PART B SECTION 18 – COMMUNICATION SYSTEM (PA AND EPABX)
This section covers the technical requirements of Public address system and
EPABX system.
2.01.00 The scope of work shall of Public Address System include supply, installation,
testing and commissioning of the following:
2.02.00 No. of stations and speakers shall be firmed up during detail engineering.
2.03.00 The scope of work of EPABX system shall include supply, installation, testing and
commissioning of the following:
xi) Telephone SMS facility for sending SMS to 30 nos. cell phones
(By accepting the text file from DCS and forward to the assigned
numbers automatically)
xii) Two numbers Multi-function printers (Xerox/fax/scanner/printer)
xiii) Fiber optic phone adopters
xiv) Telephone tag box & Junction box
xv) Power cables
xvi) Fiber optic Telephone cables
xvii) CAT5/CAT6/twisted pair telephone cables
xviii) Jelly filled telephone cables
xix) Distribution frames
xx) 20 nos. Wireless Walkie-Talkie system.
xxi) 2X100% 48V DC batteries for each location
xxii) 2X100% 48V float cum boost chargers for each location
xxiii) Necessary System software for programming through PC and
equipped/ wired for full capacity.
xxiv) Testing cords and Krone punching tools.
xxv) Programming console instrument.
xxvi) Commissioning spares and consumables
xxvii) Mandatory spares
xxviii) Tools & tackles
xxix) Any other equipment required for the system
3.01.00 All equipment and materials shall be designed, manufactured and tested in
accordance with the latest applicable Indian Standards (IS) except where modified
and/or supplemented by this specification. Major standards which shall be followed
are listed below. Other applicable Indian standards for any component part, even if
not covered in the listed standards, shall be followed:
4.01.00 PA System
4.01.01 Public Address System shall be an open line communication system which shall
comprise Master control stations, Field Handset stations and Speakers with
amplifiers controlled by a Central Control Exchange. Master control stations shall
be located at various control rooms which control the communication among the
field handset stations. Field handset stations shall be spread all over the plant.
4.01.02 Indoor PA system shall be provided in all the Local control rooms and pump
houses. Out Door installations shall be provided near all major and critical
equipment. For Fuel unloading pump house, Tank farm area & FOPH shall be
provided with explosion proof system. Weather proof enclosures shall be provided
at outdoor installations.
4.01.03 Public address shall be extended up to raw water intake pump house.
4.01.04 The system shall provide reliable and efficient communication between plant
personnel located in different areas of the plant.
4.01.05 The system shall be extended up to external cooling water intake pump house.
4.01.08 The design shall be such as to provide highly intelligible two-channel voice
communication even in areas of high background noise (50 dB to 100 dB).
4.01.09 The system shall be distributed amplifier type with provision for easy future
extension. Each station shall be complete with its own pre-amplifier, signal
processing and power amplifier.
4.01.10 Equipment shall be self-protecting against transients in the input A.C supply and
against failure of any component or cable in the entire communication system.
4.01.11 Public Address system shall be complete with all accessories in all respects such
as follows:
4.01.12 Voice paging shall be accomplished from any handset through all speakers in the
system with automatic speaker muting provided where required to prevent
acoustic coupling between adjacent handset and speaker units. When the paging
circuit is used for communication, all speakers except those automatically muted
shall carry all sides of the conversation.
4.01.13 Party line conversation shall be accomplished from any handset to any
combination of handsets in the system, utilizing the transmitters and receivers in
the handsets and muting all speakers to the conversation. All speakers shall be
available for paging during the use of the party line circuits.
4.01.14 Various areas in the Power project shall be grouped under following zones for the
Paging system. For each zone, one master control station and associated field
hand set stations shall be provided.
4.01.16 Central control exchange shall be located in main plant control room. All the
master control units shall be connected in parallel with central control exchange.
4.01.17 The Central control exchange shall be interfaced with EPABX system and Walkie
Talkie system.
