Phase 3:Report

THE LOCATION

Azadpur Metro Station (near DTC Azadpur Terminal) Karnal Rd,


Azadpur, New Delhi –110033.
Latitude : 28°42′26″N Longitude: 77°10′48″E

DETAILS OF THE SITE


Azadpur is one of the major areas of North East Delhi..The area encloses a metro
station namely Azadpur Metro Station (Yellow Line of the Delhi Metro),a bus
depot (Azadpur bus depot) , railway stations ( Delhi Azadpur railway station and
Naya Azadpur Railway Station) and a sabzi mandi. Wazirpur , Gt Karnal Road ,
Dheerpur , Model Town 1 , Ashok Vihar are the nearby Localities to Azadpur.
Azadpur lies on GT Karnal road and connects it to outer ring road at Mukarba
Chowk.

The traffic coming from model town side while shifting to GT Karnal road merges
with the ongoing traffic coming from Karnal road as well as traffic going to Karnal
road in opposite direction. The given google earth screenshot shows the merging of
traffic for two directions. Because of the illegal auto stands, the high-speed traffic
is brought to a sudden standstill causing traffic congestions and sometimes
accidents (mainly at night).

MAJOR ROAD SAFETY ISSUES
The primary issues prevailing in the city were identified under :

1. Merging of traffic
It has been observed that the traffic coming from model town side while
shifting to GT Karnal road merges with the ongoing traffic coming from
Karnal road as well as traffic going to Karnal road in opposite direction as
shown in figure 2. The traffic merges cross wise creating slowing down of
traffic and forms high probability of minor and major accidents.
2. Accumulation and blockage of road by e-rickshaw, auto &
street vendors.

The road although is quite wide but is always blocked half way by e-
rickshaws and fruit vendors. The road being a busy bus route , the buses
don’t get enough space to move freely due to hindrance provided by those
rickshaws and cars stopping near fruit vendors. There is no provision and
authority to control and supervise them, thus they lack any discipline and are
free to park and stop anywhere.

3. Blockage of Karnal Road by buses going in the bus terminal.


The buses entering the bus depot has to cross the straight ongoing traffic on
the GT Karnal road which often blocks the road as the buses take a little
time to do so .This causes traffic to pile up behind the buses as well as on
Karnal road. Also there is no traffic signal to monitor and control their
movement, thus accidents often results up. Slowing and bulging of traffic
can be seen in the following pictures.

4. Pedestrian road crossing problem.


Due to absence of any traffic signal and zebra crossing, it is very difficult
for pedestrians to cross the roads. The traffic being continuous, heavy and
fast creates difficult and disastrous situations for the pedestrians which can
at no time turn to accidents.

5. Blockage of the road due to frequent accidents.


Minor accidents are a daily soap in this region. Frequent cases of cars
busting into other cars/bikes/rickshaws/pedestrians have been registered .
The flow of traffic is such that it creates confusion and uncertainity among
the drivers and small collisions occurs.
MOST ACCIDENTS PRONE AREAS IN DELHI
SOLUTIONS THAT WERE IMPLEMENTED IN THE PAST
1. Presence of Traffic Signals at our site before the construction of Azadpur
Metro Station.
2. Construction of existing Foot-over bridge during the construction of
Azadpur Metro Station.

SOLUTIONS TO BE IMPLEMENTED
1. Installation of the Traffic Lights at three places to avoid merging of traffic.
2. Access to Foot-over bridge from outside the Azadpur Metro Station.
3. Implementation of a proper auto-stand which won’t hinder the flow of traffic
by e-rickshaws and auto.
4. Permanent posting of a Traffic Policeman for managing traffic and for
removing auto, e-rickshaws and local vendors along the roads.
5. Increase parking area of Azadpur DTC bus depot to avoid accumulation of
buses on the roads.
6. Proper storm water drainage system nearby our site to avoid piling of traffic.
SOLUTIONS THAT WERE IMPLEMENTED IN THE PAST:

1. Presence of Traffic Signals at our site before the construction of


Azadpur Metro Station.

The Azadpur metro station is located on the yellow line of the Delhi Metro. After
the completion of Phase 3 of Delhi Metro Azadpur will become interchange
station.

Azadpur metro station was opened on February 9, 2009; 8 years ago. Before the
construction of Azadpur metro station there were proper traffic signals at this site.
Due to the presence of these red lights there was no such problem like merging of
traffic and piling of traffic at Karnal road.

But when Azadpur metro station was constructed , these traffic signals were
uninstalled due to some reason. This information is given by majority of the
stakeholders surveyed at our location. Now due to absence of red lights
unnecessary traffic jams exists there causing inconvenience to the people. It is also
the root cause of major as well as minor accidents happening frequently at the
location. That’s why reinstalling traffic signals at our site is must.

2. Foot over bridge over the Karnal road, connected to Azadpur
metro station

A foot over bridge was constructed over the G.T Karnal road to facilitate crossing
of pedestrians from side of road to other easily and safely. It also provides an entry
to the metro station. It is elevated as well as has inclined paths for handicapped.

