1 INTRODUCTION
A Specification (SP) is a document that Petroleum Development Oman (PDO)
issue to specify their requirements, procedures and standards. The prefix for
these documents shall be SP.

1.1 Purpose
This SP specifies additional and/or modified requirements to DEP 33.67.01.31 -
Gen. 'Low Voltage Switchgear and Control Assemblies'.
DEP clause numbers used in this SP refer to the relevant clause numbers of the
above DEP, issue dated Feb 2011.
This SP shall be complied in totality. Approved variance shall be obtained from
CFDH-E, in case of any deviation from this SP/DEP.

1.2 Applicable Standards, Specifications and Codes

1.3 Compliance with Standards

1.3.1 Language and Units of Measurement


The English language and the International System (SI) units of measurement
shall be used in all documents and drawings; refer to I S O / I E C 8 0 0 0 0 .
Where the SI unit is a conversion of a manufactured dimension, the original
dimension can be placed in brackets, after the SI units. For example, 50mm
(2in) pipe.

1.4 Product/Asset Warranty


The equipment shall be guaranteed to meet specified technical particulars
listed in this Specification and all referred standards and codes. These
guarantees and particulars shall be binding and shall not be varied without the
written permission of the Company's Representative. Any deviation, concerning
both requirements and recommendations shall be identified in writing at the time
of quotation.
If the guaranteed performance of the equipment is not met and/or if any
component fails to comply with the specification requirement in any respect
whatsoever at any stage of manufacture, test or erection, the Company
Representative may reject the equipment, or defective component thereof,
whichever he considers necessary, and after adjustment or modification as

directed by the Company's Representative, the Vendor shall submit the item for
further inspection and/or test.
All repair procedures shall not be performed without the prior approval of the
Company's Representative. In the event of a defect on any item being of such a
nature that the specification requirements cannot be fulfilled by adjustment or
modification, such item shall be replaced by the Vendor, at his own expense to
the entire satisfaction of the Company's Representative.
Equipment repaired to an approved procedure shall not be accepted as a
permanent solution or replacement unless the Vendor guarantees in writing that
the repaired plant or component shall have the same service life and efficiency as
the component originally manufactured.
The Vendor shall also warrant all equipment and component parts against
defective material, design and /or workmanship. Merely extending a Sub-
Vendor’s warranty is not acceptable.
The approval of the Company's Representative of inspection and/or test results
will not prejudice the right of the Company's Representative to reject an item of
equipment if it does not comply with the contract document when erected or
prove completely satisfactory in service.
Product/asset warranty shall further refer to the requirement as specified in the
commercial package of the contract document.

2 AMMENDMENT/SUPPLEMENT
2.1 DEP Clause 6.1 – Name Plates
Add to this clause:
• Name plate details shall be furnished in form of a drawing with dimensions by
vendor for company's approval.
• In addition to the equipment nameplate a separate plate stating the internal arc
classification of the switchgear with permissible short circuit current and duration
of arc as per IEC TR 61641, Criteria 1 to 7 shall be provided. Also the operating
conditions required in order to maintain the arc-resistant rating of switchgear
shall be clearly indicated on the label.
• Circuit labels for switchgear shall be fastened to the front cover of the relevant
cubicles, compartments, etc… Where the cable terminal compartment is not
adjacent to the front cover of the top, a separate circuit label shall be
provided. On withdrawable type units, these labels shall be mounted on the
fixed and on withdrawable parts. Circuit labels for switchgear shall be of white
non-deteriorating material with inscriptions in black. A plate of corrosion-
resistant metallic material shall be fixed to a non-removable part of each
switchboard showing the switchgear number in 6mm high letters. Enamelled
plates are not acceptable.

2.2 DEP Clause 6.2.2 – Instructions for Handling, Installation, Operation


and Maintenance
In addition to the drawings / documents listed in DEP, following shall also be
provided for Company review /approval:
l. Panel floor fixing arrangement drawings
m. Switchboard heat dissipation details (Heat dissipation calculation at full load
considering all spare compartments/feeders)

2.3 DEP Clause 7.1 – Normal Service Conditions


For the atmospheric conditions in substations refer SP-1103, Appendix-1.

