BACKGROUND: The rendition of Funeral Honors is a time-honored tradition accorded to the deceased members (active or retired), both in the Philippine National Police and the Armed Forces of the Philippines as a farewell recognition for his/her honorable ser- vices rendered to the country and to the organization. It is also rendered during inter- ment of deceased government officials and VIPs as a ceremonial paying of respect in recognition to their unselfish service rendered to the nation As classified in PNP Memorandum Circular No. 2018-018, the persons entitled to PNP Funeral Honors are PNP personnel who died while in the active ser- vice, retired PC/INP personnel who opted to join the PNP after the enactment of R.A 6975, PNP personnel honorably separated from the PNP service, government officials and VIPs and other personalities as directed by the President, SILG or the C, PNP. As an organization, the Philippine National Police is committed in rendering dignified funeral honors and services to all persons entitled thereto as a way of show- ing to the family, dependents and loved ones of the deceased that the government cared for and values their significant contributions. However, in some instances, there are confusions arising from the following 10f 13 a) The family of a deceased retiree does not know whom they shall seek assistance for the provision of appropriate honors. Most of the time the family of a deceased PNP retiree especially those who had been retired long ago is not aware as to where and whom to seek assistance for the provision of appropriate honors to their departed loved one. Only those PNP retirees whose family member knows somebody in the PNP are accorded funeral honors and services as requested. Other PNP retirees whose family members are not familiar with the processes in the PNP often end up burying their dead without any funeral honors accorded to them by the PNP. b) OPR in the transport of the remains from one place to another; c) Rank requirement for pallbearers based on the rank or position last held by the deceased; and d) Office/unit responsible in the conduct of funeral honors to be accorded to the deceased persons entitled thereto. 3. PURPOSE: This Standard Operating Procedure (SOP) provides the guidelines and pro- cedures in rendering funeral honors to deceased members of the PNP and other per- sons entitled thereto in grateful appreciation of the invaluable service they have ren- dered to the nation. This will also identify the office that shall be responsible in deliv- ering the services during wake and interment of deceased persons entitled to funeral honors. It enumerates and defines the procedures and protocols to be followed by the concerned PNP office/unit in rendering funeral honors and other services to a fallen PNP member and other persons entitled thereto. This also includes the conduct of monitoring by the active personnel-buddy to his/her pensioner-buddy (retiree), so that when the latter dies, the office/unit con- cemed shall be immediately informed, 4. SCOPE OF APPLICATION: This SOP shall be applicable to all deceased PNP uniformed personnel and other persons entitled to funeral honors intended to be buried anywhere in the Philip- pines wherein the services of the PNP are required 5. DEFINITION OF TERMS: a. Active Duty - refers to the specific period while the PNP personnel is in the service b. Active Personnel-Buddy ~ refers to the personnel of the PNP with the rank of Police Lieutenant Colonel (PLTCOL) down to Patrolman (Pat) who was matched/paired with and assigned to a pensioner-buddy. c. Deceased Active Personnel — refers to the PNP member who died while in the active duty due to illness, accident and most especially those who were killed in legitimate police operations. e. Deceased Persons entitled to Funeral Honors — as enumerated in PNP MC No. 2018-018 a. PNP personnel who died while in the active service; b. Retired PNP/PC/INP personnel (former PC/INP) who opted to join the PNP after the enactment of R.A. 6975; c. PNP personnel honorably separated from PNP service; d. Government officials and VIPs (Please see attached - Annex “A”); and e. Other personalities as directed by the President, SILG or the CPNP. f Dependents — refers to the spouse, children, parents, grandparents, brothers or sisters of the deceased entitled to honors. g. Funeral Honors - the ceremonies rendered to the remains of active and retired PNP uniformed personnel and other persons entitled thereto while kept at the mortuary or place of wake where the deceased lie in state including the movement to the grave or place of final resting place with the prescribed escorts. Courtesies that may be rendered as part of funeral honors are funeral/necrological services at the PNP Mortuary or preferred vigil sites, vigil guards, escort and transportation services, and burial mass by the PNP Chaplain Service. This also includes interment ceremonies and volley fire as part of the gravesite service. h. Funeral Services — include escort, band colors, clergy/pastoral officer, caisson and/or funeral pallbearers, and chapel services. i. Honorably Separated — a mode of separation from the PNP service Prior to the required or allowable period of honest and faithful service for PNP members who meet the required standard of duty performance and personal conduct. j. Pallbearers — personnel who helps to carry the coffin for a