ARESOLUTION CREATING THE SPECIAL HEALTH FUND (SHF AND AUTHORIZING THE
HONORABLE CITY MAYOR LUCILO R. BAYRON AND THE CITY TREASURER TO OPEN
A SPECIAL HEALTH FUND ACCOUNT WITH THE LANDBANK OF THE PHILIPPINES,
PUERTO PRINCESA CITY RELATIVE TO THE INTEGRATION OF THE LOCAL HEALTH
SYSTEM PURSUANT TO REPUBLIC ACT NO0. 11223, OTHERWISE KNOWN AS THE
UNIVERSAL HEALTH CARE (UHC) ACT, IN THE CITY OF PUERTO PRINCESA.

WHEREAS, Article Il, Section 15 of the 1987 Philippine Constitution declares it a policy of the State to protect and
promote the right to health of the people and instill health consciousness among them
WHEREAS, Section 20 of Republic Act No. 11223, or the Universal Health Care (UHC) Act, provides that the City
