CONSTITUTIONS AND BY LAWS OF THE SOCIETY OF

INFORMATION TECHNOLOGY STUDENTS

Article I

THE NAME

Section 1 The organization shall be known as CSA: ComSciAttitude.

Section 2 There is no such organization of the Degree Bachelor of

Science in Computer Science, Computer Technician, and

Associate in Computer Technology except the CSA:


ComSciAttitude.

Article II

MEMBERSHIP

Section 1 Qualifications:

a. Shall be a bonafide student of TCC and duly enrolled in

BSCS, ComTech, or ACT.

b. Shall pay the membership fee of three hundred pesos per

semester.

c. Shall enroll at least six units of the required subjects of the

course.

Section 2 Anyone shall not be deprived of membership of this Society

unless he does not meet the corresponding qualification. Failure

to do so means disqualification of his membership and has no

rights to join the society’s activities.

Article III

CODE OF ETHICS

Section 1 Officers and members are obliged to:

a. Help carry out the Society’s Philosophy and attainment of

declared objectives and goals.

b. Promote and to maintain the peace and tranquility of the

c. Society by observing the Code of Ethics and by exerting

efforts towards the attainment of harmonious relationship

with fellow members, faculty, and other school personnel.

d. Exercise their rights and responsibility with the knowledge

that they are answerable for any infringement or violation of

the general welfare or the rights of others.

Article IV

FUNDS AND DISBURSEMENTS

Section 1 All funds in the name of the Society


(President/Secretary/Treasurer/Auditor) shall be deposited in a

reputable bank, which considered accessible from the school,

and disbursements maybe there unless for an account duly

approved by the Society signed by the President and the

Treasurer.

Section 2 Any transactions, regarding deposit and withdrawal shall be

with the Treasurer of the Society.

Section 3 All funds from the previous officers shall be turned over to the

newly Treasurer and upon each completion, all funds

shall be deposited as mentioned in Section 1 of this article.

Article V

OFFICERS

Section 1 The Python:ComSCI Students shall have

officers only as follows:

a. President

b. Vice President

c. Secretary

d. Treasurer

e. Auditor

f. Business Manager

g. Public Information Officer

h. Representative(per year level)

i. Adviser

j. Muse

k. Escort

Section 2 The term officer is one year, which starts at the beginning of the

school year and ends on the last day of the school year.

Article VI

DUTIES AND FUNCTION OF THE ORGANIZATION

Section 1 Create and implement policies not embodied in the Constitution

and By-Laws of the Society.

Section 2 Make and promulgate policies that are in consonance with that

of the College.

Article VII

POWER AND FUNCTIONS OF THE PRESIDENT

Section 1 Call for regular, special, or emergency meetings.

Section 2 To preside overall regular, special, and emergency meeting

except in cases where his personal presence is not possible.

Section 3 During elections on meetings where he is the preceding officer,

he has the power to decide and break a tie in case there is equal

number of votes casted for two candidates varying for the same

position, and in cases where decisions making needs tie-

breaking vote of the president.

Section 4 Exercise power and authority in the implementations of the

policies, rules and regulations made by the Society.

Section 5 Seek the suggestions and approval of the officers before

entering an agreement that concerns the Society and the school.

Section 6 Present an annual report of accomplishments every end of the

term or if deemed necessary.

Section 7 Designate any member of the Society to perform the duties of

any absent officers during the Society function.

Article VIII

POWER AND FUNCTIONS OF THE VICE PRESIDENT

Section 1 The Vice President shall assist the president on

planning and implementing the activity of the Society.

Section 2 He shall act as the official representative of the president

whenever directed.

Section 3 He shall take over the responsibility of the president whenever

the office is vacated.

Section 4 The Vice President shall be responsible of any

business or transaction outside this institution.

Section 5 He shall act as the official representative of the president

whenever directed.

Section 6 He shall perform the functions as may be delegated by the

President.

Article IX

POWER AND FUNCTIONS OF THE SECRETARY

Section 1 The Secretary shall keep a list of all members of the Society

and a correct record of all meetings.

Section 2 He shall furnished a copy of the minutes of all meetings.

Section 3 He shall keep a record and communication of the Society.

Section 4 He shall certified all acts of the Society.

