1 Introduction
1.1 Purpose
The purpose of this document is to establish a uniform approach to the use and design of
‘Signs and Signboards’ for the Comany’s facilities and infrastructure works.
This specification is intended to:
- Set the Company standards for facilities along the facilities life cycle.
- Disseminate and record facilities related information, experience and procedures.
1.2 Scope
This specification is applicable for the construction, maintenance and operations of the
Company’s facilities and civil infrastructure works. This document is applicable for the
use of Company’s Oil and Gas and Real Estate facilities.
1.3 Target Audience Distribution & Further Copies

This specification is intended for the use of PDO personnel and their nominated
Consultants and Contractors. This document will be distributed and archived
electronically within Company’s live link. Latest version of this document will be available
in the Company’s CMF portal.
1.4 User Guidelines

This specification supersedes the SP-1284 Version 2.0 ‘Specification for Signs & Sign
Boards’. Other than the conversion or formatting, the following are the main changes to
this document.
- Applicable Standards, Specifications and Codes are revised.
- Section numbers, headings and content of few sections under section 1.0 are
altered.
Users intending to erect a sign or signboard on or relating to a Company facility shall
comply with this document. Applications for signs shall be made on the form included in
this document (refer Appendix B1) and require authorisation by the Asset Custodian.
The content of signs require the approval of the Company’s External affairs & Information
Department (HVX). User should consult the Company’s Site Representative for further
requirements if any.
User shall follow the Company’s standard procedure for the procurement of Signs and
Sign boards and shall be obtained from the source approved by the Company. User shall
refer the PDO portal for the Company approved vendors for materials and equipment
(AVME) list.
Contractor may propose alternative materials if any and shall get approval from Company
in advance. Company has the rights to accept or reject such materials.
Preference should be given for the locally produced materials to sustain the use of ‘Made
in Oman’ products and to support the development of nation.
It should be noted that the department references given in this document are based on
the current status of the PDO organisation at the time of preparation of this specification.

It is the responsibility of the User to check and to get the approval from the concern
authority.
This Specification does not include the equipment identification marking systems, which
are detailed in the relevant discipline GU’s & SP’s.
For all HSE requirements, the User should refer the CP-122 ‘Code of Practice for Health,
Safety and Environmental Protection’ and other documents referenced therein.
1.5 Changes to the Specification

Owner of this document is the Corporate Functional Discipline Head (CFDH) of Civil
Engineering. Reviews, modifications or changes to this specification will normally be
made by the CFDH every four years once or earlier when justified. Any User of this
document, who encounters an inaccuracy or ambiguity, is requested to notify the CFDH
using the SP user-comment form provided in Appendix-E.
1.6 Order of Precedence

All works shall be carried out in accordance with the Codes and Standards as specified in
this document. The order of precedence shall be as follows:
- Royal Decrees, Local Government Acts and Regulations
- Project Specific procedures, instructions
- Codes of Practices (CP)
- Company Specifications (SP)
- Company Procedures (PR)
- Guidelines (GUs)
- International Codes and Standards
- Good engineering practices
1.7 Units of Measurement

In general, SI Units of measurement shall apply for all works. The main symbols should
be used are given below. The same symbol should be used for singular and plural
values. No full stops or other punctuation marks should be used after the symbol unless
it occurs at the end of the sentence.
A single space should separate figures from symbols. In addition, the following are used
in this document.

1.9 Step-out and Approval

Any deviation from this part of specification shall be subject to the Company’s approval
and shall be addressed in writing to the CFDH through live link by using the variance tool
or any other appropriate system which is applicable. In all cases, the Company determine
the adequacy of the design carried out and works executed by the Contractor in
accordance with this Specifications.
1.10 Health, Safety & Environment (HSE) Requirements

The Contractor shall throughout the progress of the Work have the strongest regard for
the Health, Safety and Environment of all persons and/or places upon and around the
Worksite and shall keep the Worksite and the Work in an orderly state appropriate to the
avoidance of danger to all persons and properties and shall provide its personnel, at the
Contractor's cost, with protective clothing and equipment as may be required for the Work
under the Company's Safety Regulations.

