Composition, Members & Duties

1. FIRE MARSHAL:
a. Shall be responsible for the implementation of fire prevention & safety measures;
b. Responsible for maintaining an up to date record of all members;
c. Coordinate with all departments when fire & evacuation drill is held;
d. Report all deficiencies of buildings including the life safety systems for corrective action;
e. Responsible for submission of the fire & evacuation drill report & recommend for its
improvement;
f. Prepares evacuation plan, and
g. Reports all types of fire & emergency incidence.
h. Serve as fire ground commander in the event of a fire, prior to the arrival of government
fire fighting units.

2. DEPUTY FIRE MARSHAL:


a. Assist the Fire Marshal in his varied duties and responsibilities;
b. Assumes the duties of Fire Marshal if he is not around

3. FLOOR CAPTAINS/ WARDENS


a) Supervise the evacuation of occupants in his area.
b) Monitor the progress of the evacuation and act in accordance with the fire evacuation plan,
c) Clear the floor/area assigned to him of all occupants before leaving.
d) Conduct a head count to assure that all regular occupants known to have occupied the floor
or area have been evacuated. 

4. ROOM CAPTAINS:
a. Supervises firefighting & evacuation activities of his area of responsibility during actual
emergency or drills;
b. At sound of the alarm, reports to Floor Captain for orders;
c. Upon orders to evacuate, organizes his group & moves the group through pre- planned
evacuation routes to its assigned evacuation areas;
d. Conducts immediate head-count at evacuation area to see if anyone is missing.

5. EXIT GUARDS:
a. At sound of the alarm, reports to the Floor/Room Captain for orders;
b. Leads evacuation column thru pre-planned evacuation routes to assigned evacuation
areas;
c. Opens fire exit doors, keeping it open unit all members of his group have left the floor area;
d. Follows tail end of evacuation column & keep order in the line;
e. Receives advice from searchers when the floor area is cleared upon which the exit door is
is closed

6. SEARCHERS:
a. At sound of the alarm, reports to room Captain for orders;
b. Searchers rooms, offices, washrooms & other spaces where there may be persons
who did not hear the alarm & were not aware of evacuation orders;
c. Advises the exit guards when the room or floor is cleared & joins the evacuation column
7. FIRE EXTINGUISHER OPERATORS & ALTERNATES:
a. Upon receipt of alarm, proceeds to assigned portable fire extinguisher;
b. If the fire is located in his area of assignment, takes f/extinguisher assigned to him &
proceeds to the scene of fire to extinguish the fire;
c. If the fire is in other floors or areas, stands by the f/extinguisher & awaits orders from
the Floor Captain;
d. Joins evacuation column after the room or floor is cleared, bringing with him
portable f/extinguisher, if necessary;
e. Returns f/extinguisher to proper place after actual emergency or drill.

8. FIRE HOSE OPERATORS :


a. Upon receipt of the alarm, proceed immediately to the fire hose they are assigned;
b. If the fire is in their area of assignment, pulls out the fire hoses assigned to them &
proceeds to the fire scene to extinguish the fire;
c. If the fire is located in other floors, stands by the fire hose they are assigned & awaits
orders from the Floor Captain;
d. Upon Orders to evacuate, joins the evacuation column to designated evacuation
area.

OTHER UNITS OR SUPPORT GROUPS


1. RESCUERS:
a. Locates victims at still endangered areas;
b. Extricate victims when found;
c. Stabilizes victims & bring them to a place of safety;
d. Joins evacuation column upon orders of the Fire Marshal;
e. Joins wrap-up activities at evacuation area & awaits further orders from the Fire Marshal.

2. FIRST AID NURSES & MEDICAL ATTENDANTS:


a. Provides first aid treatment;
b. Assist in the evacuation of injured victims to hospitals;
c. Joins wrap-up activities at evacuation area & awaits further orders from the Fire Marshal.

3. SECURITY GUARDS:
a. At sound of the alarm, notifies the Local Fire Department thru whatever means available;
b. Determines location of the fire & notifies Fire Marshal & Floor Captain;
c. Secure immediate areas around the place of emergency including the designated evacuation
areas;
d. Maintains order traffic movement & see that fire lanes being used by responding fire
apparatus & other emergency units are not obstructed;
e. Stays at assigned post unit properly relieved & awaits final instruction from Fire Marshal
during & after wrap-up activities.