2.4 DEP Clause 7.3 – Conditions during Transport, Storage and Erection
For transport requirements to and inside Oman reference shall be made to PR-
1858 – Procedure for Material Handling, Storage & Preservation and SP-2000,
HSE, Road Transport.

2.5 DEP Clause 8 – Constructional Requirements


Add to this section:
Anti-condensation panel heaters are not required for indoor type LV Switchboard
installed in Air Conditioned room. All enclosures containing electrical/control
equipment not installed in an air-conditioned environment shall be provided with
anti-condensation heaters controlled via a hygrostat-thermostat combination.

2.6 DEP Clause 8.1.1 – General


Add to this section:
1. The maximum height of the switchboard including the base frame shall not
exceed 2200 mm. Individual shipping sections shall be provided with the
appropriate provision for lifting.
2. The switchgear shall be provided with base frame and all associated
mounting / fixing accessories.
3. Requirement of single front or double front arrangement shall be specified
in the requisition.
4. Instead of spare skeleton compartments specified in DEP, each
switchboard shall be provided with fully equipped spare modules. The
number of spare modules shall be 10% of each size of outgoing units
(project may increase the spare requirement) subject to the minimum
number being two for each size. They shall be allocated to the switchboard
sections taking into account of the actual load distribution and the maximum
load that can be accommodated.
5. Cubicles shall have at least 20% spare terminals and enough extra space
on mounting rails for another 20% terminals. Sufficient length of spare
wiring shall remain to allow any core to be transferred to any other terminal
in the same terminal block row.
6. Auxiliary wiring shall comply with the requirements of this specification, SP-
1099, SP-1103, SP-1109, and DEP 33.64.10.10-Gen.
7. All conductors for wiring in panels of equipment shall comprise stranded
copper conductors. Wire wrapped installations or similar, single strand
wiring shall not be used. The minimum cross section of wire shall be 2.5sq.
mm for all secondary wiring associated with current transformers. The size
of wiring for circuits other than CT secondary wiring shall be not less than
1.5sq. mm cross-sectional area. The earthing & bonding conductors shall
comply with the minimum requirements specified in SP-1109.

8. All wiring shall be left sufficiently long and neatly looped to allow a fresh
termination to be made should the original termination device break
off. Where wiring crosses between a side sheet and a hinged panel it shall
be bunched and arranged so that flexing is reduced to a minimum and
strain is not transmitted to any terminal.
9. All wires passing through holes within a cubicle shall be protected by means
of neoprene or other approved plastic grommets.
10. Both ends of each wire shall be provided with crimped wire termination,
applied with a ratchet type crimping tool which leaves an identifying mark on
the crimp, thereby enabling post crimping checks on the tools used. No
more than one wire shall be connected into a single crimped wire
termination. There shall be no jointing or teeing of wires between terminals
and the number of wires on each terminal shall be as shown in the wiring
diagrams.
11. Wire marker ferrules shall be provided on both ends of each wire to give the
wire identification as shown on Contractor wiring diagrams or termination
schedules. The ferrules shall be of insulating material, complying with BS
3858 or other wire identification system approved by the Company. The
identification numbering system used for the ferrules shall be subject to the
Company approval.
12. The identification system used to mark each cable, core or wire shall be
manufactured from moisture and oil resisting insulating material and offer
long life in the environment which they are installed without fading or
deterioration. The marker shall be of the interlocking type and shall grip the
insulation firmly. Wire markers shall be white with black characters. Wires
and terminals associated with tripping circuits shall be distinctively marked
“trip” with red colour.
13. Circuits of similar nature shall be grouped together on terminal blocks.
14. All terminal blocks shall be mounted in accessible positions. Adjacent rows
of terminal blocks shall be adequately spaced with respect to each
other. Separate terminal blocks shall be provided for the cores of all
incoming and outgoing cables including all spare cores. No more than one
wire shall be connected into one side of a terminal block. Looping between
terminals shall be made with proprietary cross connection accessories.
15. Each terminal block shall be fitted with an individual marking tag to uniquely
identify the terminal block within a group. Each group or row of terminal
blocks shall also be fitted with an individual marking tag to uniquely identify
the group or row of terminals
16. Acceptable types of terminal blocks are screw clamp or stud type made of
polyamide material for use with crimped terminals. Terminal blocks shall be
suitable for DIN rail mounting.
17. Disconnect and fuse terminal blocks used for analogue circuits shall be
fitted with 2.3 mm diameter test plugs.
18. Terminal blocks provided for current transformers shall incorporate facilities
to enable measured value testing, relay testing and short circuiting of
secondary windings without disturbing fixed wiring.
19. DC circuit terminal blocks shall be segregated from AC terminal blocks.
20. A protruding insulating barrier shall separate adjacent terminals to which
wires of different voltage, polarity or phase are connected; this requirement
also applies to terminals carrying wires of the same voltage but originating
from different sources.

