CITY CLERK'S OFFICE

Redistricting

The City Clerk’s Office has taken the lead in working


with Best Best & Krieger, the City’s vendor for the
Redistricting Process, in doing additional outreach and
education for the public. The City held a Community
Workshop on February 22, 2022 to allow public
participation for learning more about the process, how
to utilize the drawing tool to create draft maps, and
where to find updates. The City has conducted three of
the required four public hearings, the most recent being
on February 22, 2022.

The City Clerk’s Office developed a 2022 Redistricting


page on the City’s website, allowing for a general
narration of the redistricting process. The page is
interactive in allowing residents to email
correspondence to the City Clerk and verify what district
they live in. Social Media Announcements are soon to

Service Improvements

The City Clerk’s Office has begun the preliminary steps


to implement citywide training for staff report writing
and continued technical training for staff seeking
learning opportunities.

Public Records System

GovQA is the City’s Public Record’s Request and


management tool which allows for simple collaboration
among departments and builds a database of
information for requestors to access documents more
easily. Since the launch of GovQA, GovQA processed a
total of 87 requests since late December 2021. Common
requests would be identified by staff and made visible
to decrease redundant requests.

Service Improvements

Several personnel received updated


training on Mark 43's analytic capabilities.
This provides a more thorough
understanding of officer productivity, free
patrol time, and more.

Traffic Stats

Action items aimed at combatting traffic


collisions under the City’s Strategic Plan
continue to pay dividends to the safety of
the community. When comparing traffic
statistics from January 2021 to January
2022, the number of traffic collisions
dropped 11% from 46 to 41. The number of
people injured also dropped 11% from 47 to
42 people.

Youth Engagement

The Department’s first annual Police-Youth


Forum is under preliminary planning and is
scheduled to take place in late April. The
forum plans to include Hemet Unified
School District’s student representatives
through the Student Advisory Council and
will allow students the opportunity to ask
police officers questions regarding social
and city-related issues. This forum aims to
promote transparency, trust, and
engagement within the youth community.

CityNet - Homeless Outreach Updates

The Hemet Police Department continues to


work with CityNet Homeless Services to
provide homeless outreach services in the
City of Hemet. In January 2022, in
partnership with our Police Department,
CityNet engaged with 30 new clients and
helped seven individuals receive
emergency shelter/transitional housing.
CityNet is currently engaged with 54
clients.

Strategic Plan Update

The Hemet Police Department selected the next ROCS Police Officer, Chris Maker, which
moves the Department towards its Strategic Plan goal of staffing the ROCS Team seven days
a week.

Employment Update

On a more positive note, on January 31, 2022 the Department welcomed Police Officers Jacob
Hobson and Rickey Furar to the Hemet Police Department family. Both officers will
immediately start an extensive Field Training Program. We wish them both a long, successful
career and look forward to their positive impact on our community.

A member of the Motor Bureau reassigned back to Patrol, however, his vacancy was filled by
Officer Cheyne Nicot. The Department is hopeful that Officer Nicot can be transferred to the
Motor Bureau in time to send him to Motor School in March.

Staff Highlight

Detective Reyes has done an outstanding job working with the Department’s Police Explorers by
educating them about vital law enforcement occupations outside of being a Police Officer.
During the week of February 6, 2022, Hemet PD Police Explorers received training from Property
and Evidence Technician Abbarno and Crime Scene Technician Murphy, which focused on
processing a crime scene from beginning to end (photographing, marking, and collecting
evidence) from Property & Evidence Technician Christine Abbarno and Crime Scene Technician
Aubrey Murphy. This week, Officer Alex Reynoso, with the Department’s Crisis Intervention
Team (CIT), presented on the CIT’s response to calls involving those suffering from mental
health issues. By the beginning of March, the Explorers will receive a presentation from the
Department’s Gang Task Force.

Call Stats

In the month of February 2022, the Hemet Fire Department (HFD) had a total of 1,161 service
calls.

Partnerships and Collaboration

Since January 2022, HFD personnel attended meetings with other city fire leaders to resolve the
ambulance and staff shortage being experienced throughout Riverside County and our nation.
Retired Fire Chief Alan Patalano is working alongside Jack Hanson from AMR and Chief Sell to
mitigate the ambulance shortage.

Battalion Fire Chief James Majchrzak is collaborating with the Soboba Fire Department for a
joint training session in an upcoming engineering academy along with the potential opportunity
for the Soboba FD to purchase additional training props for our future training center.

Moreover, Battalion Fire Chief Kevin Kuhlman is working with Hemet Management Analyst
Veronica Allen on continuing Covid related impacts for reimbursement for PPE and other related
city costs.

Calls of Service

During the week of February 6, 2022, the


Hemet Fire Department received a
mutual aid call from Laguna Beach Fire
Department to respond to a growing
brush fire. Brush 303 went out on the
Emerald Wildfire Incident and the fire
was successfully extinguished through
the efforts of multiple agencies.

