What This Module is About
This module is entitled Contemporary Philippine Arts from the Regions. This module will
begin by taking a glance on the arts of the past which aims students to have a better under-
standing of the culture that we have now as reflected by the various contemporary arts.
“Contemporary Art” refers to any works created from 1970’s to present where most of the
artists are still living. With this, our subject will focus on the different art forms produced by Fili-
pino artists at present. Contemporary artists who are engage in using the traditional and con-
temporary mediums to create their masterpieces will be introduced to every Filipino learner not
only to know the Philippine arts, culture and traditions but also to appreciate being a Filipino
(especially to be a proud Bicolano) and preserve them by discovering one’s talents and skills
and engaging into the different activities prepared through out this module.

Take a glimpse in the lives of the country’s well-known artists as we are about to discover how
their works of art have brought a great impact to the development of Philippines art. If you are an aspir-
ing artist and dreaming to be known not just nationally but internationally, this module will be of great
help to achieve your dreams! In this module, you will be introduced with the overview of what the title,
Philippine National Artist is, the process of the nomination, the qualifications to consider and the benefits
of an awardee once he is proclaimed as a National Artist of the Philippines. With this module, you will

What is It

What is a National Artist?

A National artist is a Filipino citizen who has been given the rank and title of National Artist in
recognition of his or her significant contribution to the development of Philippine arts and letters.

What is the Order of the National Artist of the Philippines?


Among the various institutional awards and recognition instruments, the National Artist Award
(NAA) bestows the highest form of recognition to Filipino artists for their significant contributions
in the arts and letters. It shares the same prestige as the GAMABA and the National Scientist Award.
The award is conferred every three years through a rigorous deliberation and selection pro-
cess jointly facilitated by two major cultural offices, the National Commission on Culture and the Arts
(NCCA) and the Cultural Center of the Philippines ( CCP).

Legal Basis of the Award

NAA was established in 1972 under Presidential Decree No. 1001 issued by then President Ferdinand
Marcos. Much has changed since the institutionalization of the award. As of this writing, the roster has included 66
awardees from seven disciplinal areas in the history of the NAA. Other categories have been considered by virtue
of the president’s prerogative. As one of the Honors of the Philippines, it embodies the nation’s highest ideals in
humanism and aesthetic expression through the distinct achievements of individual citizens.
Proclamation No. 1144, s. 1973 named the CCP Board of Trustees as the National Artist Awards Com-
mittee (or Secretariat).

Presidential Decree No. 208, s. 1973 reiterated the mandate of the CCP to administer the National Artist
Awards as well as the privileges and honors to National Artists.

Executive Order No. 236 s. 2003, otherwise known as the Honors Code of the Philippines, conferred ad-
ditional prestige on the National Artist Award by raising it to the level of a Cultural Order, fourth in precedence
among the orders and decorations that comprise the Honors of the Philippines, and equal in rank to the Order of
National Scientists and the Gawad sa Manlilikha ng Bayan. The National Artist Award was thereby renamed the
Order of National Artists (Orden ng mga Pambansang Alagad ng Sining). This reflected the consensus among gov-
ernment cultural agencies and the artistic community that the highest possible international prestige and recogni-
tion should be given our National Artists. Section 5 of EO 236 stated the President may confer the Order of Nation-
al Artists “upon the recommendation of the Cultural Center of the Philippines and the National Commission for Cul-
ture and the Arts (NCCA).”

Executive Order No. 435, s. 2005 amended Section 5 (IV) of EO 236, giving the President the power to
name National Artists without need of a recommendation, relegating the NCCA and the CCP to mere advisory bod-
ies that may or may not be heeded.

Criteria for the Order of the National Artist

The National Artist of the Philippines are based on a broad criteria, as set forth by the Cultural
Center of the Philippines and the National Commission on Culture and the Arts:

1. Living artists who have been Filipino citizens for the last ten years prior to nomination as well as
those who have died after the establishment of the award in 1972 but were Filipino citizens at the
time of their death;
2. Artists who have helped build a Filipino sense of nationhood through the content and form of their
works;

3. Artists who have distinguished themselves by pioneering in a mode of creative expression or style,
making an impact on succeeding generations of artists;

4. Artists who have created a significant body of works and/or have consistently displayed excellence in
the practice of their art form, enriching artistic expression or style; and

5. Artists who enjoy broad acceptance through:

A. prestigious national and/or international recognition, such as the Gawad CCP Para sa Sining,
CCP Thirteen Artists Award and NCCA Alab ng Haraya;
B. critical acclaim and/or reviews of their works; respect and esteem from peers.

For nominations, the following documents should be submitted:

A cover letter from the nominating organization


The cover letter shall be accompanied by a Board Resolution approving the
nomination concerned with the said resolution signed by the organization Presi-
dent and duly certified by the Board Secretary;

A duly accomplished nomination form;

A detailed curriculum vitae of the nominee and the latest photograph (color
or black and white) of the nominee, either 5″ x 7″ or 8″ x 11″;

A list of the nominee’s significant works categorized according to the criteria


and pertinent information materials on the nominee’s significant works (on
CDs, VCDs and DVDs);

Copies of published reviews; and Any other document that may be required.

Honors and Priviledges
The following privileges are provided to those conferred with the Order of National Artists:

1. The rank and title of National Artist, as proclaimed by the President of the Philippines;

2. The National Artist gold-plated medallion/ insignia minted by the Bangko Sentral ng Pili-
pinas (BSP) and citation ;

3. Lifetime emolument and material and physical benefits comparable in value to those re-
ceived by the highest officers of the land such as:
3.1. A minimum cash award of Two Hundred Thousand Pesos (P200,000.00), net of
taxes for living awardees and a minimum cash award of One Hundred Fifty
Thousand Pesos (P150,000.00), net of taxes for posthumous awardees,
payable to legal heir/s;
3.2 A medical and hospitalization benefits;
3.3 A minimum lifetime personal monthly stipend of Thirty Thousand
Pesos (P30,000.00)
The above-mentioned privileges have been given effective January 1, 2013.
3.4 Life insurance coverage for Awardees who are still insurable;
3.5 A State Funeral benefit not exceeding P500,000.00 and burial at the Libingan ng
mga Bayani .

4. A place of honor, in line with protocoled precedence, in state functions, national com-
memoration ceremonies and all other cultural presentations.
