Subject: Regarding Pay Fixation of Junior Clerks on placement to Senior Clerk

Respected Sir,

This is in reference to circular no. 13423 dated 07/10/2022 regarding revised pay scales
w.e.f 01/01/2016.
In these revised pay scales, all the eligible Junior Clerk/ Computer operators/ steno typist
regualarised after 01.01.2016 whose placement is due for the post of Senior Clerk/
Senior Computer operator/ Senior steno typist are not getting any financial benefit from the
placement as both the post of Junior Clerk/Computer Operator and Senior Clerk/Computer
operator lies in the Pay matrix level 6.
In this context it is submitted that as per the Pay Revision circular, on placement from
Helper-com-Peon to Peon-cum-Chownkidar after five years of satisifactory service, they are
entitled for one increment whereas in case of placement from Junior Clerk/Computer
operator/ steno typist to Senior Clerk/ Senior Computer Operator/ Senior steno typist after
five years of satisfactory service, they will be placed in the next scale of Senior Clerk
/Computer operator but as per the recommendation, applicable level for pay fixation as on
01.01.2016 as per Pay Matrix is level 6 for both Junior Clerk/Computer operator and Senior
Clerk/ Computer operator and is appended below:

Earlier in previous Pay Scale, in case of placement from Junior to Senior Clerk/Computer
operator/steno typist , the grade pay was revised from 3200 to 3600 after completion of 5
years of regular service in that grade and in case of placement from HCP to PCC, no
grade pay was revised so one increment in the existing grade was provided on placement.

Since, as per the new pay scale, on placement there is no change of level in case of
placement from Junior to Senior Clerk/Computer operator, you are requested to consider
the placement of Junior to Senior Clerk/Computer operator/Steno typist as similar to
the placement for the post of PCC from HCP by providing one vertical
increment in Level 6 of new pay matrix w.e.f from the date of placement to the higher
grade as junior clerks, computer operators and steno typist regularised after 01.01.2016
are not getting any monetary benefit from this placement.

the earliest please..
