The Ministry of Information and Communications (MIC), Hanoi, announces that a new National Numbering Plan
(NNP) in Viet Nam will be implemented as follows:
1. In the new National Numbering Plan (NNP), the new fixed seven (7)-digit subscriber numbers will replace
the current six (6)-digit subscriber numbers in the territory of fifty-three (53) provinces and cities. The fixed eight
(8)-digit subscriber numbers of Hanoi city and Ho Chi Minh city will replace the existing seven (7)-digit subscriber
numbers. The process of digit-adding to subscriber numbers of Viet Nam’s operators will be as follows:
 Vietnam Post and Telecommunications Group Operator (VNPT)
Adds digit ‘3’ between the area code and the current subscriber numbers.
 Viettel Telecom Operator (Viettel)
 Viettel Telecom Operator (former EVN)
 Saigon Postel Corp. Operator (SPT)
 Vietnam Multimedia Corp. Operator (VTC)
For example:
– Province of Quang Ninh, with VNPT operator +84 33 XXX XXX
will become: +84 33 3XXX XXX
– Province of Quang Ninh, with Viettel operator +84 33 XXX XXX
will become: +84 33 6XXX XXX
2. The new numbering plan for fixed networks will be implemented starting from Sunday 5 October 2008 at
0000 hours (Hanoi time) with VNPT operator. Parallel running will be from 5 October 2008 to 25 October 2008
depending on the technical conditions. Sunday 26 October at 0000 hours (Hanoi time) for other operators.
Parallel running will be from 26 October 2008 to 1 November 2008 depending on the technical conditions.
3. From Saturday 1 November 2008 at 0000 hours (Hanoi time), the area code of Ha Tay province (AC=34)
will be replaced by the area code of Hanoi city (AC=4). The new geographical area of Hanoi includes the territory
of old Hanoi city, Ha Tay province, a part of Vinh Phuc province and Hoa Binh province.