safe and orderly transfer from one place to another during funeral service. k. Pensioner-Buddy — refers to the pensioner who was matched or paired with his/her active personnel-buddy. |. PNP Mortuary — a PNP facility where remains are kept for vigil before burial or cremation. m. PNP Retirees — refers to uniformed members of the Philippine National Police and the PC/INP who retired from the service either optionally or compulsory. It includes the former personnel of the PNP and PC/INP who were honorably separated from the service. n. Security Escort if traveling by land, refers to PNP personnel assigned to escort the remains of the deceased from the place of origin to the point of destination. If traveling by air/sea, refers to minimum of two PNP per- sonnel assigned to accompany the remains of the deceased from the place of origin to the point of destination p. Send-off/Reception Ceremonies — refers to the conduct of foyer hon- ors to the remains of the deceased persons entitled to funeral honors as part of the send-off from the place of origin and reception at the point of destination. q. Transportation ~ refers to the mode of travel (land, sea, air) and its complements to convey the remains of the deceased from the place of origin to the point of destination r. Transport Services — refers to the use of PNP vehicles and its comple- ments during the transport of the remains of persons entitled to funeral honors. s. Vigil Guards — the sentries posted to keep watch on the bier when the remains of a deceased PNP uniformed personnel and other persons en- titled to funeral honors are lying in state. 6. POLICIES AND GUIDELINES: a. The ‘active personnel-buddy” of the “pensioner-buddy” under PNP MC. No. 2020-049 entitled “Guidelines and Procedures of the “Pensioner Ko, Sagot Ko” Project” shall be responsible in monitoring the status of the retiree assigned to him/her so that when the retiree dies, the office/unit concemed shall be immediately informed; b. The PNP shall provide funeral honors and other ceremonies to PNP uni- formed personnel and to other persons entitled thereto under the follow- ing circumstances: 1) When the remains of the deceased PNP personnel and other per- ‘sons entitled thereto will be transported from one region to another, send-off ceremony shall be provided by the PRO having jurisdiction over the place of origin of the remains. Likewise, reception ceremony shall be provided by the receiving PRO or PNP Unit having jurisdic- tion over the point of destination. Such ceremonies shall be indispen- ‘sable to PNP personnel Killed in Police Operations (KIPO); 2) Active and retired PNP personnel who died due to illness or due to accidents not related to legitimate police operations may be accorded the same ceremonies subject to the discretion of the concerned Re- gional Director, 40f 13 203 204 205 206 207 208 209 210 ait 212 213 214 215 216 217 218 219 220 221 222 223 224 225 226 227 228 229 230 231 232 3) Other personnel entitled for funeral honors such as deceased gov- ‘emment officials and VIPs (active or retired), funeral honors shall be rendered by the PNP upon request by the requesting party or di- rective from the higher authorities; 4) The conduct of funeral honors shall be provided by the office/unit which has jurisdiction over the place where the deceased will lie in state or to be buried. The Chief of Police (COP) of the concerned locality shall represent the PNP in his AOR. If the deceased has a rank higher than the COP, the PD shall designate the appropriate PCO to represent the PNP, and if the deceased is a star rank officer, the RD or DRDA shall represent the PNP. The highest PNP Officer representing the PNP must be present during the interment of the deceased: 5) The pallbearers shall be composed of a minimum of six PCOs or PNCOs led by the most senior among them. The logistical requirements incurred during the transport of the remains shall be assumed by the concerned offices/units based on the following situations: 1) When the movement involves overseas travel, transportation ser- vices shall be provided by the PRO having jurisdiction over the place of origin of the remains up to the airport or up to the seaport (if it requires air or sea travel), while transportation services from the air- port or seaport shall be provided by the receiving PRO or PNP of- fice/unit; 2) If the transport of the remains requires land transportation only, the RD of the concerned PROs shall coordinate with each other to facil- itate the activity; and 3) If within the same region, the RD of the PRO concerned shall direct the concerned PD to assume responsibilities. Deceased Non-Uniformed Personnel (active or retired) of the PNP may avail of the funeral services such as but is limited only to the transport of the remains from one place to another, funeral wake at the PNP mortu- ary, burial mass to be officiated by the PNP Chaplain Service and PNP band during interment. Deceased persons enumerated hereunder shall not be entitled to funeral honors: 1) Those PNP personnel who were involved in an armed confrontation against PNP operatives conducting legitimate police operation; 2) Those who were dismissed or dishonorably discharged from the PNP or other government services; 3) Those who committed suicide; 4) Those who were convicted for any crime; 5) Those who were convicted of grave administrative case; 6) Those who are on