21. Termination blocks shall be protected against electric shock by transparent


insulating covers to provide a degree of protection of IP2X and shall be
marked with the working voltages.
22. Rows of terminal blocks shall be mounted vertically, positioned internally on
the side panels of the enclosure, set obliquely towards the doors.
23. All indicating lamps shall be of the miniature, long life, low power
consumption LED type only to a manufacturing standard in common usage
to ensure continuity of replacement supplies. All LED’s shall be provided
with test facilities incorporating a single test button for each group of LED’s.
24. Every circuit breaker panel shall be provided with of following indicating
LED’s:
 Red LED to indicate circuit breaker is closed
 Green LED to indicate circuit breaker is open
 Amber LED to indicate circuit breaker trip
 Blue LED to indicate spring charged
 White LED to indicate trip circuit healthy
25. All common alarm and indication contacts of incomers and the bus section
such as operation of protection relays, DC tripping and closing supply
system alarms, Heater supply failure etc... shall be brought to a common
alarm annunciation window within the switchboard.

2.7 DEP Clause 8.4.5.2.3 – Requirements Related to Accessibility for


Maintenance
Add to this section:
All withdrawable cubicles shall have a test position for facilitating all functional
checks and secondary injection tests.

2.8 DEP Clause 8.5.2 – Removable Parts


Add to this section:
• Switchgears having withdrawable type functional units, such as motor
starters, circuit breakers etc., weighing more than 20kg shall be provided
with proper custom built mobile trolleys for removing them for maintenance
purpose etc. The trolleys shall be tested and approved by the Company
representative.
• Withdrawable and fixed type functional units weighing more than 20kg shall
not be fitted higher than 1.5meter above the floor level for safe and ease
maintenance work.

2.9 DEP Clause 8.5.3.101 – Incoming and Sectionalizing Units


• Incoming and sectionalising units shall have equal rating.
• Circuit breakers shall be provided wherever a requirement for automatic
and/or remote control is specified.
• All LV Switchboards indented for feeding production facilities (excluding RMS,
well heads and office facilities) having more than one Incomers and directly
fed through transformers or emergency diesel generators shall be provided
with auto-changeover scheme as per the attached logic block diagram
(Diagram-1 of Appendix-2).
• For switchgears with auto-changeover facility preferred to have an auto
restoration facility as per the attached logic block diagram (Diagram-2 in

