D. Lesson Proper 
a. Content and Skill-Building
The teacher will discuss the evolution of the Philippines Politics and Governance staring from
the Pre-spanish Government up to Japanese Military Administration. A scenario will be given
during period whereas the students will going to compare it with the current administration to
make the students get familiarize with the changes and how the Philippines Politics evolve. 

 Pre-spanish period – it is a particular nation’s history whereas we are not yet colonized
by Spain. During this period people are engaged with healthy trade with various cultures
and economies in the region and foreign traders. The Philippines was called before as
“Islas del Poniente” (Island of the west). The Government was patriarchal in form, the
Filipinos had their own laws and system of administering justice whereas the unit of
Government was the Barangay; each barangay has their own law system. Each barangay
was ruled bu a chief datu in some places, and rajah, sultan or hadji in others. He was the
chief executive, law giver, chief judge, and military head. 
The teacher will ask a student on how we acquire our goods today comparing with the
pre- spanish period where they practice the trading which is called barter. The
Philippines also have barangays govern by Barangay captain instead of Datu or Sultan.
We are also under the Philippines law even we have our own Baranggays. 

 The Spanish Government- a centralized colonial Government in the Philippines where


different levels and branches exercised the laws of Spain. The Philippines became their
colony.
How did the Spanish colonize the Philippines? It started when Ferdinand Magellan who’s
said to be an explorer came to the islands and claimed in as a colony for a Spanish
empire. During the Spanish period the Philippine Government was composed of two
branches, the executive and judicial. The teacher will discuss the difference between
judicial and executive. 

The Philippines was govern by Spanish for 333 years; during the Spanish colonial period
Philippine economy was depended on the Galleon Trade 

The National government maintained peace and order, collected taxes and built schools
and do other public works with the help of the local government. The Governor General
exercise certain legislative powers same with the higher ranking officials who’s said to be
the representative of the King of Spain. They issued proclamations to facilitate the
implementation or execution of laws. There are two types of of local government the
Alcadia led by alcalde mayor that govern the provinces that had been fully subjugated,
he represents the Spanish King and the Governor Heneral; the corregimiento, headed by
the corregidor where he govern the provinces that were not yet entirely under Spanish
control. The provinces was divided into several towns which called pueblos headed by
Gobernadorcillos who collects the taxes and execute governance. 
If we are going to compare the Spanish Government with the current government of the
Philippines which is Democratic what is the most important thing that we can point out?
One of the student will ask by the teacher. It is the voting system of the Philippines today
whereas we have the power to choose and contribute with the decisions that we made in
the country unlike in the Spanish Colonization where the rules and regularization were
centralize and Filipinos do not have freedom to choose. 

 The Katipunan Government –  The Katipunan was a secret society headed by Andres
Bonifacio vested in a Supreme Council. It is operated as an alternative Filipino
Government complete with a president and cabinet. The katipunan in full was
Kataastaasang Kagalang-galang na Katipunan ng mga Anak ng Bayan, (Supreme
Worshipful Association of the Sons of the People). A Filipino nationalist organization
founded in 1982 to oppose the Spanish rule. There aim is to separate the Philippines from
Spain. There are three governing bodiesn the Kataastaasang Sangunian or Supreme
Council, the Sanguniang Bayan or Provincial Council nad Sangguniang Balangay or
Popular Council. 
 Biak-na- Bato Republic –  It is establish by Gen. Aguinaldo, the second revolutionary
republican government during the Philippine Revolution. It the first constitutional
republican government in “Filipinas”. The constitution of Biak-na-Bato paves the way to
exercise the freedom of religion, freedom of the press and the right to education.

The teacher will give a scenario whereas all the positive changes in the government will
be highlighted. In the spanish era we do not have the freedom to choose, we are govern by
the Spanish Government, we are not allowed to study and practice education and the press
was controlled by the Government. 

 Emilio Aguinaldo’s Dictatorial Government – after the Spanish-American war, Gen.


Emilio Aguinaldo establish the Dictatorial Government on May 24,1898. The most
important achievements during this era were the proclamation of the Philippine
Independence in Kawit Cavite on June 12,1898 which we celebrated as the Philippine
independence day. Gen. Emilio Aguinaldo is the first an only president of the First
Republic (Malolo Republic)
The 1899 Malolos Constitution of the first Philippine Republic ended the 300 years of
Spanish colonization. The first republic were there is a democracy. 
This government did not last long due to the conflict on formulating the law. There are
two sides driven by differing visions of national community. During this era, they establish
democratic, republication government with three branches- the Executive, Legislative
and Judicial branches. It called for the separation of church and state. 

The teacher will show the picture of Gen. Emilio Aguinaldo and Andres Bonifacio. She
will ask one the students who among them we can conisider as the first President of the
Philippines.

 Revolutionary Government -  this government replaced the dictatorial government aims


to “struggle for the independence of the Philippines, until all nations including Spain will
expressly recognize it and “to prepare the country for the establishments of a real republic.

 The American Colonial Period- during this period, the U.S. senate and the American
public debated the Treaty of Paris. The United States formally recognized the
independence of the Republic of the Philippines on July 04 1946.

 American Military Government -the American military rule the Philippines the day
after the capture of Manila that gave power to the United States President to govern the
Philippines. He became the commander-in-chief of all Armed forces. His authority was
delegated to the military Governor.
 Civil Government – it is govern by William Howard Taft replacing the military
government with a civilian government. Whereas there is an important source of
information for both citizens and government.
 The Commonwealth Government -a political system in which the supreme power lies
in a body of citizens who can elect people to represent them; democracy republic.  It is
mandated to strength the democracy and good governance, respect for human rigths nad
gender equality, poverty eradication and sustainable, people centerd development, and to
promote arts and culture.
 The Japanese Military Administration – the Japan occupied the Philippines for over 3
years only due to the effective campaign of the Guerilla. We claim the freedom with the
help of Mc Arthur which is one the historical happening in our society. Are you familiar
with the word “ I Shall return” who said by General Douglas Mc Arthur. Teacher will
briefly share the story of the happening in the Pearl Harbor where Mc Arthur returned
together with his troops to reclaim the Philippine independence. 

On the Second part the study since the time is limited the teacher will only show pictures of the
Presidents who belong in the Third to Fifth republic to get them familiarize first with their
faces. The other details will discussed in the next lesson

During the discussion the teacher will ask the some students to answer the some
questions connected in the particular administration to catch the student attention
and make engagement. 

c. Independent Activity 
The teacher will ask the students to make a flow chart where the evolution of the
Philippines Politics and Governance was shown. 

d. Closure Activity 
The students will be given an assignment regarding the Presidents belong in the
Third to Fifth Republic whereas they will be able to determine the important
happenings during their governance.

1. Differentiate the Japanese Administration vs. American and Spanish colonization.
2. Ask them to make a flow chart in the classroom board where the evolution of the
Philippines Politics and Governance was shown.
