PA 211: Philippine Administrative Thoughts and Institutions

A1. What is Public Administration?

- Specifically, it is the planning, organizing, directing, coordinating, and controlling of


government operations. Public Administration is the field of service that maintains a civil
society and provides for the needs of the public. It can also be defined as the
implementation and activities undertaken by the government to look after its people and
manage its affairs.

A2. What are the Administrative processes?

- This are the office tasks that are required to keep a company mobilized. It includes
human resources, marketing, and accounting. Basically, anything that entails managing
information that supports a business is an administrative process.

PA 212: Office System Management (Summary)

“Office System Management is the art of guiding the personnel of the office in the use of means
appropriate to its environment in order to achieve its specified purpose.”-Mills and Standinhford

- According to this definition, it stresses the development of persons in the office and not
direction of things. Office management must understand the behavior and needs of his
employee so as to motivate him to work, influencing him, providing incentives so that
objective of the organization is achieved. It talks about how the personnel inside the
environment works together and motivated by doing their tasks to accomplished the
desired outcomes.
It is very important to manage your people because you have the same objectives and
goals to obtain. Influencing every employee and treat them as a family to become more
efficient and effective. The success of a business depends upon the performance and
efficiency of its office and the office we talk about are the people.
PA 213: Public Personnel Management (Summary)

- Public Personnel Management ensures that the human resources inside the organizations
are eligible and adequate; hiring the right people for the right job at the right time.
Employees should be qualified and well-trained as needed to achieve high quality
performance, it also focuses on correcting if ever the staff performance is poor; the
success or failures of the organization depends solely on it. It also assures that every
employees are based on their ability, capability, knowledge, and skills but never forget
that everyone receives the proper and fair treatment they deserved no matter what color,
religion, sex, and tribe they are as a person.

It is not about the positions that matters because Respect is a Must. We are all
“beginners” who are willing to learn and so as we accept failures, we adapt new things
and new environment in order for us to survive in life.

PA 214: Local and Regional Governance

D1. What is Local Governance?

- It is a means for every citizen to express his or her will. Not the government, but citizens
themselves can make decisions locally about the livelihood of their community.
Certainly, the decision-making process is compliant with the state laws.

D2. Differentiate Local Government from Local Governance.

- Local government  is the authority to determine and execute measures within a restricted
area inside and smaller than a whole state and is important for its emphasis upon the
freedom of the locality to decide and act. The entire body including residents, elected
officials, and staff. It is defined as the people who have the authority to make decisions or
who pass laws in a small geographic area,  interact with citizens and communities on a
daily basis. Whereas Local Governance, is made up of the political and institutional
processes through which decisions are taken and implemented. A concept which
embraces the various institutions, relationships and understandings through which
communities determine their future direction.