4.01.18 Public Address system shall be suitable for operation with 240 V AC, 50 HZ supply
which shall be derived from Plant UPS system. Power supply shall be extended at
auxiliary plants from respective local UPS system.
4.01.19 Central Control exchange shall be microprocessor based with all the control and
Switching hardware without any moving part. Central control exchange cabinet
shall be single front, fabricated out of CRCA sheet steel of 2 mm thickness, dust
proof and with swing out assembly of Plug-in card rack. It shall be possible to
locate faults by monitoring from the cabinet. All hardware necessary for fault
isolation and troubleshooting shall be supplied in the Central control exchange.
4.01.20 Master control stations shall have facility for generating and introducing the siren
tone in the page channel. The tone generator shall be provided to produce a siren
tone (fire alarm signal) that can be inserted into the "All Call" paging channel of the
Public Address System.
4.01.21 The system shall provide two-way voice communication on each party line and use
a page line for voice transmission over a plant-wide speaker system. While a
conversation is taking place on a party line, other conversation may be held on
other party lines or page line. Paging shall be used for everyday contact with plant
maintenance staff and shall provide a means to alert plant personnel to an
emergency. Each page/party handset station shall have party lines and page line.
4.01.23 Central Exchange shall be wide band microprocessor based system band width
shall be at least 200-10 kHz (+10 dB). System shall have provision for sufficient
spare zone for future expansion. Suitable hardware and programming tools for
communication between any handset of the communication system with
Telephone system. Master control stations shall be microprocessor based, desk
type with keyboards.
4.01.24 Drivers used in hazardous area shall be rated for hazardous classification of the
area.
4.01.25 A higher speaker density shall be provided in areas with high ambient noise.
4.01.26 Cone speakers shall be used in finished areas and installed in the finished ceiling
with a grill.
4.01.28 Handset stations and speaker amplifiers shall be mounted at 1.4 meters from the
center line tothe floor or platform.
4.01.29 The Master station shall be desk mountable, complete with wooden / steel desk,
microphone, speaker, selector switches, call registering device, indicating
switches, 'ALL CALL' switch, Emergency hooter switch, loud speaker mute switch,
Buzzer, Buzzer mute switches and all other associated auxiliaries and
accessories.
4.01.30 The Slave station shall be suitable for wall / column / structure mounting,
conventional telephone type complete with sensitive microphone ear piece, coiled
cord retractable cable and loud speaker. It shall have push button feedback
switches on the front panel for two independent channel namely page and private
channel operation along with functional switch necessary control and indication
facilities. Each station shall be complete with its own preamplifier, signal
processing and power amplifier with provision for future extension.
4.01.31 The Handset station shall have all solid state component mounted in an enclosure
suitable for the environment in which it shall be located and assembled in plug in
type module The PA System handset stations shall include the following devices
mounted on the front panel:
4.02.01 The equipment to be furnished under this specification shall be in accordance with
the applicable section of the latest version of the applicable Indian Standards, IEC
standards and ITI Specifications, except where modified and /or supplemented by
this specification
4.02.02 All electrical equipment selection and derating shall be based on ambient
temperature of 50 deg. C and relative humidity of 95% maximum.
4.02.03 The EPABX shall be located in switchyard control building. The telephone sets
shall be installed in various areas of power plant.
4.02.04 Equipment shall be sturdy, impact resistant, dust and damp-proof, corrosion proof,
pilfer proof design. It shall conform to IP: 32 degree of protection for indoor
location. Equipment shall be made tamper-proof by use of non-standard screws,
which can be opened only by means of special keys.
4.02.05 Model and make of the EPABX, Wireless system, Telephone sets shall be got
approved from Owner.
4.02.07 The EPABX system shall be interconnected with Public Address System.
4.02.08 The EPABX system shall have provision for interconnecting with existing EPABX
(GNAL).