2 Scope
2.1 General
Signs and Signboards are required to identify the facility location, industrial, safety,
communication works. This document illustrates the ‘Signs and Signboards’ details which
is required for the Company and its associated facilities.
2.2 Company Logo

Company’s logo as given in Figure 1 is for reference only. For the logo details, user shall
refer the Company’s Corporate Identity Publication. Copies of which are available from
the Company’s External Affairs and Information Department, (HVX). User shall refer the
HVX department for the corporate identity, text and/or symbols.

2.3 Sign & Signboard objectives

In the selection of a sign, the following should be addressed with the objective to
standardise and ensure clarity of communication.
2.3.1 Purpose
Signs and signboards are required for the following purposes:
- Company Location or Facility Identification.
- Safety
- Highway
- Industrial
2.3.2 Location
Sign and signboard details shall take account of the location, which may be:
- Outside a facility
- Inside a facility
- Outside a building
- Inside a building

Signs should be located, not only so that the message has maximum impact, but also so
that it cannot be misinterpreted, and that the sign does not in itself constitute a safety
hazard.
2.3.3 Size
The size of a sign or signboard is determined by the following factors.
- For reading from a vehicle at a particular speed
- For reading from a particular distance
2.3.4 Message
Sign and signboard messages are classified as follows.
Directive : This way

2.3.5 Material
Sign and signboard materials shall be appropriate for the size and location. The standards
materials for the sign components are:

W Wall : 0.7 mm thick aluminium.
2.3.6 Fixing
Sign and signboard materials shall be appropriate for the method of fixing which may be:
- Free - standing on `A` frame
- Pole mounted
- Wall / fence mounted
- Equipment mounted
- Adhered

2.4 Sign & Signboard Format
2.4.1 Language
All signs shall have wording in both Arabic and English. The Arabic script shall be above
or to the right of the English script, and shall be of equal size and prominence.
Arabic script shall be in Advertising Medium Naskh

2.4.2 Wording & Translation

Sign wording shall be agreed between the Company’s External Affairs & Information
Department, (HVX) and the User, in consultation with relevant authorities and shall be
subject to the approval of HVX.
Translation of the wording between English and Arabic shall also be subject to the
approval of HVX.
2.4.3 Symbols
Symbols and pictorial representations on signs shall comply with standards listed in
Section 1.8 of this specification. Symbols not listed shall be designed to be as simple as
possible, clear in interpretation and shall include an explanation in both Arabic and
English. Such designs shall be subject to the approval of HVX.
2.4.4 PDO Signs

Signs showing the Company identity, locations and or departments, shall comply with the
requirements of the Company Corporate Identity Publication.

2.4.5 Highway Signs

Road signs shall comply with the requirements of Oman Highway Design Standards 2010
Volume 2.
Size of script shall be designed for an 80 km/h maximum road speed for graded roads
and 100 km/h maximum road speed for primary asphalt roads. However, script on
direction signposts at road intersections may be designed for a 50 km/h maximum road
speed for both graded and asphalt roads.
Mandatory Warning Sign as given in Appendix C section 3.3.5.11 shall be required below
the danger warnings at all junctions of the graded/tarmac transition to give more
information about the dangerous situation.
Note:
Road markings design and its application details are not included in this specification.

2.4.6 Street Name Signs

Street name signs in Ras al Hamra, Mina al Fahal and Interior Camps shall comply with
the requirements of:

2.4.7 Safety Signs
2.4.7.1 General
Safety signs shall comply with the requirements of the International Standards listed
Section 1.8 of this document.
The Company Logo, name and Corporate Identity shall not be used on safety signs within
Company facilities, except in special circumstances, subject to the approval of HVX
department.
2.4.7.2 Viewing Distances

A general guide for the size of safety signs, showing symbols only, relative to viewing to
distances is given in Table 1. Sizes may have to be increased if both symbol and wording
are incorporated. Sizes shall be subject to the approval of HXM.

2.4.7.3 Colours
Safety colours and their meanings are given in Table 2, together with examples of their
use and the contrasting colours that shall be used, if required.

