Altering the proposed health benefits plan renewal option for 2023 approved by the
Health Care Trust Fund Board on September 30, 2022, and otherwise providing with
respect thereto. (B/Fuller, C/Nickelson, D/Boucher)
Resolution No. ______ of 2022
WHEREAS, the Health Care Trust Fund Board notified the Clerk of the Shreveport City Council
of the proposed health benefits plan renewal option for 2023 which it approved on September 30, 2022;
and
WHEREAS, Section 66-133 of the Shreveport Code of Ordinances provides that the City
Council may alter any change to the city’s health benefits plan and health care programs plan design
proposed by the Health Care Trust Fund Board; and
WHEREAS, the Willis-Knighton Health Care System, by and through its Chief Executive
Officer, Jaf Fielder, has firmly and irrevocably committed to the City of Shreveport that during the 2023
calendar year it will provide all health care and related services to the employees of the City of Shreveport
and other persons insured through the City of Shreveport at the same cost and at the same rates as
provided for by the Blue Cross Blue Shield of Louisiana’s “Blue Connect Network” pricing; and
WHEREAS, in light of this commitment there exists no reasonable basis for charging employees
or other persons insured through the City of Shreveport more to utilize the services of the Willis-
Knighton Health Care System than they are to be charged for the services of other health care providers;
The proposed health benefits plan renewal option for 2023 which the Health Care Trust Fund
Board approved on September 30, 2022, be and hereby is altered as reflected in Exhibit “A” to this
Resolution.
BE IT FURTHER RESOLVED that all Resolutions or parts thereof in conflict herewith are
hereby repealed.
THUS DONE AND RESOLVED by the City Council of the City of Shreveport, Louisiana.
