In order to carry out our duties and responsibilities to


our constituents systematically, the MSC is comprised
of eight (8) committees. The Executive Committee is
headed by the Governor and the other seven (7)
committees are headed by the Board Members. Below
are the per committees and the list of their meetings:

A. Executive Committee (EXECOM)

Description: The executive committee has the


responsibility and authority above all committees. It
acts as the decision board of the council. The
committee also provides direction and oversight for
the project/programs and ensure that the
project/program delivers the needed benefits in the
college.

B. Secretariat Committee (SECCOM)

Description: Secretariat Committee facilitates the


conduct, management and control of the exchange
of information and decisions between CPU MSC
and its internal/external relations (e.g.
University/College administration, other schools,
etc.) that is carried out most visibly through reports,
letters, invitations and other documentation needed.
Maintenance of the official records of all the
committee is a major responsibility under this
committee.

C. Logistics Committee (LOGCOM)

Description: The Logistics Committee is in charge of


the budget planning for the student council, which
include allocations, management of incoming and
outgoing funds and its auditing. The committee is
also in charge for the official council merchandise,
and other goods used by the student council, its
procurement, processing, and inventory.

D. Protocol Committee

Description: The Protocol Committee is responsible


in creating protocols, rules and guidelines set for
making the college organized and systematic,
coordinates services for the students through
assessment and integration of concerns and
grievances, and most importantly, supervises the
implementation of the Magna Carta of Medical
Students by providing programs that promotes the
rights and welfare of students of the CPU College of
Medicine.

E. Sports and Wellness Committee

Description: SAWCOM spearheads sports activities


of the college, facilitates wellness
activities/campaigns for the college, and facilitates
the forming of competent teams to represent the
college for interdepartmental or interschool sports

F. Public Relations Committee

Description: The Public Relations Committee is


responsible for the ideation, creation, and
publication of all publicity materials, in print or
digital, by the Student Council. The same committee

G. Culture and Arts Committee

Description: The Culture and Arts Committee


advocates to foster and develop the continuing

H. Leadership Committee (LEADCOM)

Description: The committee acts as the bridge


between the medical student body through their
class mayors and the CPU MSC. Relays classroom-
related concerns to the council and assists in
information dissemination.

month of October to present. Links were provided for

GRIEVANCE SYSTEM
The Grievance System is a Students’ Rights and Welfare (STRAW) Initiative established
to serve as an avenue where CPU medical students can raise their concerns and convey their
thoughts and views. It is an online platform made available for students where they can file formal
and/or informal grievances regarding school matters via Google Forms. A Grievance Algorithm
was implemented for the students’ reference. The Grievance System is made to provide
assistance to students that strengthen and advocate their rights as well as nurture their well-being.

As we are making the most of online tools and resources in this geographically-challenged
period, the grievance form was created using Google form to reach more students. With this form,
the student has the freedom to write anything, without restraint, from school-related concerns,
questions and clarifications to expressing personal complaints, opinions or violent reactions. If the
student wants to protect their identity and privacy, they were given the option to remain
anonymous. Students were also given the choice to use the language they are comfortable with
so that they can express themselves well. All the grievances submitted by the students are treated
with full confidentiality.

The committee developed and established a grievance algorithm to properly and efficiently
manage, evaluate and resolve student grievances. The grievance algorithm serves as a guide on
the procedure on how to determine what the grievances are and assess if it is grievable and non-
grievable issue. Upon receiving and assessing the grievances, it would be further classified
according to the nature of the grievance. All grievances concerning the school administration,
lecturers, fees, and other miscellaneous grievances will be relayed to the Governor. A formal letter
through proper channels will then be submitted to the Office of the Dean to address and resolve
the issues. If there is a resolution achieved, the case will be considered closed, otherwise, a follow-
up letter will be submitted. The grievances involving the students, MSC, and College of Medicine
events will be dealt by the Council and other concerned individual or party, if not, the case will be
handled by the Dean. If there is a successful attempt in settling the concern within the grievant or
initiating student with the concerned individual, the grievance will not be forwarded to the Dean
and shall be considered case closed. The achieved reasonable and appropriate resolution will
then be implemented or announced.

Provided below is the grievance algorithm developed and implemented by the Protocol
Committee:

Aside from classifying the grievances according to its nature, the level of urgency will also
be considered. With this, all the steps of the procedure delegated to the committee members are
time-bound. This is to efficiently manage all the student concerns, ensure that nothing or no one
will be neglected and appropriate response and actions will be delivered at the earliest, especially
on those grievances that were deemed to be urgent. A summary report will be written on instances
that there is a duplication or if there are two or more grievances were received on a certain time
or situation. Attached below is the table summarizing the time allotted for each step of the
procedure. Over-all, the whole grievance procedure should be accomplished within the time
period of 15-18 days.