2.5 Materials for signs

Materials used for signs or signboards shall be suitable for local environmental conditions
to ensure that they do not fade nor deteriorate due to long exposure to ultraviolet light,
wind or sand abrasion.
Proprietary signs from an approved source may be used for all works, subject to materials
specification and wording approval by HVX department. A list of approved signs, which
may be held in stock by the Local Agent, is given in Appendix A of this document.
Note:
- Timber shall be not used for signs.
- All signs shall have round corners.
2.5.1 Aluminium Alloy Sheets

Aluminium alloy sheets shall conform to ASTM B 209, 6061-T6 aluminium, degreased and
anodyne- treated or equal and approved.
2.5.2 Concrete & Reinforcing Steel

Concrete and reinforcing steel for signs and sign board foundation shall comply with:

Chapter D
2.5.3 Sign Posts

Sign Posts shall be of grade 43 steel conforming to BS 7668, BS EN 10210 and other
appropriate standards as listed in section 1.4.2or equal and approved. Corrosion
protection for signposts shall be by galvanising or painting. Galvanising shall conform to
BS EN ISO 1461 Hot Dip Galvanised Coatings on Fabricated Iron and Steel articles. .
Painting works shall comply with:

Painting shall be:

- One shop coat of red lead primer
- One field coat of tinted aluminium paint.
- Followed by one field coat of aluminium paint
2.5.4 Sign storage

Signs shall be stored off ground and under covered properly.

2.6 Signs & Signboard Installations
2.6.1 Out-side buildings

Signs outside a building which, may be required to be read at night, shall be reflective
from vehicle headlights or other source of artificial light.
2.6.1.1 Free Standing Signs

External free standing signboards shall be manufactured from 3 mm thick aluminium.
Signs shall be erected so that the edge and face of the sign are truly vertical and the face
is at an angle of 92o to the centreline; that is facing slightly away from the centreline of the
lane, which the sign serves. Where lanes divide or are on sharp curves, sign faces shall
be oriented to be most effective both day and night and to avoid specula reflection and
glare.
2.6.1.2 Mounted Signs

External wall or fence-mounted signboards may be manufactured from 0.711 mm (22
swg) aluminium plate, drilled and plugged to walls. Adhesives shall not be used to fix
signboards to background surfaces.
2.6.1.3 Sign Faces

Sign face, script and symbols should be cut vinyl, vacuum applied with a heat-activated
adhesive. Street name signs may be manufactured by silk-screen technique.
The rear sign face of signs shall be painted with:
- 2 coats of priming paint pigmented with chromates of chromes (excluding lead
chromes)
- 2 coats of weather - resisting dull silver grey paint.
Where connection of large aluminium sheet signs to a steel-stiffening frame is required,
the exposed rivet heads shall be painted on the sign face to properly match the colour of
the surrounding material.
2.6.1.4 Signboard Frames

Signboards having sides greater than 1200 mm but less than 4000 mm shall be framed
with 40 x 40 x 4mm MS angle. Signboards having sides greater than 4000 mm but less
than 6000 mm shall be framed with 50 x 50 x 5 mm MS angle. Signboards having sides
greater than 6000 mm shall have individual framing and support design.
Where framing is required, aluminium signboards shall be top-riveted, with aluminium
rivets, to the frame angle. Exposed rivet heads shall be painted to match the background
colour. Fixing clamps shall be gripping MS saddles to circular hollow-section posts and
shall be supplied by the signboard manufacturer.
2.6.1.5 Supporting Posts for Signboards

Supporting posts for signboards shall be rigidly set in mass concrete of suitable size to
resist prevailing wind loads. Sign supports shall be to the plumb.
Posts supporting signboards, except for highway signs and street name signs, shall be
painted with alternate, equal black and white bands in accordance with:

Colours of posts for highway signs shall comply with the requirements of The Oman
Highway Design Standards 2010 - Volume 2.
Colours of posts for ‘Street Name Signs’ shall comply with the requirements of the
Directorate General of Technical Affairs, Capital Municipality - Sultanate of Oman.
2.6.1.6 Footings for Posts

