RATIONALE

It is indeed that the Philippines has a high poverty rate as 16% of its population is living
in poverty. Lack of education and job attainment, lack of government support, conflicts, and the
expensive cost are concluded as the main root of the so-called poverty in our country. As a
result, stress and depression are what poor people feel that leads to the absence of hope in
their lives since it is really difficult for them to survive with absolutely none, and even getting
food and other basic needs is hard because they do not have any source of daily income.
Besides, St. Joseph Institute (2018) stated that poverty can decrease self-esteem, social
support, and acquire healthcare wherein are connected to substance abuse as poverty raises
the risk factors for addiction. Due to the prevailing negativity within themselves and their
surroundings, they begin to engage themselves in drugs just for them to make themselves
happy again and escape the problems that never end. Moreover, people who are experiencing
poverty or those less fortunate ones are found by studies as more into illegal drug addiction
wherein Filipino street children are more prone than non–street children to take drugs in which
those who do not keep familial touch are the most endangered.

With that existing problem, this project will be proposed to serve as a solution in
eliminating poverty and decreasing illegal drug addiction of the Filipinos below the poverty line
particularly at the slums along the Zapote river in Bacoor, Cavite. This certain place is observed
by the proponents to be filled with needy people that’s why it was chosen to be the target
participants of the 3-month project and since the proponents find this place nearby compared
to the other slum areas around the Philippines. To help them, this project will further develop
the minds of the participants through conducting seminars that will be led by knowledgeable
speakers who can give them awareness and much ideas about taking care of mental health,
and the effects, prevention, and control of illegal drugs, and especially business or
entrepreneurship that could be a great way for them to have a source of daily income. Besides,
there will be also professionals that will train the participants about various skills for certain jobs
appropriate for undergraduates or no experience jobs people like customer service, tailoring,
retail store, assistants, housekeeping, barista, etc. in which through those training sessions with
the professionals, the participants will be equipped whenever they will search for different job
opportunities, or they would use those learned skills to start a small legal business. In addition,
to assist them in starting a new life in the year 2022, the program will lend financial help for the
participants with the assistance of the town hall wherein they may utilize the money to begin
their business or either fulfill their basic requirements while looking for a job that would be a
start for them in leaving their hard and old way of living.

Therefore, this project proposal is indeed significant as it focuses on the welfare of the
individuals living on the slums along the Zapote river in Bacoor, Cavite wherein their problems
about poverty, mental health, and illegal drug addiction will be addressed through the conduct
of seminars, job training, and offering of some financial help. About that, this 3-month project
is essential as it could lead to the decrease of poverty and drug addiction rate in the province
and later, the country. Hence, as this project allows the people on the poverty line to explore
their passions, focus on what they really want in life, begin, and make their own legal business
or acquiring jobs, this may result in them gaining fruitful knowledge, thriving happily and
healthy, and earning income, then gradually overcoming poverty in order to live a better life
that is filled with lots of hope.