4.02.09 EPABX system shall have voice communication via data networks (VoIP).
4.02.10 The system is required for switching of outgoing, incoming and transit calls
effectively and reliably. It shall support Optical/Electrical connectivity over Optic
Fibre, UHF radio links, VOIP & GSM and substation communications on dialing &
express trunks. The exchange shall support CO lines also. The System design
shall have,
a) High speed processor to provide real time response to all the incoming and
outgoing calls fluently.
b) 19"rack mounted design.
c) Dedicated DTMF circuit for each user port to provide 100% Non-Blocking
operation even while dialing.
d) Multiprocessor architecture, wherein each interface card with own dedicated
microprocessor (slave processor) for local processing of events and
commands and the master processor manages all the slaves.
e) Built-in PCM/TDM digital technology and switching matrix to provide
unrestricted communication to all users simultaneously.
f) Platform which allows replacing old or faulty interface cards without switching
off the system.
g) To support in addition to E&M (6 wire- 2W Tx, 2W Rx , E wire & M wire) ports,
CO lines, ISDN BRI, ISDN PRI, T1/E1, GSM/3G and VoIP network operation
simultaneously using respective interface cards, which enable the system to
be used as a common switch for PLCC, POTS,ISDN,GSM/3G and the VoIP
telephony network.
h) Primary Protection by means of providing IPM (Inter Protection Module) that
consists of resettable fuses and GD Tubes to be mounted on MDF.
i) To offer redundancy for its all critical functional cards like switching card,
Power supply card and main processor (master) Card. In the event of failure
of the power card and switch card, the stand-by card should have to take
over without interruption of their functionalities. Whereas, if the active Master
card fails, the system should restart and take over automatically.
j) DSP based Subscriber Loop Integrated Circuit (SLIC) which allows having
programmable line parameters features.
k) All the expansion slots shall be universal in nature, so that, it would be
possible to insert any of the cards in any slot and it will be automatically
configured by the System when inserted. Thus, design will eliminate
configuration bottleneck and offer true flexible configuration.
l) Flexible and user friendly web browser based GUI which would help to
program the system from anywhere on IP network. To configure the EPABX
remotely using internet, EPABX should also require having built-in server.
m) The system shall have voice communication via data networks (VoIP).
n) The system shall be used to interface with substation communication
terminal. Hot line communication between the substations/switchyard shall
be established through this system.
o) The system shall have CUG communication through 10 nos. SIM cards.
p) It shall support DTMF facility without compromising with suitability of
matching existing switching network of the substation/Grid.
q) It shall have the hot standby facility for CPU & PSU. It shall have universal
slot architecture.
r) The surge arrestors and fuses on all ports of subscriber and trunk lines shall
be provided for Protection of electronic circuitry against external induction,
short circuits, high voltage surges etc.
4.02.11 The 2 wire Telephone instrument shall have following facilities:

reports by printer connected to PC.

iv) Built-in Digital Extension Port & also the provision to insert card for Digital
Extension subscriber.
v) Built-in port for connecting external music source.
vi) Built-in port for connecting Public Address System (PAS)
vii) Built-in port for potential free contact (PFC) relay connection to interface
external error annunciation device.
viii) Built-in Auto Attendant functionality.
ix) Built-in Voice mail System functionality.
x) Generation & printing of System Configuration reports
xi) Generation & printing of System Activity Log reports
xii) Transferring the file using external modem
xiii) Display of Software version
i) CO (TWT) Lines: This interface shall allow terminating 2-Wire Analog Trunks
(CO lines) to function the EPABX as both PLCC EPABX and Conventional
PBX at the same time.
ii) E&M Trunks: E&M card shall provide interface to substation OPGW panel to
extend connectivity for both 6 Wire E&M (2W Tx speech, 2W Rx Speech, E
wire & M wire) Dial-in/Tie line as well as E&M Express lines. Using E&M
interface, the offered EPABX shall also to be integrated in the network with
Routers, VSAT, DACS/Multiplexers, etc.
iii) GSM/3G (Mobile)Trunks : GSM/3G card shall support GSM/3G connectivity
by means of GSM/3G (SIM) line to avail benefits offered by GSM networks.