Appendix-2). The auto restoration requirement shall be decided on early


project stage (BfD/FEED) based on the power system topology.
• For switchgears with auto changeover scheme the Control, protection and
monitoring of Incomers and Bus coupler shall be supplied through 110V DC
UPS.
• For auto changeover and auto restoration scheme, a block contact from the
Incomer and bus section (as applicable) protection lockout relay (86) shall be
taken to ensure the healthy section does not close onto the faulty section.
• For the manual transfer scheme, where make before break scheme is
specified, check synchronous relay (25CH) shall be provided.
• For specific projects where emergency generator is connected to the
switchboard, auto start of the generator shall be initiated by bus under
voltage relay. If the incomer breakers are in closed position the auto
changeover of the generator shall be blocked by taking contacts from the
incomer circuit breakers in the generator CB closing circuit. Provision shall
be made to manually start and synchronise the generator to the mains for
testing purpose. The requisition shall clearly state the type of logic
requirement.
• All under voltage and breaker status signals from switchboard incomers to
DCS/FCS shall be of failsafe (normally closed) contacts.
• For protection requirement of Incoming feeders and Bus section refer to SP-
1107.
• All relays (Protection and metering) for Incomers and Bus coupler of LV
Switchboard shall be numerical type in accordance to IEC 61850 and shall be
provided with redundant Ethernet ports to communicate with ENMCS as
defined in DEP 33.64.10.32.
• Padlocking facilities in Isolated position shall be provided on the
sectionalisers and incoming units. A permanent type Caution notice in
English, with the following words shall be fixed on the sectionalisers to warn
operators not to parallel the system unless all required parameters are met
“DO NOT CLOSE IF UPSTREAM SECTIONALIZER IS OPEN. BEFORE
CLOSING ENSURE INCOMING SUPPLIES ARE SYNCHRONISED. TO
BE OPERATED ONLY BY AN AUTHORISED ELECTRICAL PERSON,
USING AN APPROVED SWITCHING PROGRAMME”
• A permanent type Caution notice in English, with the following words shall be
fixed on the cable box cover plate of all incoming feeders.
“DO NOT OPEN CABLE BOX UNLESS UPSTREAM BREAKER IS OPEN
AND ISOLATED. TO BE OPERATED ONLY BY AN AUTHORISED
ELECTRICAL PERSON USING AN APPROVED SWITCHING
PROGRAMME”

2.10 DEP Clause 8.5.3.105 – Motor Starters and Contactors


Add to this section:
For motor feeders rated above 75kW, power and control circuit for motor anti-
condensation heater shall be provided. For motor feeders below 75kW, same
shall be provided as per motor vendor recommendation.

2.11 DEP Clause 8.5.3.108 – Motor Restating Facilities

All intelligent motor protection relays shall be provided with built in restarting
feature as detailed below:
• Immediate restart shall be provided for all motors for voltage dips ≤ 0.2 s.
• Delayed restart facility shall be provided for voltage dips > 0.2 sec up to 4 sec
(Maximum dip duration after which the system will initiate a restart shall be
configurable from 4 sec up to 30 sec which is required in case of emergency
supply).
• The delayed restart facility shall be staggered in group of motors in steps of 5
seconds up to max 60 sec from the instant of voltage restoration.
• Process dept. to provide the necessary input for grouping the loads to stagger
the restarting.
• Based on process input the most priority motors shall be grouped together
and restarted in first step, typically 5 second after the voltage restoration.
Other group of motors shall be restarted in consecutive steps.
• Power system studies shall be carried out to verify the thermal capability of
the transformer and to confirm there is no voltage violations for restarting of
each group of motors including dynamic system studies.
• Protection coordination studies and protection settings shall be carried out
accordingly.
• The electrical load list during FEED and DD stage should reflect the electrical
loads that requires restart feature and the most priority loads that required to
be restarted. The column for re-starting in electrical load list (DEP
05.00.10.80-Gen) shall be populated as indicated in Appendix-3.
The above mentioned restart feature shall be achieved without the requirement of
any external power source to relay like UPS etc.

2.12 DEP Clause 8.5.3.112 – Integrated Motor Control


Integrated Motor Control System (IMCS) in accordance with DEP Appendix-1 shall
not be implemented in new switchboards. Motor control center integration with
DCS shall be in line with the system architecture as defined in DEP 32.30.20.17.
The motor control center line up shall be pre wired at the manufacturer’s factory as
per DEP 32.30.20.17-Gen. The network devices or electrical communications
equipment shall be suitable for 110V DC System. Redundant 110V DC power
supply shall be provided from the station 110V DC UPS system. Redundant
interface shall be provided from the MCC to the FCS / DCS.
For fire water pump related feeders all interface signals shall be hard wired and
the protections settings as per SP-1107.