Foundations for signboard supports should be designed to suit each particular application.
However, as a guideline, the foundation for a 0.5 m2 sign supported on a single post
should comprise 0.1 m3 of mass concrete.
Concrete shall be placed against undisturbed excavated faces, except that the top 150
mm of each footing shall be formed. The entire footing shall not be formed without the
Company approval.
Concrete shall be thoroughly compacted and spaded to eliminate all voids. Tops of
footings shall be finished with a wood float and all exposed edges shall be rounded with
an edger.
Backfill shall be thoroughly compacted by mechanical tampers, and care taken to prevent
damage to the finished concrete. Backfill shall be brought up level with the finished
ground line.
Pipe post bases and/or posts set in concrete shall be firmly supported plumb vertical and
at the proper elevation.
2.6.1.7 Fastenings to Posts

After installation of signs on their supports all bolt heads, screw heads, and washers,
which are exposed on the face of the sign shall be painted. The colour of the paint used
shall be as nearly as practical the same as the colour of the background or message area
at the point where the bolt, screw, or washer is exposed.
Where aluminium signs are mounted with steel hardware or on steel posts, approved
asphalt, nylon, or neoprene insulation shall be installed at all points where dissimilar
metals come in contact.
2.6.2 Inside Buildings

Materials for signs inside a building, within a controlled environment, may be
manufactured form 1.5 mm thick rigid PVC, 0.7 mm thick aluminium plate or self-adhesive
vinyl, applied to a smooth clean background.
Sign face, script and symbols should be cut vinyl, and hand application may be used for
internal signs, or silkscreen finish.

2.7 Manufacturers & vendors
2.7.1 Qualification
Signs & Sign boards shall be procured from the Company approved Manufacturers and
Vendors, as listed in the:
AVME List : Approved Vendors for Materials & Equipments List
Refer the PDO web page for the latest AVME list.
2.7.2 Arabic script

The sign Manufacturer shall ensure that all Arabic script used is as specified.
2.7.3 Supervision
A qualified supervisor, conversant in the English language and experienced in the
production of high quality signs, shall supervise all fabrication work.
2.7.4 Inspection
The Company shall be granted, on request and during normal working hours, access to
any part of the Manufacturers workshop.
2.7.5 Documentation
Delivery Notes, Invoices or Manufacturer’s Certificates for signs and sign materials,
supplied in accordance with this Standard shall clearly indicate technical criteria and
unique procurement data for each sign.
Such documentation shall include, but not be limited to:
- Manufacturer’s name, trademark or other means of identification
- Type of sign
- Date of manufacture
- Compliance with relevant standard
- Certificate of Guarantee
2.7.6 Touch up paint

With signboards drilled for fixing, the manufacturer shall supply sufficient paint, matching
with the background colour, to cover exposed fixing heads.
2.7.7 Guarantee
Vendors shall provide a guarantee of 5 years minimum against deterioration of signs due
to local environmental conditions.

2.7.8 Approval
The Company hold the rights to accept or reject or to stop the manufacture of any sign or
signboard, which fails to meet the requirements of this standard. The cost of remedial
work shall be borne by the Vendor of the sign or signboard.
2.8 Signs Supplied by the Company

Signs procured directly from the Company’s procurement and supplies department shall
have MESC numbers and are listed in Section 3.1 -appendix A. Contractor shall procure
these items directly from the Company by means of Materials Requisition (MR).
2.9 Signs Supplied by Others

Signs manufactured by the approved manufacturers, may be held in stock by the Local
Agent. These items shall not have MESC numbers and are listed in Appendix B - section
3.2. Contractor shall get formal approval from the Company by means of Materials
Requisition (MR).
2.10 Standard Signs

Refer Standard signs catalogue in Appendix C – section 3.3 for the selection of signs
type, reference number, sizes and material specifications.

The following signs are not having any MESC numbers and shall be procured directly
from the Company Approved Manufacturer or Vendors or from the Local Agent. Refer the
AVME List from PDO web site for the latest Manufacturers and Vendors list. The sign
reference numbers given below are taken from the manufacturer's Catalogue. Most of
the signs in this catalogue are available in two materials, suitable for use inside buildings,
i.e. self-adhesive vinyl or rigid 0.7 mm PVC. User shall choose the appropriate materials