Grant Updates

Battalion Chief Gregg Lloyd submitted an


application for the Fire Prevention grant
in early February to potentially gain
funding for enhancing community risk
reduction programs.

down with Congressman Raul Ruiz to
discuss support for various HFD grants
and to share about the exciting new HFD
programs such as our MRED program
(Mentorship, Recruitment, Equity and
Diversity) and the upcoming High School
fire tech/EMT program.

Employment Updates

The bulk of February was occupied with multiple interviews. Applicants were interviewed for the
Office Specialist I position on February 7, 2022; Emergency Services Coordinator position on
February 10, 2022; Firefighter/Paramedic position on February 16, 2022; and the Acting Battalion
Chief position on February 24, 2022.

A Battalion Chief workshop was prepared on February 14, 2022 for the initial live date on February
24, 2022 for prospective acting battalion chiefs and an exam was held on February 16, 2022 for the
Firefighter/Paramedic position.

Accomplishments
The Facilities Maintenance crew repaired a
main sewer line leak at City Hall. The crew
cleared the clogged line and then repaired
the cast iron pipe with flex tape. The
janitorial contractor was called and cleaned
the carpet in both offices where the leaking
occurred.

address the gopher problems at city parks.
During the beginning of February, the

gopher holes dramatically. Moreover, the
Community Clean Up event held on February
12, 2022 was a largely successful event with
207 vehicles in attendance, which is 90 more
than our last clean-up.

Crews removed approximately ten tons of


debris from a homeless encampment in Salt
Creek. (See pg. 18) The Storm Drain Crew
BEFORE checked 50 storm drain inlets and removed
debris. Crews addressed 30 graffiti
requests. The ROCS crew picked up 35
illegal dumps and assisted PD with 18 calls.

Kurt Mikolaycik has been instrumental


in the upkeep of the landscapes at
City parks and Heartland Maintenance
District. He has been taking
advantage of the slow growing season
by addressing irrigation leaks. He has
been testing irrigation lines and
making needed repairs in preparation
for warmer weather and an increased
demand on the irrigation system. His
initiative to make these repairs now
will lower the chances of leaks in the
up and coming months.
COMMUNITY
DEVELOPMENT
Service Improvements
The City is still in the process of finalizing the hardware for the QLess
System which will assist customers and citizens in reserving a spot in
line for city services from the convenience of their phone on the QLess
app. This system would allow the user to see the line’s wait time for each
division and department. This is beneficial for our users who travel to City
Hall and will not have to be in line for long periods of time in order to
utilize our city services. The City of Hemet is anticipating the month of
March as the go-live date.

Planning Commission
At the February 1, 2022 Planning Commission meeting, the Planning
Commission approved the following items:

SPECIFIC PLAN AMENDMENT (SPA) 22-001 - DOWNTOWN SPECIFIC


PLAN (SP) 16-001:A City-initiated amendment (SPA 22-001) to the
Downtown Specific Plan (SP) 16-001 was approved to allow retail
sales with 20,000 square feet or less, not including vehicle parts sales
to be permitted on parcels that front Acacia Avenue and Santa Fe
Street in addition to Florida Avenue within the Office Professional-
Mixed Use (OP-MU) Zone. The amendment also includes a restaurant
with a drive-thru in the Downtown Village (DV) Zone as an approved
use which is subject to a Conditional Use Permit, and includes the
Zone Change with the Institutional (I) to Downtown Commercial (DC)
for a 0.51 Acre property located on the east side of Gilbert Avenue,
north of Kimball Avenue (APN 443-271-006).
ZONE CHANGE (ZC) 21-004 - State Street Corridor Area: A City-
initiated proposal to change the zone of 34 assessor parcels totaling
26.93 acres was approved with the proposed rezoning to change the
existing zone from Office Professional (O-P) to Multiple Family
Residential (R-3) on 10.14 acres north of Oakland Avenue and west of
State Street along with a Zone Change from General Commercial (C-2)
to Multiple Family Residential (R-3) on 16.79 acres on the west side of
State Street between the Hemet Vista Apartments and West Oakland
Avenue.
ZONING ORDINANCE AMENDMENT (ZOA) 21-007: A City-initiated
proposal to amend various sections of Chapter 90 (Zoning) of the
Hemet Municipal Code for Outdoor Seating Parklets for restaurants,
including the design criteria was approved.
ZONING ORDINANCE AMENDMENT (ZOA) 21-006: A City-initiated
proposal to amend various sections of Chapter 90 (Zoning) of the
Hemet Municipal Code for the Second Story Design criteria for
residential construction was also approved.

The February 15, 2022 Planning Commission meeting was cancelled.


COMMUNITY
DEVELOPMENT
Staff Highlight

Our Code Compliance Division is happy to announce one of our new hires
for the Office Specialist III position, Karrie Castillo. Karrie came from the
Riverside County Adult Protection Services (APS) with great knowledge
and background of government services and customer service. She has
experience in providing customers the appropriate resources and dealing
with issues that greatly affect our elderly community. Karrie has an
established and expansive network of other agencies allowing her to
know where and who to contact for assistance and resources for specific
issues. Our Hemet team welcomes Karrie Castillo in joining the Code
Compliance Division staff to better serve our communities.