iv) ISDN BRI/PRI Trunks: This interface shall support connectivity to ISDN BRI
(2B+D) and ISDN PRI (23B+D or 30B+D) lines to the system. These lines
when configured as NT or TE as per application requirement, the system with
this card should allow an ISDN terminal; Video phone or LAN connectivity to
ISDN port in NT mode.
v) T1/E1 Trunks: This interface shall provide connectivity based on T1/E1
standard and interface of EPABX to Radio link, STM, xDSL Modem,
Multiplexers etc.
vi) VoIP Trunks: Each VoIP card shall provide 32 channels and enable users to
call on channels simultaneously.
vii) GSM SIM network connectivity: 10 nos. GSM SIM cards for CUG
communication.
i) External Music Port: The external music port shall allow an external music
source to connect to EPABX.
ii) Public Address System Port (PAS): The public address system port shall
allow any station user to make public announcement on external speakers.
iii) Security Dialer Port: This interface shall allow sensor devices to connect to
its digital input port. In case of emergency, the EPABX will dial different
predefine numbers and play a prerecorded message. In case of emergency
a hooter shall also be activated.
iv) Call accounting System (CAS) Interface: The offered EPABX should have to
support interface for most types of call accounting System protocols
available world-wide which will help in easy integration of the third party call
accounting software.

4.04.00 The EPABX shall have the following substation communication features
xiii) Buffer capacity for each type of call i.e. outgoing, incoming & internal in
multiplication of 1000.
xiv) The important events viz. module going faulty, System restarting, port getting
hang etc. shall be recorded in internal log file of the system and shall also
provide option to print by connecting printer on parallel or a serial printer and
to transfer log file to PC/laptop.
xv) The EPABX shall have suitable relay port to announce failure of a card or
related problems.
xvi) The EPABX shall have system fault log to maintain the log of all faults
occurring in system & on event of fault it would have to activate buzzer.
xvii) The EPABX shall have transit barring feature to block unauthorized routing of
calls to streamline the flow of traffic only on the designated routes.
xviii) The EPABX shall have trunk restricted dialing feature to group the trunks to
avoid traffic on critical routes which allow keeping the trunk reserved for
specific traffic. Similarly user restricted dialing feature shall also to be
supported.
xix) The EPABX shall have "allowed & denied lists" and "auto attendant
functionality" features to restrict dialing of long distance & international calls
made by users and to perform the task of virtual operator.
xx) The EPABX shall offer interface for most types of call accounting system
protocols available world-wide to have easy integration of the third party call
accounting software.
xxi) The EPABX shall also support features like Call Duration Control, Caller line
identification, Conference Dial in, Conference - Multiple Participants.
xxii) The EPABX shall support paging, Voice mail system & Voice message
application.
xxiii) Call routing progression Tone to the caller- A beep should be given to the
caller every time the call passes through a station.
xxiv) Trunk disable option to avoid call on an out-of-order trunk
xxv) Trunk Groups to restrict ordinary traffic on a certain trunks/routes.
xxvi) Maximum digit on E&M Trunks should be programmable.

4.08.00 Cabinet
The system shall be provided with MDF for termination of all incoming and
outgoing trunks, telephone extension and other miscellaneous circuits. The MDF
shall preferably be of rack mounted or wall mounted type. Degree of protection for
MDF/Junction boxes shall be IP 54 for indoor and IP 55 for outdoor application.
Material and construction of MDF/Junction box shall be sheet steel or die cast
Aluminum, It shall be complete with double compression type cable glands
suitable for terminating or looping armored signal/power cables and earthing stud.
It shall be suitable for wall/column/structure mounting. The MDF shall be equipped
with highspeed gas discharge lightning protectors on each and every line circuit
irrespective of whether internal or external.
The protection hood shall be made of synthetic material and lined on the inside
with sound absorbing mineral fibre boards behind a perforated plate cover. The
special shape of the hood and its inner lining of sound-absorbing material shall
optimally reduce the noise in the area of the telephone. The hood shall be mounted
with its back facing the noise source.
4.13.01 The wireless system facilitates contacting/alerting a particular person who is in the
premises within the range of radio transmitter.