2.13 DEP Clause 8.5.6 - Barriers


Add to this section:
The Low voltage Switchgear and control gear assemblies shall have following
Forms of separation as a minimum:
• All Incomers and bus sections shall be Form 4b.
• All outgoing modules shall be Form 3b, all live conductive parts including the
terminals shall have a degree of protection of at least IP 3X. Removable covers
and/or shrouding shall be provided for achieving the same.
• All single phase fixed type units shall be Form 2b.
• Sub-distribution service as defined in (Part 1; 1.1) of DEP shall have Form 2b
separation of compartments. Partitions or barriers shall be provided to achieve

the same.

2.14 DEP Clause - 8.8 Terminals for External Conductors


Add to this section:
• In case bus ducts (bus ways) are specified in the requisition, it shall be top
entry to the switchboard. Incomer arrangement of switchboard with bus duct
connection shall be type tested assembly, type test certificate shall be
provided. Vendor shall provide interface arrangement drawings for the bus
duct assembly connection.
• For main incoming and outgoing power circuit cabling, terminals allowing the
conductors to be connected without the use of cable lugs of any type should
"not" be used. Double compression type glands and lugs shall be used.
• Vertical cable compartments, where provided, shall provide sufficient space
to satisfy the following:
a. Bending radii of the specified cables.
b. Access for maintenance and future cabling for spare feeders
• The bottom entry gland plate shall be provided with rubber grommets.
• Requirement of all necessary material for terminating the cables to the
switchgear and sub-distribution assemblies such as gland plates, cable glands,
termination kits including cable lugs, ferrules etc… shall be specified in the
requisition.
• The lowest cable termination shall not be less than 200mm from the gland plate.
Note: Assemblies intended for outdoor installation shall have only bottom
cable entry.

2.15 DEP Clause 9.3 – Short-Circuit Protection and Short-Circuit


Withstand Strength
Add to this section:
• The use of interlock shall be permitted only for operational and maintenance
purpose and shall not be used for reducing the prospective fault level unless
it is specified in the requisition.
• Type test reports confirming the ability to withstand internal arc for the
duration of 0.3sec in accordance with IEC TR 61641, Criteria 1 to 7 (Arcing
class C) shall be made available in the quotation stage.
• The prospective short-circuit current applicable at the incoming terminals of
the switch gear shall be included in the requisition.
• The details for the incoming units which are likely to be in operation
simultaneously and the outgoing units likely to contribute to the short-circuit
current shall also be included in the requisition.
• The manufacturer shall design the switchboard for the prospective short-
circuit current available to each incoming unit, each outgoing unit and the bus
bars.
• The switchgear manufacturer shall declare the following short circuit
withstand ratings of the switchboard during bid stage:
a) Peak short-circuit current (Ipk)
b) Steady state Short Circuit current (Ik) for 1 sec
c) Initial symmetrical short circuit current (Ik")

The suitability of above parameters declared by the switchgear vendor shall


be validated through power system studies.

