In exercise of the powers conferred under sub-section (1B) of section 28A of the Kerala Stamp
Act, 1959 (17 of 1959) and in supersession of notification issued under G.O. (P) No.
47/2020/TAXES dated 31 st March, 2020 and published as S.R.O.No. 266/2020 in the Kerala
Gazette Extraordinary No. 1033 dated 3 rd April, 2020, the Government of Kerala, hereby
increase the fair value of land in Kerala, fixed as per sub-section (1) of the said section, by one
hundred and twenty per cent. This notification shall come into force on the 1 st day of April,
2022.

Explanatory Note

(This does not form part of the notification, but is intended to indicate its general purport.)
The fair value of land came into force in the State in the year 2010. Thereafter the fair value of
land was enhanced by 50 per cent in November, 2014. As a result, the fair value effectively
became 150 per cent of that fixed in the year 2010. Later, in April, 2018 the then existing fair
value was further enhanced by 10 per cent and thus the fair value effectively became 165 per
cent of that fixed in the year 2010. Further, in April, 2019 the then existing fair value was further
enhanced by 10 percent and thus the fair value in effect became 181.5 per cent of that fixed in
the year 2010.
In supersession of all previous notifications, the fair value fixed in 2010 was further enhanced
by 100 percent in the year 2020 and thereby the existing fair value in effect became 200 per cent
of that fixed in the year 2010.
As per para 449 of the Budget Speech 2022-23, it has been declared to enhance the existing
fair value of land in the State by 10 per cent. By implementing the said 10 per cent increase, the
resultant fair value of the land will effectively become 220 per cent of that fixed in the year 2010.
Government have now decided to issue notification by increasing the fair value of land fixed by
Revenue Divisional Officers in the year 2010 by 120 per cent .

The notification is intended to achieve the above object.
