CNCAN - nuclear regulatory authority in Romania (1)

❖ CNCAN is the national authority responsible for the regulation, licensing and control in the
nuclear field, for all the activities and installations under the scope of the Law no. 111/1996 on the
Safe Deployment, Regulation, Licensing and Control of Nuclear Activities, republished, with
subsequent modifications and completions;

❖ CNCAN has all the necessary legal powers to issue mandatory regulations, to issue licenses for
nuclear facilities and activities and to perform evaluations, inspections and enforcement;

❖ CNCAN is a public institution of national interest, with legal personality, having its headquarters
in Bucharest, chaired by a President with the rank of State Secretary, coordinated by the Prime
Minister through the General Secretariat of the Government.

The nuclear regulatory body in Romania (CNCAN) has the responsibility to inform,
within its area of expertise,all components of the national system for the management
of emergencies in case of any nuclear and radiological emergency situation,
as well as the public;

CNCAN - nuclear regulatory authority in Romania (2)


Ensuring the peaceful use of nuclear energy and the protection of the public and
workers from the harmful effects of ionizing radiation, CNCAN has in its field of
competence the following areas:

The Scope oThe scope of the Workshop on Public communication in nuclear and radiological emergencies

❖ To share experience and information among the representatives of the main institutions and organizations
involved in the public communication activities in these specific case of emergency (nuclear and radiological) and
also to provide to media basic information about radiation and nuclear emergency response plan.

The Project "Enhancement of Nuclear Safety and Security in Romania - Improvement of Disaster
Resilience and Preparedness for Radiological and Nuclear Events" – General Information (1)
❖ The project is financed through the Norwegian Financial Mechanism 2014-2021 and is a
continuation of the previous CNCAN project - "Regional Excellence Project on Regulatory Capacity
Building in Nuclear and Radiological Safety, Emergency Preparedness and Response in Romania”,
financed through the Norwegian Financial Mechanism 2009-2014
❖ The scope is to further improve the capabilities in Romania in the areas of prevention of accidents
and malicious acts in the radiological and nuclear field as well as to improve emergencies
preparedness and response and public communication/information
Project duration: 5 years Project budget: 4.1 million euros
Project partners:Romanian partners: CNCAN and our national partner, IGJR and other national
institutions (IGPR, IGPF, IGSU and IGAv);Norwegian Partners: Norwegian Radiation and Nuclear
Safety Authority (DSA) and other Norwegian institutions; Supporting organisations: International

Activity 3 of the Project : Emergency Preparedness and Response (1)


Overall objectives:

Supporting CNCAN and other national authorities in implementing the new national system for nuclear and
radiological emergency management in accordance with Government Decision 557/2016.

❖ Improvement of the national infrastructure by establishing a new CNCAN Emergency Operation, Information
and Training Centre, in nuclear or radiological emergencies preparedness and response

❖ Updating of the legal framework taking into account recent international documents

❖ Revision of the National Nuclear and Radiological Emergency Response Plan

❖ Development of the National Training Programme for nuclear and radiological emergency response for staff at
national and county levels

❖ Development of a national public communication strategy

The main beneficiaries of this activity are the national authorities, the staff of CNCAN, IGJR, IGAv, IGSU, the staff of
the licensee, as well as the general public.

Activity 3 : Emergency Preparedness and Response (3)

Specific outcomes expected:


❖ construction and endowment of the CNCAN Emergency Operation, Information and Training Centre;
❖ revised National Nuclear and Radiological Emergency Response Plan;
❖ a national training programme for nuclear and radiological emergency response staff;
❖ a national public communication strategy in a nuclear or radiological emergency;
❖ improvement of professional training for approx. 20/150 persons within national authorities CNCAN, IGJR, IGPR and
IGSU in nuclear or radiological emergency response;
❖ 20 participants in specific training courses, workshops, scientific visits or technical meetings;
❖ a revised regulatory framework taking into account the latest international practices and standards in the field
(through issuing a dedicated norm on public communication and a guideline on informing the affected and potentially
affected population in the event of a nuclear emergency).

Achievements

❖ an improved regulatory, licensing and control framework through development / updating of


regulatory documents (consisting in new / revised regulations, training materials, good practice
guides or internal procedures, as well as specific guides), taking into account the latest
international practices and standards in the field.
❖ 1 regulation published in the Official Monitor (Norm on public communication) .
❖ improvement of professional training for approx. 20/150 persons within national authorities
CNCAN, IGJR, IGPR and IGSU and relevant industry organizations in all the important aspects
of emergency preparedness and response
❖ 20 participants at experience exchange events, including training courses, workshops, technical
meetings, consultancy meetings and scientific visits or technical meetings.
❖ professional staff trained at the Emergency Operation, Information and Training Centre
❖ CNCAN Emergency Operation, Information and Training Centre premises set up
❖ the procurement process for the construction of the Emergency Operation, Information
and Training Centre within CNCAN has started.
❖ CNCAN Emergency Operation, Information and Training Centre equipped and furnished.

Activity 3 : Emergency Preparedness and Response

The Project will support CNCAN and partner institutions for improvement of :

❖ current regulatory framework, regulatory guides, and procedures, to ensure alignment to the latest
international and EU standards and requirements
❖ education and training of the staff having responsibilities related to nuclear safety, protection against ionizing
radiation, safeguards, nuclear security and to emergency preparedness and response
❖ national infrastructure for nuclear and radiological safety and security and for emergency preparedness and
response
❖ national system for emergency management
❖ infrastructure development and endowment of a building for the new CNCAN emergency, information and
training center
❖ international cooperation between Romanian institutions, Norwegian institutions and IAEA member states