2.16 Protective Devices, Metering and Recording Instruments


• The provision of protective devices (e.g. fuses, relays) and measuring and
recording instruments (e.g. meters) shall be in accordance with SP-1107
and the standard drawings STD-4-6503-001 and STD-4-6504-003 (for LV
generators).
• All metering for Indoor Switchgears shall be digital multi function type with
maximum demand feature. The make and model number of the multifunction
meters shall be specified by the vendor along with in the offer which shall be
subjected to review and approval by the Company. For outdoor switchgear,
analogue meters may be provided in place of digital multifunction type, if
specified in requisition. However, this must allow measurement of single
phase voltage parameters as well."
• For main switchboard outgoing feeders supplying DBs, use of MCCB with Is-
limiters (to limit the downstream equipment short circuit ratings) is permitted
for range of 100 to 800A rating. Proper Coordination with downstream fuses or
circuit breakers shall be ensured. These shall be permitted with withdrawable
module. MCCB shall be provided with LSIG protection modules. Power cable
sizing shall be done in accordance with the MCCB Is limiter characteristic.
• For withdrawable type LV switchboards and Motor Control Centres (MCC) an
isolating switch/fuse combination shall be used with a contactor.
• For the distribution boards, like Lighting Distribution boards, AC and DC
instruments switchboards, etc., fuses in combination with an isolating switch
shall be provided.
• Interface for remote control and monitoring shall be provided as specified in
the requisition. If remote control is specified, the local / remote selector switch
shall be provided as part of switchgear.
• CTs, VTs etc shall be accessible for testing and replacement.
• Emergency Stop Push Buttons, when specified, for motor starter functional
unit etc, shall be flush type and protected with a transparent flap cover to
safeguard from accidental operation.
• The motor feeders of all LV Switchboards intended for feeding production
facilities (excluding RMS, well heads, office facilities and field mounted starter
panels) shall be provided with microprocessor based intelligent motor
protection relays having self sufficient protection, control and measuring
functions with a non - volatile memory of all specific programmed parameters.
The IEDs shall be automatically able to resume normal operation after a
control voltage interruption. In case of drawer space concerns during
modification of existing motor feeders, the intelligent motor protection relays
can be avoided subject to prior approval from Company.
• All intelligent motor protection relays shall be provided with following
protection and metering functionalities as a minimum:
1. Number of contactor operation (N)
2. Current (A) (in all phases/unbalance current ratio)
3. Voltage (V)
4. Active power (kW)
5. Power factor
6. Hours Run (HR)
7. Starting Time : 0 to rated speed (ST)

Back lighted LCD display with browsing capability shall be provided for
reading actual and stored readings of the above mentioned parameters.
All intelligent motor protection relays shall be able to communicate to
FCS/DCS as per DEP 32.30.20.17-Gen. The preferred protocol is either
Modbus/TCP or Ethernet/IP for control system interface. The same shall be
decided based on agreement with C&A during DD phase before
implementation.
One front access data port (Infrared, RS232, USB etc...) to provide the ability
to perform relay settings, configure programmable scheme logic, extract and
view events and fault records, view measurement information dynamically
and perform control functions via a laptop computer or portable handheld
devices. In case of portable handheld devices (other than laptops) are
required same shall be provided by the switchgear vendor. The Vendor shall
also provide two set of cables/patches for each type of front access data port
for connecting the portable devices and laptops to the relay. The required
software (for FCS/DCS, portable device/laptop) with licenses for setting
/configuration and monitoring shall also be provided.

2.17 Interface Relay Box


The hardwired interface between LV switchboards and instrument logic
cabinets shall be via an interface relay box. Refer to standard drawing, STD 5
0405 001 to 006 and STD 5 0405 009 for the arrangement.

2.18 Purchase Order


The purchase order shall clearly state all deviations from this SP and all other
referenced standards.
The purchase order shall be prepared using the latest revision of requisition forms
and switchgear schedules for:
• LV switchgear & MCCs: DEP 33.67.01.93-Gen.
• Lighting distr. switchboard: DEP 33.67.01.94-Gen.
• AC instrument switchboard: DEP 33.67.01.97-Gen.
• DC instrument switchboard: DEP 33.67.20.93-Gen.
• Relay box: DEP 33.67.11.93-Gen.

2.19 Applicable Standard Drawings


The design shall be based on the following standard drawings:
• SP-1105: Electrical standard drawings (Electrical protection schemes)
• PDO standard drawing: STD 5 0405001 (Arrangement of instrument electrical
interface box)

2.20 Site Erection, Testing and Commissioning


If erection, testing and commissioning is to be carried out by the vendor, it shall
be stated in the requisition.