It was constructed under the following project:

C/o Grade Separator at Ring Road - G. T. Karnal Road – Road Intersection


at Azadpur, Delhi:- The work is sanctioned for Rs. 153 crore in Feb 07 and is
likely to be completed by March 2009. It aims to improve intra – city traffic
movement. This work involves construction of Main Flyover including 780 m long
Main flyover along the GTK Road-Mall Road with Diaphragm wall, one Foot-
Over Bridge and Subway with ramps for pedestrians. Underpass below the ROB
embankment by Box pushing technique for the service road, Bus bays etc. It will
benefit all road users passing through the intersection and indirectly benefit the
people residing nearby locality due to improved environment though subway is
nowhere to be seen.

When we surveyed the people about use of foot over bridge , following results
were obtained.

Also the bridge connects two side of roads only, the third side being left to be
crossed through road only , limiting the use of the bridge.
SOLUTIONS TO BE IMPLEMENTED

1) Installation of traffic lights

There is no governing of traffic coming from all sides at Azadpur bus depot
which is one of the major issues of traffic jam and accidents. The uncontrolled
flow of traffic from any one side hinders the traffic coming from other two
sides. This blocks the path for all the three sides.

This has been shown in the following figures:


This problem can be solved by installing Traffic Signals at appropriate
positions which can control the flow of traffic in a proper manner.

Various locations at which traffic signals can be installed are :-

 On G.T Karnal road connecting Bara Bagh to Azadpur.


 On G.T Karnal road connecting Adarsh Nagar to Azadpur bus depot.
 On road connecting model town to Azadpur.

On the map these can be shown as :-


 The signals may operate during rush hours only so that the traffic could
move fast when there is no rush on roads and can be directed in a desired
and smooth manner during rush hours as well. Where rush hours include:

Morning: 8:00 A.M. - 10:00 A.M.

Evening: 5:00 P.M. - 8:00 P.M.

Pros:

1) The traffic signals along with controlling traffic, can help the pedestrians to
cross road safely with the use of zebra crossing (will have to be constructed).
2) Signals will avoid merging of traffic which will further reduce the
probabilities of traffic jams.
3) Signals will force the e-rickshaw drivers and other vendors to keep moving
and not accumulate on the roads which will solve the problem of road
blockage to a great extent.
4) Will help in avoiding accidents as presence of traffic light will allow one
directional flow only and that too at low speeds, further reducing the chances
of accidents.

Cons:

1) People will have to wait even if traffic is moving fast and the road is empty.
2) If traffic light fails there will be huge chances of traffic jam.
3) If People do not follow the signal a more chaotic situation will result which
may lead to bulging of traffic and miscommunications.
2. Access to Foot-over Bridge from outside the Azadpur Metro
Station.

It has been observed that the entry and exit provided for the existing foot-
over is only for one side of the road. Passengers from the Metro station can
only fully avail the facility of the bridge for going across the road. The
passengers already present at outside the metro cannot avail the bridge and
are forced to cross the road in the heavy traffic. Moreover absence of Traffic
lights and zebra crossing has made the situation even worse.

As it can be seen in the above images of the location that people are forced to cross
the road from this side as they cannot avail the facility of current bridge as no entry
and exit points have been provided at metro side.
The road being heavy in traffic created a necessity for easy pedestrian crossing,
resulting to the construction of foot over bridge. The bridge though being very
long, is used less by the public to save time and they prefer crossing through the
road’s traffic only creating possibility of accidents. Also there is no zebra crossing,
which further boosts the possibilities of miss happenings.

Thus direct access to the Foot-over Bridge from outside the metro station
must be provided at the other side of the road for allowing the passengers
to cross the road more safely.

Pros:
1. It would provide direct access over to the bridge from both sides of the
road.
2. It helps in safely crossing the road for the pedestrians.
3. It also reduces the accidents due to pedestrians on the road.
4. Efficient movement of the traffic.

Cons:

1. As per the present construction it would be difficult to do the construction in


the current structure of the bridge.
2. A separate bridge needs to be constructed and attached in the existing
bridge.
3. Implementation of a proper auto-stand which won’t hinder the
flow of traffic by e-rickshaws and auto.

Almost 25% people are of the opinion that unofficial auto and e-rickshaw
stands are the main cause of traffic Jams. It is the 2nd Top cause of traffic
jams at Azadpur Metro Station according to the survey conducted at this site.

 In front of M2K society.
 In front of Azadpur DTC bus depot.
 In front of Municipal colony, Model town.

The road although is quite wide but is always blocked half way by e-rickshaws and
autos. The road being a busy bus route, the buses don’t get enough space to move
freely due to hindrance provided by those rickshaws. There is no provision and
authority to control and supervise them, thus they lack any discipline and are free
to park and stop anywhere.

These hinder the flow of the traffic, even though the roads are broad enough. A
proper auto-stand would ensure the flow of the traffic is uninterrupted, and that
there is no illegal parking alongside the roads.

Thus a Separate Auto and E-rickshaw Stand needs to be made to avoid the
accumulation of road and easy free flow of traffic.