In addition, over the past year, Gaby Hernandez is tasked with greater
responsibility in the Planning Technician role. Her duties have included
analyzing land development applications, providing information and
assistance to developers, property owners and the public regarding laws,
regulations, standards, policies and procedures, and processing of
planning and zoning applications. Duties include building plan checks for
commercial tenant improvements, patios, swimming pools, accessory
dwelling units, new single-family homes, various ministerial permits, and
providing customer service to a high volume of front counter inquiries on
a weekly basis. Gaby is a vital team member to the Planning Division.

ENGINEERING
The Hemet Engineering Department collaborated with Public Works
to develop a new CIP for FY 21/22 through FY 22/23. A five-year CIP
is in the works for upcoming fiscal year.

LIBRARY

Reading Challenge
The Hemet Library has added a reading challenge for all
ages known as, ”For the Love of Reading!” Patrons can go
to Hemetca.gov/94/library and click on the link
hemetca.beanstack.com/reader365 to register with
Beanstack and log reading minutes. Once registered,
patrons will be ready for any reading challenges posted,
including our summer reading, “Read off the Beaten
Path!” Electronic badges are awarded for signing up and
for the number of minutes read.

Accomplishments
The Niche Academy public training has been added to the
Hemet Library website. Our new service through Niche
Academy offers library staff the opportunity to obtain
relevant library-related training in order to increase
performance effectiveness and expand library knowledge.

Our library has arranged a new book display regarding


topics on current events for February’s Black History
Month and the various challenges our country historically
faced. Last but not least, library personnel completed a
“cleaning” of patron records to best reflect current and
active library users.

Throughout the month of February, the Hemet Library


effectively cleared the backlog of DVD’s which have re-
entered circulation. Staff continues to weed through the
patron database removing patrons who have not used the
library since 2010.

Library Statistics
Our 108,246 borrowers have conducted 278,750 searches
in the month of January and checked out 6,195 items.

Service Update
AARP volunteers are not currently assisting the
community with taxes at the Library this year but are
continuing to adjust their schedules and locations based
on the number of volunteers they have. Information for

Staff Highlight

The Library would like to commend Letitia Bowles for setting up our first readers’
challenge, “For the Love of Reading!” Letitia created a widget for the Library’s home
page for Niche Academy which you can find under the Library Tutorials tab. These
tutorials are valuable to our community and staff as well as topics include how to use
the various google tools, our library databases and Microsoft tools such as Excel,
Word and Teams.

Library Associate I Andrea Jacomet has been doing a great job in maintaining and
updating our library social media pages from posting information regarding free tax
locations, to posting relevant information regarding the current wave of book banning.
INFORMATION TECHNOLOGY

The Information Technology Division (IT) continues to work on help requests and various
projects throughout the City. Q&A responses for our IT firewall RFP were released this
week along with a draft review of our IT server and storage replacement RFP underway.
Rollout dates for our citywide conversion of department file storage to Microsoft Teams
were finalized during the week of February 3, 2022. Lastly, the redeployment of our Public
Library systems and deployment of Canon UniFlow to improve our printing and scanning
capabilities continue to make good progress.

OTHER UPDATES
Finance Department
In the Hemet Utility Billing Division, testing has been completed
for the new and improved electronic bill presentment and online
bill pay platform; a new link will be posted to the City website
soon. Our Hemet Water and Sewer customers can expect a better
bill pay experience with immediate access to their most recent
bill.

In the month of January, the Utility Billing Division processed


over 4,000 Business License renewals. New Licenses for 2022
have been mailed out to these business owners and staff will
continue to process renewals in an expedited manner.

Human Resources Division


The Human Resources Division accomplished the activation of
employee ID badges. The new employee onboarding process is
now being done through the automated system in NeoGov.
Through NeoGov, the City of Hemet was able to process five new
hires within the past two weeks between January 20, 2022 and
February 3, 2022.

Early February, the California Department of Public Health waived


the mask mandate for indoor locations and the Human Resources
Division made all of the appropriate notifications to all
departments.

The City’s negotiations team has recently and successfully


obtained a tentative agreement between the City and HPOA.

Grants
After the ARPA SLFRF presentation at the January 11, 2022 City
Council Meeting. Staff moved forward with the Council’s decision
to accept the funding and elected ‘standard allowance’.
Management Analyst Veronica Allen submitted the first ARPA
SLFRF quarterly Project and Expenditure report into the
Treasury’s reporting system on January 31, 2022. In collaboration
with the Public Works Department, Public Works submitted the
SB1383 Education and Outreach – CalRecycle Grant application
on February 1, 2022.

On February 9, 2022, the City of Hemet received a HUD letter for


the CDBG Program Year 2020 (FY 20-21) stating the City had no
findings, no omissions or follow ups required in its FY 20-21
accomplishments and the City is following its 1.5 expenditure
ratio.

The CalVIP grant application was submitted on February 11,


2022.
