do it, we
can, too. With the National Education Policy (NEP) 2020 taking its baby steps
to improve education across the country, India can take queues from the Finland
one to build a strong base for a fruitful future and a better chance of a literate as
well as an aware and curious human being. In Albert Einstein’s words,
“Education is not the learning of facts, but the training of the mind to think.”
In this context, aims to establish the core differences between the two education
policy, attribute their effectiveness to their respective practices, and finally
analyse the factors in the Finnish system that India should pay keen attention to
so as to improve the quality of education it provides. The present research tries
to do a comparative analysis of the elementary education systems of India and
Finland. It aims to compare the objectives of education systems of India and
Finland and also tries to find out the similarities and differences between the
education systems of the two countries. The study is limited to the elementary
level. Researcher found that the principles of both the education systems are
quite similar. The major differences found were in the quality of education
given to students, the competence level of teachers, sense of professionalism in
teachers and the research based curriculum of the teacher education
STATEMENT OF THE PROBLEM :
The title of the present research is as following:

IMPORTANCE OF THE STUDY :


The present research will help the educators to study and comprehend the
policies thoroughly and allow them to implement the recommendations in an
effective manner. The present research will provide a clear idea on the needs of
the present society and will help the reader to plan accordingly in order to fulfil
the goals set by the policies. As an educator one must be 7 aware of the changes
taking place in the field of profession. This study will help the reader to get
crystal clear idea about the new policy and its objectives.

OBJECTIVE OF THE RESEARCH


The following are the objectives of the present Research:
1. To compare the Indian National education policy(2020)) and Finland
education policy.
2. To compare recommendations of the Indian National education policy(2020)
and Finland education policy.
3. To study the contradiction between both the policies.
4. To highlight the changes of the NEP2020 according to the present needs of
the society.

RESEARCH QUESTIONS
The following are the research questions of the present study.
1. What are the difference between finland education policy and NEP2020?
2. What are the major changes in New Education policy 2020?
3. What are the merits of NEP 2020 and Finland education policy?
4. What are the innovations mentioned in NEP 2020 and Finland education
policy?
DEFINITION OF THE KEY WORDS
1) The National policy on Education (NPE)
The National policy on Education (NPE) is a policy formulated by the
government of any country to promote and regulate education . The Indian
policy covers elementary education to higher education in both rural and urban
India. The first NPE was promulgated by the Government of India by Prime
Minister Indira Gandhi in 1968, the second by Prime Minister Rajiv Gandhi in
1986 and the third by Prime Minister Narendra Modi in 2020.

AREA OF RESEARCH
The given below are the areas of the present research.
1) Indian National Education Policy(2020)
2) Finland Education Policy

LIMITATION OF THE STUDY


The present research is limited to the drafts of both the policies i.e. Finland
education policy and NEP2020 respectively. It doesn’t have any limitations
particularly. It is a research in order to highlight and overview both the policies
comparatively.

TYPE OF RESEARCH
The present research is a Qualitative Research. It falls under the category of
Basic Research.
METHOD OF RESEARCH
The present research follows content analysis method. In the present research,
the researcher will compare the drafts of both the policies under various aspects.
Content analysis is a research tool used to determine the presence of certain
words, theme, or concepts within some given qualitative data (i.e. text). Using
content analysis, researchers can quantify and analyze the presence, meanings
and relationships of such certain words, themes, or concepts.
Content Analysis is defined as, “The systematic reading of a body of texts,
images, and symbolic matter, not necessarily from an author’s or user’s
perspective”
-Krippendroff, 2004

POLULATION AND SAMPLING


The present research has drafts of indian National Education Policy(2020) and
Finland education policy as the sample and population of the research design.

TOOLS, TECHNIQUES OF THE STUDY


There is no particular tool used for the present research. It is totally qualitative
based research. In this research, the researchers herself will carry out the content
analysis by comparing the various aspects of both the policies as per mentioned
in the objectives and research questions.

DATA COLLECTION
The data will be collected from the original draft of the Indian National
Education Policy(2020) and Finland Education policy. The decided points and
aspects will be compared from both the policies and it will be analysed in order
bring out the differentiation and similarities according to the questions of study.
