CLEANING OF PIPING SYSTEMS AND EQUIPMENT

1.0 PURPOSE

This procedure provides direction to field engineering and supervision for inspecting and
documenting the onsite cleaning of piping system and equipment.

2.0 SCOPE

This procedure covers the onsite chemical cleaning of piping systems and equipment.

5.0 RESPONSIBILITIES

5.1 Project Field Engineer (PFE)

The PFE is responsible to:

a. Establish procedures and guidelines for inspecting the chemical cleaning


operations.

b. Assign quality control inspection responsibilities.

c. Review and approve procedures for the chemical cleaning operation.


5.2 Area Engineer.

The area engineer is responsible to:

a. Assign and supervise field engineers to monitor and inspect the chemical
cleaning activities.

b. Monitor all quality control documentation requirements including ensuring


that reports are prepared, accepted, and filed in accordance with the project
procedures.

c. Monitor the chemical cleaning activities for compliance with project


procedures.

d. Notify supervision and the PFE when corrective action is required to correct
a quality problem.

5.3 Field Engineer

The field engineer is responsible to:

a. Monitor the chemical cleaning operation to ensure quality and confirm


compliance with project documents and specifications

b. Issue, obtain required approvals, and file related quality control documents.

c. Perform final inspection and acceptance of the work

5.4 Cleaning Subcontractor

The cleaning subcontractor is responsible to:

a. Develop a detail cleaning procedure.

b. Adhere to the project documents and specifications, maintain good


workmanship, and fulfill all safety and quality requirements pertaining to the
work.

6.0 PROCEDURE

6.1 Pre-Cleaning Operations

6.1.1 The chemical cleaning subcontractor develops a detailed cleaning procedure that
includes:
a. Safety precautions

b. Detailed instructions for mechanical and chemical cleaning

c. Sequential progression of cleaning operations

d. Responsibilities of personnel assigned to the cleaning operation

e. Protection of surrounding facilities

f. Inspection hold points

g. Quality control reports

h. Disposal procedure for spent chemicals

6.1.2 The job engineer does the following:

a. Reviews and approves the cleaning procedure

b. Obtains safety approval of the chemical cleaning subcontractor procedure

c. Obtains client approval of the chemical cleaning procedure, if required

6.2 Cleaning Operations

6.2.1 The chemical cleaning subcontractor does the following:

a. Obtains all required approvals and work permits before starting operations

b. Secures the area and hangs warning signs

c. Performs the cleaning operation per the approved procedure

d. Disposes of spent chemicals per the approved procedure

6.2.2 The field engineer does the following:

a. Checks the piping system or equipment scheduled for cleaning to ensure that
the following tasks have been completed:

1. Work area is adequately maintained to prevent contamination


of cleaned systems and components
2. Instruments and valves that could be damaged by cleaning
are isolated

3. Lines not designed for liquid service are supported to


accommodate the weight of the cleaning agent

4. Blinds, orifices, vents, drains, and monitoring instruments


are installed as required for each cleaning activity

5. Cleaning equipment is connected properly and the quantity


of cleaning agent is adequate

6. Chemical effluents are directed to a catch tank

7. The overall system has been leak tested before chemicals are
induced

b. Performs the cleanliness inspection and documents the inspection on the


pipe cleaning record

c. Ensures that cleaning subcontractor quality control documents are completed

d. Obtains client approval and acceptance of cleaned systems.