Section 5 He shall prepare communications to inform the members about

the activities of the Society.

Section 6 He shall perform other functions as delegated by the Society.

Article X

POWER AND FUNCTIONS OF THE TREASURER

Section 1 He shall keep and maintain true, correct and updated records of

accounts and other financial business of the Society.

Section 2 He shall give the written report to the adviser concerning the

financial status of the Society within seven days after the close

of the school year.

Section 3 He shall act as the Chairman of the Financial Committee.

Section 4 He shall disburse funds necessary for the Society’s activity with

approval of the body or the president.

Section 5 He shall be in-charge of collecting fees, solicitations,

contribution intended for the Society.

Section 6 He shall turnover to his successor all money, valuable

documents, books, records, and other property of the Society

that he may have in his possession.

Section 7 He shall perform other functions as delegated by the Society.

Article XI

POWER AND FUNCTIONS OF THE AUDITOR

Section1 The Auditor shall check and certify the mathematical

correctness of the financial statements and reports of the

Treasurer.

Section 2 He shall act as a Chairman of the Budget Committee, shall

prepare, and present the proposed budget of the Society.

Section 3 He shall perform other functions as delegated by the Society.

Article XII

POWER AND FUNCTIONS OF THE PRESS RELATION OFFICER

Section 1 He shall take charge of the publicity of the Society’s activities

with approval of the President.

Section 2 He shall perform other functions as delegated by the Society.

Article XIII

POWER AND FUNCTIONS OF THE BUSINESS MANAGER

Section 1 The Business Manager shall be responsible for any business

transaction of the Society.

Section 2 He shall act as the Chairman of the Action Committee.

Section 3 He shall perform other functions as delegated by the Society.

Article XIV

POWER AND FUNCTIONS OF THE PUBLIC INFORMATION OFFICER

Section 1 The PIO shall maintain peace and order in the year

level especially during the assembly of the Society.

Section 2 They shall promote goodwill and brotherhood among the

members.

Section 3 He shall perform other functions as delegated by the Society.

Article XVI

POWER AND FUNCTIONS OF THE REPRESENTATIVES

Section 1 The Representatives shall attend the meetings of the Society

and shall relay information to the members of the matter

discussed and approved during meetings.

Section 2 They shall coordinate all activities to the welfare of the

members.

Section 3 They shall perform other functions as delegated by the Society.

Article XVII

POWER AND FUNCTIONS OF THE ADVISER

Section 1 The Adviser shall guide and supervise the activities of the

Society.

Section 2 They shall furnish the Society; the regulations, policies, and

activities of the University that may involve their participation.

Article XVIII

POWER AND FUNCTIONS OF THE MEMBERS

Section 1 It shall be the duty of any members to uphold the constitution,

to be faithful to the Society.

Section 2 Every member shall exercise its rights and privileges, and

respect the rights and privileges of others.

Section 3 Every member shall wear uniform every Monday to Thursday

Organization Shirt every Friday and Saturday, Penalty of


P250.00 to those who will not follow.

Article XIX

ELECTION

Section 1 Election/Selection shall be held on the first Monday of


September every year.

Section 2 Voting shall be done by raising the hands of the members

present during the election; a majority of vote cast is necessary

for election.

Article XX

TERM OF OFFICE

Section 1 The Python:ComSCI is for one term(one school year).

Section 2 The elected/selected officer shall continue holding office until


the end of his term.

Article XXI

RECALL, REMOVAL, AND SUSPENSION FROM OFFICER

Section 1 Any officer may be suspended or remove from the office during

his term on the following grounds:

a. Failure to abide with the provision of this Constitution and

By-Laws.

b. Unreasonable absences, disloyalty to the society, neglect of

duty, misconduct, and soliciting funds for personal use.

c. Non-compliance with or non-fulfillment of any the

obligation assigned to him.

d. End of term as officer.

Article XXII

QUORUM

Section 1 In all meetings, a majority of the body shall constitute a quorum

of which the quorum shall be 50%+1.

Section 2 If the attendance of the members is less than the required

number, the meeting has no quorum.

Article XXIII

ADMENDMENTS

Section 1 The Constitution and By-Laws shall be amended by 2/3 votes

of all officers and members of the Society present in a special

meeting called for purpose.