AWOL status before their death; and 7) Other circumstances that caused dishonor or disgrace to the PNP or Government Service. The availability of the PNP Mortuary at the NHQ must be requested by the requesting party to the Director, HSS, while at the PRO, the request shall be addressed to the Regional Director, Deployment of security personnel within the area where the deceased lie in state or to be buried shall be indispensable. It is the responsibility of the COP to ensure the safety of the personnel detailed as vigil guards, 6 of 13 284 285 286 287 288 289 290 291 292 293 204 295 296 297 298 299 300 301 302 303 304 305 306 307 308 309 310 311 312 313 314 315 316 317 318 319 320 321 322 323 324 325 326 327 328 329 330 331 332 333 volley firers and also for the active PNP personnel who shall visit the wake or attend the interment; and Request of funeral honors by the dependent of deceased retired military personnel shall be referred by the COP to the nearest AFP unit within the AOR to facilitate the provision of the same. 7. PROCEDURES: This Standard Operating Procedure shall be implemented in the following a. Conduct of funeral honors for deceased retired PNP personnel. 1) TDPRM shall provide all RD, PROs with a list of pensioners from PRBS indicating the rank upon retirement, complete name, address, birth date and contact number, if available, of all pensioners living at or residing in their respective AOR. It shall be disseminated to lower units for regular monitoring of the PNP retirees. 2) The active personnel-buddy shall periodically visit the PNP retiree assigned to him/her at least twice a month or more frequently as pos- sible and shall have the contact number of the PNP retiree or any member of his/her immediate family so that the parties may have im- mediate coordination when the PNP retiree dies. 3) In the event that an a retired PNP dies, a Funeral Honors Request (FHR) Form shall be offered by the COP which must be signed by one of the dependents of the deceased. If the family declined the offer, the funeral honors will be waived. (Please see attached form - Annex “B”) 4) Upon receipt of the FHR Form duly signed by a family member of the deceased, the COP shall determine the appropriate time for the fu- neral rites and posting of vigil guards during the wake Conduct of funeral honors for deceased active PNP personnel 1) The COP or the Head of Office (HOO) of the office/unit of the de- ceased PNP member shall be responsible for the provision of funeral honors to their respective personnel. The COP/HOO shall be the re- questing party and shall fill out the FHR Form in behalf of the de- pendents of the deceased. 2) The COP/HOO shall provide funeral honors and all the courtesies that maybe rendered as part thereof during the funeral wake and in- terment of the deceased active personnel. Conduct of funeral honors for deceased government officials and VIPs: 1) Requesting party or immediate families of the deceased government 7 of 13 334 335 336 337 338 339 340 341 342 343 344 345 346 347 348 349 350 351 352 353 354 355 356 357 358 359 360 361 362 363 364 365 366 367 368 369 370 371 372 373 374 375 376 377 378 379 380 381 382 383 officials and VIPs shall secure FHR Form from the CPS/MPS that have jurisdiction over the area where the deceased lies or to be bur- ied and shall fill-out said request form for the availment of funeral honors. 3) Upon receipt of the FHR Form duly signed by the requesting party or a family member of the deceased government officials and VIPs, the COP shall determine the appropriate funeral services during the wake as provided in this SOP. d. Provision of Funeral Services to Deceased NUP: 1) Requesting party or immediate families of the deceased NUP shall secure FHR Form from the Police Station that have jurisdiction over the area where the deceased lies or to be buried and shall fil-up said request form for the availment of the specified services. 2) Upon receipt of the FHR Form, the COP in coordination to higher office shall provide the specified services which can be accorded to the deceased NUP. @. Procedures and Protocols for Funeral Honors and Other Services. (Please see attached - Annex “C”) f. Termination of the funeral honors and other services. - After the conduct of the funeral honors and interment activities, the COP shall properly inform the immediate family or the requesting party of the deceased for the pull out of the deployed personnel and termination of the activities rendered to the deceased Note: The request form must be properly filled out for purposes of inventory and periodic reporting of the funeral honors conducted by lower units. 