1. INSTALLATION
 Open VCM box and inspect the checklist if complete
 Check Thermal Paper in the thermal paper compartment
 Install and plug-in BACK UP BATTERY to back-up battery port.
 Plug-in to AC outlet the POWER ADOPTOR. Push power button.
 Wait until VCM displays the message “Please tap in the slot the iButton.”
 Tap iButton and select Chairman (Profile Authentication). Enter Role PIN
of Chairman. VCM state is still “Not open”.
 LCD screen displays “Open voting”
 Check the Date & Time. Change date and time in “UTILITIES”
2. RUN DIAGNOSTICS
 Press“Diagnostics” found in command area. Tap arrow down and select
“Run All”. Follow the onscreen directions of the VCM.
 The machine will print "DIAGNOSTICS REPORT".
 To go back to Main Screen, press “X” on the bottom left side.
3. OPEN VOTING
 The Chairman will then select “OPEN VOTING”
 Enter the Role PIN of the Chairman then the VCM automatically print the
“Initialization Report”.
 The VCM State is now "OPEN"
 Press "GO TO VOTING" and the VCM will print “Status Report”
 CASTING OF VOTES.
 The VCM is now ready to receive Ballots
 Check if the Cast Counter is “0” before inserting the first ballot.
 Cast 10 Final Testing and Sealing (FTS) Ballots. After every Ballot
successfully casted, the VCM will print the Voter Verifiable Paper Audit
Trail (VVPAT), also known as “Vote Receipt”.
4. CLOSE VOTING
 Tap iButton and press MEMBER enter Role PIN of EB Member and EB
Poll Clerk.
 MAIN SCREEN–Press or Tap "Close Voting"
 Enter Role PIN of Poll Clerk and EB Member.
 VCM request for the Digital Signatures of the EB Members.
 Press NEXT.
 Tap Ibutton of Chairman and enter role PIN.
 Press NO to “Do you want to add another digital signature?”
 VCM will transition from ÖPEN” to “CLOSED” state.
 The machine will Print 8 copies of ER for NATIONAL POSITIONS and
8 copies of ER for LOCAL POSITIONS and automatically prints
“Statistical Report”
 VCM will ask, “Do you want to transmit the election results?”
 Press “NO” to skip transmission (NO TRANSMISSION DURING FTS)
 The machine will automatically Print 22 copies of ER for NATIONAL
POSTIONS and 22 copies of ER for LOCAL POSITIONS. For FTS
purposes WE WILL NOT PRINT THE 22 CO. of ER, open the thermal
printer cover (to skip printing) then press SKIP.
 Proceed with the MANUAL VERIFICATION
5. RE-ZERO ( DO NOT FORGET TO EXECUTE THIS)
 MAIN SCREEN - Tap "Utilities" and select Re-zero
 Enter the Chairman Re-zero PIN to Re-zero. Tap “YES” if you want to
proceed or delete the Ballots Cast.
 The machine will print “RE-ZERO REPORT”
 The system needs to “SHUT DOWN” if Re-zeroing has been completed
successfully - Press"OK"
 NOTE IN MINUTES OF TESTING & SEALING; VOTING & COUNTING
ALL THAT TRANSPIRED DURING FTS. LEAVE MINUTES INSIDE
VCM BOX FOR USE ON ELECTION DAY.

2. OPEN VOTING
 The Chairman or Members will then select “OPEN VOTING”
 Enter the Role PIN of the Chairman then the VCM automatically prints the
“Initialization Report”.
 The VCM State is now "OPEN"
 Press"GO TO VOTING" and the VCM will print “Status Report”
 CASTING OF VOTES
 Voting starts from 6:00 A.M. to 7:00 P.M.
 The VCM is now ready to receive Ballots
 Check if the Cast Counter is“0” before inserting the first ballot.
 After every Ballot successfully casted, the VCM will print “Voter Verifiable
Paper Audit Trail (VVPAT), also known as “Vote Receipt”.
 CHANGE THE THERMAL PAPER EVERY AFTER 70 PRINTED
VVPATS.
3. CLOSE VOTING
 Tap iButton and press MEMBER enter Role PIN of EB Member and EB
Poll Clerk.
 MAIN SCREEN – Press or Tap "Close voting"
 Enter Role PIN of Poll Clerk and EB Member.
 VCM requests for the Digital Signatures of 3 EB Members.
 Tap iButton of EB Chairman and enter role pin. Press NO to add another
digital signature. VCM will transition from “OPEN” to “CLOSED” state
 The machine will Print 8 copies of ER for NATIONAL POSITIONS and 8
copies of ER for LOCAL POSITIONS (At this point insert the
transmission device to acquire connectivity which takes at least 2
minutes) and automatically prints the “Statistical Report” thereafter.
4. TRANSMISSION
 VCM will ask “Do you want to transmit the election results?”.Press “YES”.
VCM will automatically transmit to MBOC/CBOC, CENTRAL & KBP
TRANSPARENCY and will print “TRANSMISSION REPORT”
 The machine will automatically Print 22 copies of ER for NATIONAL
POSITIONS and 22 copies of ER for LOCAL POSITIONS.
 Voting process has been completed – Press “DONE”
 Press “Retransmit results” if results were partially transmitted only.
 VCM will return to the Main Screen and now in “CLOSED STATE”
 PRINTING OF OTHER REPORTS
 Tap “REPORTS” from the Main Screen and select the “PRINT AUDIT
LOG”. The EB Member shall “INPUT DATE/TIME From & To”, then press
print Audit Log.
(NOTE: The “FROM” date stamp should be the same as system date [5.09.2022]
and TIME stamp should be the time you boot up your VCM but not later than 6
am. The “TO” Date stamp should be the date you completed the election
process and the TIME stamp should be the system time you print the audit log
then press ( ) button on the right bottom of the screen.
 Tap Reports if you want to print other reports. Then Press “X” located
on the bottom left side of the screen.
5. WRITE PROTECT –
 Press "Write-Protect Data" - "YES" Only after “Successful
Transmission” to ALL SERVERS
 Press “OK” to “SHUT DOWN” the VCM.
 REMOVE the MAIN MEMORY SD CARD from SLOT “A” of the VCM,
place the SD card inside the envelope and Write “TRANSMITTED” for
successful transmission or “NOT TRANSMITTED” for unsuccessful
transmission and seal the envelope and deliver to the RCG of the MBOC.
 The back-up SD card shall not be remove from the VCM and the cover of
slot “B” shall remain locked.
 DISASSEMBLE & BOX THE MACHINE & PERIPHERALS
 SEAL with E-DAY STICKER (AFTER ELECTION DAY)
