Bidding note: Construction for Entrepreneurship One Stop-Shop and a Hospitality Training
Facility

About International Trade Centre (ITC)

The International Trade Centre (ITC) is a joint agency of the United Nations and the World Trade
Organization, focusing on developing the export capabilities of small and medium-sized businesses in
developing and transition economies. ITC projects and programmes contribute to the global efforts to
achieve UN Global Goals for Sustainable Development and the Aid for Trade agenda. ITC works at
three levels:

• Strengthening the integration of the business sector of developing countries and economies in
transition into the global economy,
• Improving the performance of trade and investment support institutions for the benefit of small
and medium-sized enterprises (SMEs) and enhancing the abilities of trade support institutions
to support them better,
• Improving the international competitiveness of SMEs.

About the Project - Improving the livelihoods of vulnerable women and youth around the
Senegambia Bridge

The two-year project is funded by the United Nations Human Security Trust Fund and is implemented
by ITC and UNFPA in collaboration with the Gambian Association of Local Government Authorities
(GALGA). The project supports communities and people around the Senegambia bridge to cope with
adverse shocks while creating pathways for women and youth to take advantage of new opportunities.
ITC will focus on economic security in three areas:

• Support the entrepreneurship ecosystem in the target regions and establish a regional hub or
one stop shop for entrepreneurship and business development support
• Establish a hospitality training centre in LRR that provides vocational training in LRR, including
the provision of foundation level training for 40 women and youth
• Enhance skills in value addition and agripreneurship for 60 youth and women, including the
provision of business starter-kits
• Provide training and advisory support to connect producers and entrepreneurs to digital
platforms and facilitate payment systems
Background

The Gambian ecosystem is at an early stage of maturity with an emerging set of actors in the network
and the increasing realization of the potential of entrepreneurship development for the country’s
economic growth. However, the rapid and unstructured growth of institutions in response to the
entrepreneurship boom in the country has led to some overlaps and gaps. One important challenge is
the lack entrepreneurship and business support services in the rural Gambia. While some institutions
and business support organization entertain lose networks of advisers, experts and members in the
regions, structured institutionalized support in rural areas is an area of concern for most of the actors
in the ecosystem. The lack of support services and the cost of business for the rural entrepreneurs
reduces the ability of youth and women to take advantage of new opportunities. The demand is
particularly strong in the new growth centers upriver including along the Trans Gambia corridor.

A network analysis of the entrepreneurship ecosystem in The Gambia conducted by ITC also stressed
the need for more incubation and acceleration services for entrepreneurs and specific support services
targeting women-owned businesses. The analysis further emphasized the importance to forge
partnerships in the ecosystem for improved complementarities and synergies in the service offering to
entrepreneurs.
To strengthen collaboration across institutions, ITC supported the ecosystem partners to develop and
rollout the Andandorr Programme. This pilot entrepreneurship initiative is jointly implemented by key
entrepreneurship service providers in The Gambia. The programme follows a maturity-model bespoke
service provision for women and youth entrepreneurs in The Gambia across all regions and strengthens
information sharing through a joint CRM system.

The employability and employment creation in The Gambia is also affected by the quality and access
to technical and vocational education and training (TVET). The National TVET Roadmap found a high
concentration of TVET providers in Banjul and Kanifing, with approximately 75% of the 92 accredited
TVET providers located in these areas. Only four training providers operate in NBR and LRR. To meet
the growing demand for vocational training in key growth sectors, the project supports the roll out of
technical and vocational training.

Scope of the assignment

ITC invites interested companies to forward their quotations for the construction of the Entrepreneurship
One Stop Shop and the Hospitality Training Facility.

The design, architectural drawings, Bill of Quantities (BoQs) and technical specifications for both lots
can be downloaded on Construction for Entrepreneurship One Stop-Shop and a Hospitality Training
Facility - Opportunity | YEP. Interested companies are invited to bid for one or both lots.

Other requirements

• The buildings must be constructed with Compressed Stabilized Earth Blocks (CSEB)
• Each lot is expected to engage 25 Gambians through Cash4Work. Preference is given to youth
and women from the local communities
• The construction of both lots is expected to be completed within 6 months after award of the
contract
• The company must be a construction company registered in The Gambia
• The company must be a member of the Earth Builders Association of The Gambia
• The company must demonstrate experience and knowledge in construction with CSEB and
other sustainable construction techniques
Requested Documents

• Business registration certification and company’s financial statements of the past 2 years
• Minimum two samples of similar work with references to location(s) and client(s)
• Completed quote using the bill of quantities to be downloaded at Construction for

• A work plan from start to completion for the respective lot(s)

Application process and deadlines

Quotes must be submitted no later than 18th March, 2022 before 6 PM local time Quotes can be sent

Interested bidders must attend a pre-bid meeting which will take place on 12th March, 2022 from 9 AM
to 10 AM meeting at Gaye Njoro Skills Academy followed by a site visit on the same day @ 11am,
where bidders can ask questions.

UN general Terms and Conditions Acceptance of your Quotation: Upon receipt, your quotation will be
examined and you will be advised as promptly as possible as to its acceptability. Any contract
subsequently arranged would be subject to the relevant provisions of the UN’s General Conditions of
Contract (GCC), a copy of which will be attached to the Contract or given upon request (a copy of the
General Conditions is available on our website: http://www.intracen.org/about/procurement/general-
conditions/). By submitting a quote, vendors confirm their acceptance of UN GCC.
