1. INTRODUCTION
This A brief introduction to the issue at hand is made with the goal of
designing future sports and leisure space in the small-scale community of Brgy.
San agustin. In recent years, the Brgy. San agustin of pili has grown gradually,
while its functions as a local leisure and sports association have been merged
with those of the neighboring town. Except in the larger city of Naga, there are
few opportunities for sports. The traditional assembly hall in Pili does not appear
to provide adequate space for meetings and other cultural activities. This has
created difficult conditions for local engagement and social interactions. The
town's identity was in jeopardy. However, the citizens appear to have a strong
and inherent desire to defend the existence of pili in its own right. The lack of
sports and leisure facilities in pili or, more accurately, a local citizen's house for
assembly and physical activities has brought the importance of facilities and
identity back into focus. Other associations and social networks can also be
found in pili, but the desire for space is the common denominator. Space that
will support Brgy. Maharlika's association life and other citizen initiatives by
providing a shared gathering point for local assembly through cultural and
physical activities.
The relevance and importance of space for local assembly, leisure, and
physical activities is evident with this introduction of the challenges present in
Brgy. San agustin. This is supported by the findings of this thesis' theoretical
section. A small-scale community's threatened identity is justified by a lack of
space for local assembly, leisure, and physical activities - space for social
interaction on a local level. In this way, sports facilities have the potential to
provide cultural significance to a small community. Supporting cultural identity
necessitates the creation of a space that invites and inspires a wide range of
social interactions. The importance of this is that it fosters a stronger sense of
community. Cultural identity, on the other hand, requires a sense of value.
This sense of place value will emerge from a strong sense of place
identity, as well as citizens getting to know the area and endowing the
architecture with value over time by visiting and using the facilities for various
activities. A well-maintained architectural main idea supports a strong sense of
place. Architectural with such qualities has the potential to not only maintain but
also generate cultural identity. The theoretically developed design strategy
serves as the foundation for creating architecture with such qualities manifested
by a well-maintained architectural main idea. To do so, addressing the design

strategy's aspects of 'Context,"Scale,' and'Experience' is an inherent basis for


developing the design of future sports and community spaces in Brgy maharlika.

1.1. BACKGROUND OF THE STUDY


The Different types of facilities and open spaces are both very
important in the life and welfare of mankind; today, people flock to watch
matches or have family get-togethers not because they don't want to play
or have time for their loved ones, but to satisfy their instincts for facilities
to keep them away from their love for recreational and community
services. People enjoy seeing the outdoor leisure experience because
they have a strong desire to return to nature. The current activities are
those that we have inherited from our forefathers and have been modified
over time. Before the dawn of civilization and the dawn of the machine
age, man lived a hard and robust life in contrast to the soft and luxurious
life of today.

The primitives' hard work for survival contributed to physical


perfection, and there was no need for an organized system of physical
education. Physical and community degeneration occurred as civilization
progressed as a result of less exertion in machine age life. As a result,
the need for physical and social development is felt. The human social
body and social skills have not, and cannot, have changed significantly.
Habits and ways of life have changed dramatically, and the strains of
modern life must be addressed if true life functions are to be realized. As
a result, a well-organized system of recreation and community education
is required to compensate for man's loss.man. One of the most powerful
instincts of the human race is the desire to pay. It is one of humanity's
most powerful instincts. Itis the most straightforward method of
expressing one's natural emotions. Our natural recreation and
community grounds have been robbed by the encroachment of
civilization. For gains and to be expressed by their instincts, towns had
central open spaces between cluster houses. The construction of
factories and houses has largely contributed to the disappearance of
gardens. recreation and community center is an urban development, A
facility for recreational, social, or multi-purpose use where patron are
primarily participants and any spectators are incidental and attend on a

one-time basis is referred to as a Community Recreation Centre.


Recreation and leisure centres, parks, curling, swimming pools, bowling
alleys, racquet clubs, rifle and pistol ranges, community halls, and
community centers are all examples. Recreation, leisure, and sports
activities, like culture and art, play an important role in communities.
Individuals' health and well-being are improved, they contribute to
individual empowerment, and they promote the development of inclusive
communities, among other things.

1.2. STATEMENT OF THE PROBLEM


The COVID-19 pandemic is not only a global health emergency,
but it has also disrupted people's daily lives all over the world. Urban
outdoor enthusiasts are one group that has been particularly affected by
the pandemic and the subsequent institutional response from a leisure
standpoint. Stay at home orders and physical distancing
recommendations are potential deterrents to outdoor recreation
activities, which are essential to outdoor enthusiasts' lifestyles and well-
being. The potential impacts on recreational behavior are greatest in
urban areas, where these orders and recommendations are most
restrictive.

The current state of recreation presents a difficult situation.