4.13.02 The wireless system shall consist of specified quantity of base stations, control
console and portable two-way transmitter receiver sets. The base stations along
with VHF transmitter, antenna and power supply units shall be installed at centrally
located place suitable for radio transmission.
4.13.03 Each hand held transmitter receiver shall be supplied along with batteries (long life,
heavy duty), battery chargers, carry case, etc.
4.13.04 The system shall be capable of coupled with the EPABX system such that any
wireless set can be contacted from any of the EPABX-extensions and any wireless
set can be used to contact any of the EPABX-intercom number/pager through
EPABX.
4.13.06 The operating frequency allotment from govt. authority and operating license shall
be arranged by the bidder.
4.13.07 The wireless set shall be addressable type and the transmission of address signal
shall be done by depressing the keys of control console with the code number of a
receiver (carried by the required person). The signal shall be received by the
respective receiver and it shall give an audible beep signal. There shall be a
provision to silence the beep with a push button on the receiver.
To originate a call, the caller shall lift the handset of-the cradle at his station and
press the page button. The associated loudspeaker shall get muted to prevent
acoustic feedback. A call attention gong shall be heard over all other
loudspeakers. The caller shall then make his announcement and release the page
button. The announcement shall be heard over all loudspeakers except those
muted. On hearing the announcement, the called party likewise shall lift the
handset off the cradle at his station and establish two way communications over
party channel. Party channel busy lamp shall be lit up at all stations as soon as the
channel is in use. Loudspeaker associated with any station engaged in party
channel conversation shall be free to receive any paging announcement. An
additional switch shall be provided at each handset to mute the associated
loudspeaker, if required, when engaged in party channel. The slave stations in
each zone shall have conference facility so that any number of stations of that
zone can join in the conference on private channel.
The person at the slave station shall press the necessary switch to call the Master
station. A red lamp indicating call pending shall light up at the Master station and
simultaneously buzzer shall be activated. It shall be possible to mute the buzzer by
a switch but the red lamp shall continue to glow till the operator answer the call.
Once the call is attended, a green lamp shall glow, which shall go off, when the
switch is put in the 'OFF' position.
To initiate a call, the calling station shall operate the selector switch corresponding
to the desired station. At the called station, a buzzer shall sound and a lamp
corresponding to calling station shall glow. The buzzer can be muted but the lamp
stays lighted till the calling party reset his switch. To attend a call, the called party
shall also operate the relevant selector switch at his station. The call is now
established and communication can now proceed in duplex mode over the
handsets. After the call is over, the selector switch at both stations shall be reset to
terminate the call. It shall also be possible to have conference facility, if required by
calling other stations through relevant switches.
5.04.01 Master station operator shall be able to select the desired zone by putting the
switch for that zone in paging position and talk into his mouthpiece. This
announcement shall be heard at all the loud speakers of that zone. A call attention
gong tone shall automatically precede all paging announcement. The called party
shall go to the nearby Slave station and shall press necessary button to indicate
his availability at the call station. The Master station operator shall then put the
selector switch in private position and both the parties shall be able to talk on the
private channel.
To originate a call between two zones through Master control station, the person of
a particular zone shall press the necessary switch to call the Master station. Master
station operator shall be able to select the desired zone by putting the switch for
that zone in paging position and talk into his mouthpiece. This announcement shall
be heard at all the loud speakers of that zone. A call attention gong tone shall
automatically precede all paging announcement. The called party shall go to the
nearby Slave station and shall press necessary button to indicate his availability at
the call station. Master station operator shall connect two Slave stations by putting
the selector switch in private position and both the parties shall be able to talk on
the private channel. It shall be possible to hold a conference between the selected
Slave stations in different zones and/or the Master station.
6.00.00 Painting
Equipment offered shall be of type tested and proven type. Type test certificates
for test conducted earlier on similar rating shall be furnished. For the various
bought out item test certificates from equipment Manufacturer shall be furnished.
Routine tests shall be carried out for all the equipment as per applicable standards.