8. RESPONSIBILITIES: a. SDS 1) Overall supervisor of the activities when there is command guidance; and 2) Perform other tasks as necessary. b. Lss 1) Ensure availability of vehicles when requested; and 2) Perform other tasks as necessary. PRBS 1) Co-OPR conduct of funeral honors to retired PNP personnel whose dependents requested for the use of PNP mortuary for the wake fu- neral of the deceased in coordination with HSS and CHS; 2) Prepare the program for the funeral activities intended to retirees that lie in state at the PNP Mortuary, Camp BGen Rafael T Crame, Que- zon City in coordination with HSS and CHS 3) Conduct inventory of PNP retirees and provide list to PROs which will serve as reference of lower units in designating retiree buddy in conformity to the existing PNP MC No. 2020-049 “Pensioner Ko, Sagot Ko" Project; 4) Provide logistical requirements such as blank ammunition, Philippine flag, tarpaulin (3 feet x 4 feet with the name of the deceased) and other similar items for the funeral honors in the NHQ in coordination with DL; and 9 of 13 433 434 435 436 437 438 439 440 441 442 443 444 445 446 447 448 449 450 451 452 453 454 455 456 457 458 459 460 461 462 463 464 465 466 467 468 469 470 471 472 473 474 475 476 477 478 479 480 481 482 483 5) Perform other tasks as necessary. Hss 1) Act as OPR for the conduct of Funeral Honors at the NHQ and other specified places when directed by the CPNP and Command Group; 2) Prepare the program for the funeral activities intended to deceased active personnel that lie in state at the PNP Mortuary, Camp BGen Rafael T Crame, Quezon City in coordination with CHS; 3) Organize personnel to compose a battalion size funeral honors con- tingent; 4) Designate at least one (1) PCO and one (1) PNCO as drills and cer- emony supervisor/s who is knowledgeable on Funeral Honors, drills and ceremonies. They shall assist in the supervision of all rehearsals and the actual conduct of Funeral Honors at the NHQ; 5) Provide contingents for Funeral Honors held at the NHQ and other designated places when directed by the CPNP and Command Group; 6) Provide “follow me vehicle” at the gate of Camp Crame when neces- sary, 7) Ensure accessibility in the entry and exit gates during the arrival and departure of the deceased personnel entitled to funeral honors; 8) Provide PNCOs to check attendance of the detailed Funeral Honors contingent; 9) Provision of tarpaulin (3 feet x 4 feet with the name of the deceased) in coordination with PRBS; 10)Ensure availability of bugler and the PNP Band during interment; 11)Provide security escort during the transport of the remains from the NHQ to the Libingan ng mga Bayani should that be the place of in- terment; 12)If the preferred burial site of the deceased person entitled to funeral honors is within NCR other than the Libingan ng mga Bayani, the HSS shall coordinate with the COP of the preferred burial site having jurisdiction over the area for the provision of security escort and area security. HPG 1) Provide mobile or motorcycle security coverage during interment of deceased persons entitled to funeral honors as directed by the higher office or requested by subordinate office/unit; 2) Provide motorcycle escort from the NHQ to the Libingan ng mga Bayani when such is the place of interment; and 3) Perform other tasks as necessary CHS 1) Provide officiating chaplain, as appropriate for services related to fu- neral honors; and 2) Perform other tasks as necessary CES 1) Provide PA/sound system during the conduct of funeral honors at the NHQ: 2) Designate personnel to act as system operators during the funeral honors; and 3) Perform other tasks as necessary. PROs 1) Act as OPR for the conduct of funeral honors at the Regional Level and other specified places when required or as appropriate; 2) Organize personnel to compose a company size funeral honors con- tingent; 3) Issue orders to the detailed personnel for funeral honors; 4) Issue appropriate awards to the detailed personnel who rendered the funeral honors; 5) Provide financial requirements for the funeral honors; 6) Identify personnel from PPO and/or CPO and CPS/MPS to be trained as bugler, 7) Designate a Drills and Ceremonies Officer in respective offices/units; 8) Provide personnel to augment HSS contingent in the conduct of fu- neral honors, when directed; 9) Provide logistical requirements such as blank ammunition, Philippine 14 of 13, 534 535 536 537 538 539 540 at 542 543 544 545 546 547 548 549 550 551 552 553 554 555 556 557 558 559 560 561 562 563 564 565 566 567 568 569 570 571 572 573 574 575 576 877 578 579 580 581 582 583 flag, tarpaulin (3 feet x 4 feet with the name of the deceased) and other needed items for the funeral honors; 10)Provide security escort during the transport of the remains from the place of origin to the point of destination or place of interment; 11)Provide send-off ceremony when acting as originating PRO and re- ception ceremony when acting as receiving PRO; 12)Assume all logistical requirements during the movement of the re- mains within AOR or inbound to destination airporseaport when it involves overseas travel: 13) Ensure availability of vehicles when required; 14)Provide the necessary fund support in the implementation of this soP; 15)Ensure strict observance of the procedures in the conduct of cere- monies under this SOP: 16)Ensure proper dissemination and implementation of this SOP down to the respective line units; 17)|mmediately replace the personnel buddy when he/she was relieved from the unit; 18)Submit IMPLAN NLT 15 days upon receipt of this SOP; 19)Concerned office/unit shall submit After Activity Report Attn: D, PRBS for information of the PNP Command Group; and 20)Perform other tasks as necessary. m. NSUs 1) Act as OPR when the deceased PNP Personnel belong to its unit, in terms of vigil guards, pallbearers, and volley firers in coordination with the Regional Director of the PRO concerned; and 2) Perform other tasks as necessary. 9. SANCTIONS: Any violation of this Standard Operating Procedure shall be dealt with ac- cordingly under the existing appropriate disciplinary policies and other applicable laws. 10.