Expanded programs are urgently needed to meet ever-increasing
needs. To date, the growth of recreation and community has been
largely attributed to a diverse set of organizations operating at various
levels of organized society. One effort has been made to bring these
disparate organizations together in a common cause, in order to make
better use of total community resources: All members of the society can
participate in a community recreation program.Many people in high-
ranking positions today, making decisions that affect millions of filipino,
have had little or no formal training in the field of recreation. The
majority of the public, particularly the ever-growing leisure society, is
unaware of the true meaning of the terms "recreation" and "leisure."
Those charged with raising public awareness about the terms
recreation and leisure are themselves unfamiliar with the concepts
involved.Recreation and leisure are two different terms. The primary
goal of this research is to determine how well we understands the

concepts of recreation and leisure, and how well it provides the


necessary leadership and recreational services to its current and future
clients.

1.3. PROJECT OBJECTIVES


Having understood the role of the project must play and some of the
guiding factors for the design of it, the next step is to conceptualize the
design, and articulate the design objectives:

• To create an environment that fosters community engagement


and hence strengthens community ties.
• To create spaces and experiences that inspire action and
creativity and thus lead to self-growth at an individual level.
• To act as a social hub for the community, over which the members
feel a sense of ownership
• To strike a balance between the aspirations of the community and
the environment that they are familiar with, to create a new
environment that is suited to their needs.

1.4. SIGNIFICANCE OF THE STUDY


Brgy Pili lacks recreational and community infrastructure; there small
park outside of munisipyo on the centro pili, but the scale is too small to
call it a park, and the recreational facility consists only of a multipurpose
basketball court. There are no parks, gyms, or other recreational facilities
in the area, which would help people recover from the pandemic at the
very least.
I'm proposing a facility that is open to the public, can be used for
online class rooms for students who don't have access to the internet, a
multipurpose gym that is indoor and can be easily attached, detached in
case of typhoons and other catastrophic elements, and a park that will aid
in the recovery of people affected by the pandemic. This proposal can also
promote tourism and can be a new attraction, establishing a few rentable
commercial spaces to provide people with work.
Because the sports complex on Pili is old and lacks activities to do,
this facility could be a new sports complex, team building events, and so
on. his development is committed to the community and neighboring

developments, sensitive to their needs and supporting these with


livelihood opportunities. The programs for the nearby communities are
intended to address their needs and concerns, as well as allow them to
benefit from economic opportunities brought about by the development.
The vision for this is to establish an all-inclusive progressive growth center
in pili to serve as base for commerce and industry.
The important thing is that those who lead and those who are led in
recreation and leisure-time activities have a clear understanding of the
nature and significance of the terms recreation and leisure. A conceptual
framework will point to the fundamentals of the recreation field. In any
written form, this conceptualization appears to be missing. This study will
attempt to put such a conceptualization of the field of recreation into
writing. It's only natural that new methods and approaches to problem
solving will emerge from new understanding and knowledge .

1.5. SCOPE AND DELIMITATION


a. Research Components
On the basis of the presented 'objective and delimitation,' this
study will be limited to Brgy, Maharlika and its community. The project
is to be a hub of social infrastructure for the community by providing the
right environment and injecting the needed program. The goal of this
project is to create a concrete design proposal for future sports and
recreation space in the small community of Brgy maharlika. The
proposal will aim to promote cultural identity in a small-scale community
by providing space for local gatherings, leisure activities, and physical
activities that encourage social diversity. This will be done with the goal
of achieving architectural quality through the materialization of the
subjects 'Context,' 'Scale,' and 'Experience,' which form the first part of
this thesis's developed design strategy. The method will be used as
follows:

The development of the program was an important stage in the
conception of this thesis project, the success of a project of this nature
requires utmost attention to detail in the articulation of the architectural
program. Each programmatic component has been treated as a solution
to a socio- economic issue, as identified after on site-research. Census

the project will aim to serve.

1.6. CRITERIA FOR SITE SELECTION AND SWOT ANALYSIS

Strengths • Being open view side of Mt.isarog


• Closeness to the main road
• High accessibility and centrality of location
• As area is already a camp-site, it has already some necessary
facilities like; restaurant, drainage and electricity systems, etc.

1.7. SITE DESCRIPTION

the strategic location of Brgy. San Agustin Maharlika highway pili,


boasts the scenic and gentle terrain that will be perfectly suited in creating
a well-balanced and sustainable urban and green community. The
location of the designated site provides ease of transportation as well,
being situated near diversion road and pili centro. and provincial hubs
like naga city., accessible to both local and international opportunities.,
the area creates efficient links to naga city to Legaspi for just a one hour
to thirty-minutes drive away. The site for the project lies on the main street
of the settlement. The road intersection on which lies is known as
Maharlika highway. The plot area is 5 hectare, however this much land
is not required for the intended project. Thus site extents shall vary.

2. RESEARCH METHODOLOGY
Healthy Communities: The Delaware Municipal Resource Guide
highlights the need for stakeholder involvement and suggests processes
that can be applied to this four-step process for planning parks and
recreation areas:
• Step 1: review existing conditions
• Step 2: analyze needs and preferences
• Step3: develop prioritized plan
• Step 4: adopt and implement plan

In order to plan for future park and recreation needs, jurisdictions


need to understand and assess the context of the planned area,
environmental conditions, and existing conditions.