Possible places for implementation of proper Auto and e-rickshaw stand –

Place No. 1 – Empty space near Azadpur bus stand opposite to M2K society
Place No. 2 – Empty space in front of Azadpur Metro Station’s gate

Place No. 3 – Empty space at service lane of road going into Municipal
Colony, Model Town
Pros:

1. It would get the autos as well as e-rickshaws off the roads and make way for
incoming vehicles, thus decongesting the traffic.
2. It would also be safer for the pedestrians to avail the autos & e- rickshaws,
and not wait on the main roads to get an auto or e-rickshaw.
3. If there will be a proper auto stand then they would not hinder the path of
DTC buses.
4. It will reduce accidents frequency as most of the past major as well as minor
accidents are related to auto and e-rickshaw.
5. No requirement of traffic policeman to charge challans from auto drivers and
e-rickshaw derivers.

Cons:
1. Since there are too many hawkers and street vendors lining the pedestrian
walkways and footpaths, there isn’t much space for the proposed, if they are
to be made immediate to the main road.
2. The stand(s) needs to be maintained and regulated effectively, so that there
are no stray autos lining the main roads, and hence doesn’t provide any
hindrance to the oncoming traffic.
3. There must a permanent posting of traffic polciman to ensure that no auto
and e-rickshaw drivers park alongside the roads interrupting the traffic flow.
4. Permanent posting of a Traffic Policeman for managing traffic
and for removing auto, e-rickshaws and local vendors along
the roads.

E-rickshaws and autos gathering here and there to take their passengers
and blocking traffic flow.

So after conducting survey at Azadpur metro station it is concluded that if a traffic


policeman is always available to manage traffic and removing local hawkers, street
vendors & shopkeepers, e-rickshaws and autos alongside the road. Then it will
give a wider road for the smooth traffic flow.
Thus a Permanent traffic policeman needs to be appointed for the proper
management of the traffic and ensure that rules are being followed by
the various stakeholders.

Pros:

1. It would get the autos as well as e-rickshaws off the roads and make way for
incoming vehicles, thus decongesting the traffic.
2. It would get the local hawkers, street vendors and shopkeepers (patri bazaar)
alongside the road giving behind wider road for smooth traffic flow.
3. More space for pedestrians to walk and convenient road crossing.
4. It will reduce accidents frequency as most of the past major as well as minor
accidents are related to auto and e-rickshaw.
5. More hygienic conditions all around because fruit vendors throw many
unnecessary waste here and there.

Cons:

1. Difficulty for pedestrians to get autos and e-rickshaws readily if proper


official auto stand is not made by the authority.
2. Unemployment of many shopkeepers and fruit vendors.

Moving the Bus Accidents Disputes due to Traffic Jams
inside Depot accidents

From survey it can be seen that bus drivers do face problems in moving the buses
inside the Bus Depot Due to less area for Depot.

The area shown above in the middle of the area under the bridge can be used for
the DTC bus parking and this can be helpful in reducing the traffic jams occurred
due to the entry of DTC bus inside the BUS DEPOT as the size of depot is very
less as compared to the no. of buses that ply from that area.
Thus the abandoned area could be used efficiently to increase the parking space of
the Bus Depot and help is dealing with the current traffic accumulation problem in
a better way.

Pros:
1. It will increase the parking space of the DTC Buses.
2. Help in reducing the current traffic jam problems.
3. Better usage of the area.

Cons:

1. It may be difficult to use the suggested are due to legal reasons.


2. The suggested area needs to be developed and to maintained for further use.
3. The construction at that area would require capital and money.
6. Proper drainage system to avoid water logging on roads.
The area just in front of the parking area of the Azadpur metro station (backside) is
heavily water logged during monsoons or any other day when it rains. This slows
down the traffic and often creates huge jam. Also there are many pit holes on that
road which get filled with water and thus are not visible. Thus there are chances
that people on two wheelers and even in four wheelers may turn out in an ugly
situation if they step over one of those pit holes. Hence creating an accident prone
zone.

Although a new road has been laid there recently. But still a proper drainage
system to avoid water logging is required that could prevent such future incidents.

Pros:

1) Smooth, faster traffic movement would be there if there is no trace of


water logging on roads.
2) Accidents due to falling in pit holes will be minimized.
3) Neat and clean roads even during rainy seasons.
4) No difficulty in crossing roads to people even in heavy rains.

Cons:

1) Construction cost.
2) Haul in traffic during construction period.

CONCLUSION

Azadpur is one of the major location of the capital. It serves the purpose of
bus depot , metro station , railway station and connects various major roads
of delhi. Thus it has to be traffic free and safe. With the implementation of
the mentioned suggestions ,the above goals can be achieved to a great
extent.
 Traffic signals will assist smooth and hustle free flow of traffic.
 Access to foot over bridge from the metro station side will increase
the convenience of people.
 A separate auto stand will stabilise the way they work.
 Posting of traffic police officers will ensure proper and systematic
implementation of traffic rules.
 Increased parking area for DTC buses will reduce the blockage of
road caused by them.
 And a proper drainage system will ensure the neatness and safety on
roads.