This grievance system has successfully served its purpose in raising concerns and
asserting opinions of the students on various matters they encountered. Due to this remote
learning set-up, many students have faced difficulties and problems in attending their classes at
home with limited resources and lacks access to services and facilities the institution can provide
during the physical classes. From the time the grievance system was employed, a total of 108
responses were received and addressed by the committee. Receiving large number of negative
feedbacks from the students on the idea of paying full tuition on online learning, this led to
adjustments on the tuition and other school fees. Other than that, a mixed learning modality where
both synchronous and asynchronous classes can be held by the lecturers to cater those with
connectivity issues was implemented.

Established Grievance System received 108 responses since mid-September.


These were all addressed collectively by the administration after a series of dialogues.

Through this grievance system implemented, the students are being reassured that their
rights to quality education, freedom of expression, safe physical and mental health space, and
just and fair treatment are being protected. This does not only serve as an avenue for them to
voice out their concerns, opinions, and violent reactions related to academics but also for them to
have a breathing space where they can fully express their personal comments, thoughts or
feelings free from judgement and bias.

STUDENT WELFARE INITIATIVE

The CPU MSC provides holistic attention to our constituents by protecting the rights and
welfare of the Centralian Medical Students, promoting engagement and camaraderie in the
college, creating an avenue wherein the students can impart their talent and skills, and uphold
the value of a “Magaling na doktor at mabuting doktor” by inculcating the qualities of 5-Star
Physician thru Scientia et Fides.

The pandemic has presented the greatest challenge to our student council in recent
memory. With the long-standing relationship of trust to our medical school administrators, the
CPU Medicine Student Council has been able to advocate for the needs of students during this
period of unprecedented challenge. By holding on to the purpose of the Student Council—to
represent the needs of students and facilitate their learning and well-being—at the core of our
decision making, we have been able to identify challenges faced by students and quickly
implement solutions and alternatives.

Each committee prepared sustainable projects that help in the wellbeing of our
constituents. These projects are a mix of online and offline activities that will not only help them
in co-curricular aspects but also in the development of interpersonal abilities that enhanced their
mental health. The project dissemination is done online through our Social Media Accounts,
mainly on Facebook. Thus far, our projects have been a great success. Yet, we were able to
identify some hindrances that we have faced and present them through post event reports.
These Post Event Reports are made available to evaluate the implementation of each programs
and provide room for necessary improvement/s.

Summary: The Student Consultation was joined by the


College of Medicine’s Dean and Asst. Dean, alongside with
the MSC Advisor, the members of the MSC Executive
Committee and the mayors of the different year levels. The
1st Student Consultation event was able to discuss and relay the various grievances
and concerns of the different year levels to the CPU
College of Medicine Office in regards to the conduct of
online classes (e.g. guidelines for synchronous and
asynchronous classes, online quizzes and exams)

Donation Drive for Cagayan
is a donation drive initiated by the CPU MSC, in partnership
with CSU MSC, to raise funds for those who were

extremely affected by the typhoon in Cagayan. Event was


held online in order to reach as many people as possible.
Expected participants are mostly from CPU College of
Medicine student body. Event objective was to raise funds
for Cagayan but with no goal amount, and it was achieved
with a total of 93,466php collected.

Summary: Trivia Night 2020 was also the first ever Trivia
Night in the history of CPU College of Medicine. Aside from
testing the depths of the pool of knowledge of each house,
this event aimed to establish camaraderie and
sportsmanship between houses. It was also done to
strengthen the relationship within each house. Trivia Night

Summary: Christmas is a time to be merry and to keep up


with the season, CPU MSC held its annual Christmas Party
via ZOOM. It rolls around just once a year, giving the
members and staff the chance to let off some steam before
the holidays officially begins. It has a bit of a reputation for
annual Christmas celebrations to go all out on a theme or
stump up for a fancy venue where good food and a few

bottles of alcohol to celebrate everyone's hard work.
The head organizer for this event was SECCOM and the
event theme was "Santa Claus is Zooming to town".
Everyone was encouraged to wear Christmas-themed
headpieces and everyone was so game to participate.

White Christmas Celebration: Date: December 29, 2020

Summary: White Christmas Celebration: White Gift Giving


was held in three (3) hospital beneficiaries namely, Iloilo
Mission Hospital, St. Paul’s Hospital Iloilo and Western
Visayas Medical Center. This event was organized by the
Protocol Committee in-partnership with the Sports and
Wellness Committee. Traditionally, the MSC helds a
ColMed Christmas Party annually every December but due
to the unfortunate circumstances brought about by the
COVID-19 crisis, a Christmas celebration cannot be held
physically. The giving of white gifts especially to the most
relevant recipients during this time, our frontliners, was a
way for the MSC to commemorate the spirit of Christmas
despite the distance.