Step 1: review existing conditions

2.a. Research on existing conditions and trends


or population, socio-economic conditions and other factors that may
determine the demand for parks, areas and leisure programs. According
to the Public Spaces Project report, the master plan describes the history
of the park, contextualizes its development and describes the evolution of
the park / park system over time. Background information should identify
planning areas, describe the planning process, and describe strategies for
engaging and involving the public.

2.b. Running a site inventory


Information on current environmental conditions. Information can
be obtained from GIS maps, field surveys and field trips, or a review of
historical research and historical information about the park system.
Information on historical features and archaeological studies, soil
conditions, vegetation, wetlands, topography, pastures, coastal buffer
zones, environmental issues, local flora and fauna and endangered
species must be gathered.

2.c. Permitted land use assessment


It determines how land and adjacent real estate are currently
subdivided and whether jurisdiction is permitted for their use under the
zoning code. If the land does not fall under your current jurisdiction, you
should examine the property to determine if there are any formal
restrictions or easements that restrict the use of the land, regardless of
ownership.

2.d Listing and analyzing current park facilities and recreation


programs.
The current park explains the problem of maintenance,
maintenance, prevention and management, including inventory and
analysis, park and recreation, focus group session, members of the leisure
committee, other interested parties and interested parties (including

Step 2: analyze needs and preferences


Public opinion is very important for the management of local
administrations in the process of master plan of parks and resorts. There
is no right or wrong way to analyze the needs and preferences of parks
and resorts. Local authorities should consider using different "best
practices" to ensure that information is collected from local government
stakeholders.

2.g. See previous plans and investigations


Past planning and evaluation of surveys Previous surveys and
external agencies should guide local government plans for parks and
recreation areas. Local authorities should consider the information, which
is a planning and policy document that identifies the needs of outdoor
recreation. Used to invest directly in parks and recreation to fund outdoor
recreation according to needs and preferences.

2.h. Assess the needs of society


Municipalities can also conduct research on the recreational needs
and preferences of parks and local residents. This process can take place
during digital engagement through social media and websites, as well as
scheduled seminars, public meetings, surveys and stakeholder interviews.
In addition, the data collection phase provides a technical assessment,
identifies existing deficiencies and measures existing uses and needs of
existing municipal parks and recreation areas.

2.i. Need Analysis


A needs assessment must be carried out to formally assess the
needs of parks, leisure programs and public facilities. Local authorities
may want to use methods of needs assessment approved by national
organizations. A Preliminary Service Level Assessment (LOS), which is
based on standards developed by the National Recreation and Parks
Association (NRPA), is a traditional method used by many parks and
recreation departments to analyze their needs.

Since 2001, a modified method called Complex Value Analysis or


the Geographic Reference Standards Program (GRASP®) has been
widely used. This method assesses the extent to which the location and
conditions of a unit meet the needs and expectations of the population, as
well as other factors such as comfort, atmosphere and comfort. All of these
are combined into numerical indicators displayed graphically on the map
to identify the similarities and shortcomings of the system as a whole and
its individual parts.

Step 3: develop a prioritized action plan

After analyzing the needs of parks and recreation areas, it is


necessary to summarize the main conclusions. These results form the
basis for a statement of opinion describing the overall direction of the plan,
its planned assets, what changes need to be made and how the plan can
be implemented. You can then develop a priority action plan that includes
a set of goals, objectives, and recommendations for implementing the
vision.

A priority action plan should describe and classify priorities for the
modernization of new or existing articles:

• Facilities

Recreational and public facilities for parks, open space systems,


greenways, special uses, or active transportation infrastructure (e.g.,
trail systems, bike lanes, or public roads)
• Recreation programs
such as recreational activities, courses, fitness and wellness
programs, special events and / or community festivals.
• Management and operations
Includes staffing, service levels, budgeting, capital improvements,
maintenance and risk management plans, marketing plans and
technology improvements.

Step 4: adopt and implement plan


The final master plan is intended to serve as a decision-making tool
to help local government officials identify implementation priorities and
provide high-quality park and recreation services. Local government parks
and recreation councils, or advisory councils involved in the overall
planning process, play an important role in promoting the plan. Prior to
approval by the governing body, a final public hearing will be announced
and a last chance to provide feedback and explanations to the general
public.

As a final step in the feasibility study:
Develop an operating budget for the proposed installation. It should

2.3. RESEARCH PARTICIPANTS


Participation in recreational activities depends on socio-economic
circumstances and individual assessment of health and well-being.

Observational studies show that engaging in recreational activities


improves the health and well-being of working adults, middle-aged adults, and
older adults. Recreational activities have been linked to improved health and
self-esteem in some groups with a high emotional burden, including those with
disabilities.
