Breeding Program

The Department of Agriculture implemented Administrative Order No.03 Series of


2007 “IMPLEMENTING RULES AND REGULATIONS OF THE BEEF CATTLE
BREEDER FARM ACCREDITATION PROGRAM (BCBFAP)”. They implement the
National Livestock Program (NLP) to accelerate livestock development and contribute to
the objectives of food security, increased farmers’ income and people empowerment.
This program identifies, accredit and promote beef cattle farms with genetically
improved quality breeders; and to sustain the advanced status by ensuring availability
and wide distribution of good quality breeder stocks even among small-hold farmers.

ProgNative Animals

The Bureau of Agricultural Research (BAR), in partnership with the Bureau of


Animal Industry-National Swine and Poultry Research and Development Center
(BAI-NSPRDC), is intensifying its research and development (R&D) to develop
technologies that will address conservation, characterization, and commercialization of
potential strains of native animals, through product development and promotion.

The agency’s projects were implemented by the BAI-Animal Products and


Development Center and NSPRDC; DA-Regional Field Offices 4-A, and 5; state
universities and colleges including University of the Philippines Los Baños, University of
Rizal System, and Southern Luzon State University-Judge Guillermo Eleazar;
municipality of of Tagkawayan, Quezon; and civic organizations.

One successful BAR-funded project under PNAS was the “Agricultural Systems
Approach to Commercialization of Native Swine in Quezon” implemented by University
of the Philippines Los Baños Foundation, Inc. (UPLBFI).

Feed Cost Reduction

The Department of Agriculture (DA) has developed a cheaper aquafeed which


uses locally produced raw materials, that could bring down the production costs of
tilapia and milkfish by as much as PHP10/kg amid soaring prices of imported feed
products. In a news statement, the DA said a joint project by the Southeast Asian
Fisheries Development Center-Aquaculture Division (SEAFDEC-AQD) and the National
Fisheries Research and Development Institute (NFRDI) has formulated a
locally-sourced “efficient, sustainable and low-cost” aquafeed.

SEAFDEC Aquaculture Department (SEAFDEC/AQD) was established in 1973


to conduct research, develop technologies, disseminate information, and train people in
the farming of fishes, crustaceans, mollusks, and seaweeds for food, livelihood, equity,
and sustainable development. In 2015, the National Fisheries Research and
Development Institute (NFRDI), the research arm of BFAR, created a project to revive
TPJF.

Furthermore, the DOST program helps mills churn out quality feeds at lower cost.
a group of poultry raisers twelve years ago to venture into what is now Qualimed
Feedmills, Inc.,which was specifically set up to produce and guarantee their supply of
quality feed at less cost. “Qualimeal was mainly established to supply stockholders and
directors with whom some small entrepreneurs and growers, mainly swine, get their
supply of feed. Stockholders thus pay for their feeds and they then assume the
responsibility to pay the feedmill. It does safeguard the feedmill to prevent possible
occurrence of overdue accounts. Today, it serves other clients but through the
directors,” said Teotimo L. Reyes, Jr., president of Qualimed Feedmills.

Animal Health

The Phil-AHIS or Philippine Animal Health Information System is an integrated


system conceptualized from FMD Information Management System (FMD-IMS) that will
enhance and provide standard timely and improved quality information through the use
of automatic data generation.

The purpose of this section is primarily responsible for ensuring animal’s health,
disease-free and well looked after. One of its key roles is to implement policies aimed at
preventing – or managing – outbreaks of serious animal diseases, and in doing so
support the farming industry, protect the welfare of animals and safeguard public health
from animal borne diseases. The birth of the Philippine Animal Health Information
System or Phil-AHIS as it is widely known today, started during the latter part of the Foot
and Mouth Disease Eradication Program where the FMD-Information Management
System or FMD-IMS was migrated from DOS based programming platform, to its
current program, and expanded to include all diseases being monitored by the Bureau
of Animal Industry (BAI). It evolved into a functional system that could extract all
important data on disease monitoring, vaccination, and animal movement in case of an
outbreak of any animal disease in the country.

Farm to Market Linkage

Linking farmers to the market is a key strategy in this transformation. The


research areas envisaged to strengthen this strategy include the following: determining
the key constraints of farm-market linkage, a systematic scanning of the commercialized
agriculture to establish the state-of-the-art farm-to-market linkage, benchmarking the
farm-market linkage, and identifying best practices in farm-market linkage in the
domestic setting. The project was funded by the Department of Agriculture-Bureau of
Agricultural Research (DA-BAR) and was carried out in collaboration with the
Department of Agricultural and Applied Economics, University of the Philippines, Los
Baños, Laguna. The project officially started in mid-October 2015 and ended on 31
October 2017 with Dr. Prudenciano U. Gordoncillo, specializing in monitoring and
evaluation, agricultural development, and policy analysis, as Project Leader.

This research project aimed to document best practices in farm-market linkage


and develop policy recommendations leading to reforms that will improve
farm-to-market linkage in Philippine agriculture. The specific objectives of the project
were to:

● Establish the typology of farmers in the countryside;


● Establish the state-of-the-art in farm-market linkage in the domestic scene;
● Determine the key constraints to direct farm-market linkage;
● Identify best practices in farm-market linkage domestically;
● Benchmark best practices in domestic farm-market linkage; and
● Draw policy implication towards replicating best practices in market linkages and
promoting farm-market linkage to transform subsistence agriculture into viable
commercial farms.

system it uses, and the feed that is available. Use the illustration table below.

● Talk with local beef cow herd operators to find out how they care for the cows and
calf/calves at calving time and up to weaning. Make a documentation on the
practices they used in the area and recommend any improvements that you feel are
needed.Include the routinary activity like feeding, cleaning and disinfection of the
house, and disease management.
