TOOLS OF ANALYSIS

Tool helps our work easier. Tool is defined as anything regarded as necessary in the carrying out as one’s
occupation or profession.

Analysis – deep thinking, detailed examination of anything complex.

A tool of analysis is a necessary thing that will help us analyze or examine in detail a certain situation so
we can understand its nature.

Gender

Emerging framework that is used in analyzing the situation of the client. We use SPECSEG as a whole.

Social Welfare – is everything men do good for the society.

In the Philippines, social welfare refers to an aggregation of specialized programs, institutions and
services intended to meet certain residual needs not serviced by other types of sectoral action, and
receiving some degree of financial support, supervision or recognition from either the public or private
sectors or both.

Residual needs- these are the things that people need and can be given right away. (Food, clothing)

Subsector of social welfare: women’s welfare, child’s welfare etc., the service and programs are focused
for that certain sector
WAYS OF RESPONDING TO UNMET NEEDS
Systematic and voluntary efforts in response to the needs of people to the community

These institutions have designated roles and responsibility in the society in order to meet human needs.

Agency is a place where people can ask for help.

TWO VIEWS OF SOCIAL WELFARE


Residual – Social welfare as temporary, offered during emergency situations, withdrawn when the
system again works properly, activities are seen as charity

Institutional - Social welfare as proper, legitimate function of the society, helping agencies are accepted
as regular social institutions. Established in the institutions

CATEGORIES OF SOCIAL WELFARE PROGRAMS

Social Security –Set of compulsory measures instituted to protect the individual and his family (SSS,
Insurance, Phil health, GSIS)

Personal Social Services – Service functions that focuses on personal problems, individual situations of
stress, interpersonal helping (Counseling, rehabilitation

Public Assistance – refers to material/concrete aids/supports provided to people who have no means of
support/ no income to support their families

Social Services - programs, services and other activities provided under various auspices, to concretely
answer the needs and problems of the members of the society.

Actual enactment of what is in social welfare, without social welfare there will be no concrete
demonstration of social services. Without social service, social welfare will just remain as an idea.

IMPORTANCE OF SOCIAL SERVICES

People experience different needs and problems and what causes these needs and problems are
different also.

They do not have the resources to solve their problems.

Problems are caused by the economy. People particularly having high standing are the ones causing this.

GOALS OF SOCIAL WELFARE
Humanitarian and Social Justice Goal

- Belief that men has potential to realize himself


- It is right and just for man to help man
- Most afflicted, most dependent, most neglected (target, priorities)

Social Control Goal

Recognize the:

- Needy, deprived or discouraged group may strike out (rally, commit crime) individually or as a
group (because they felt offended by the society)
- Society must secure itself against any threats to (life, property and political stability caused by
needy, deprived and discouraged group)

Economic Development Goal

- Prioritizes programs designed to support increase in the production of goods and services that
will contribute to economic development
Those who are capable of working,

Social Services

- Services that contribute to increase productivity e.g., skills training, creating of different facilities
for different laborers, rehabilitation for handicap workers, training and seminars for farmers
- Services which relieve the burden of workers that hamper productivity e.g., daycare centers,
rehabilitation centers
- Services that help family and community development e.g., leadership training program, family
development sessions
